Foundation stone for 1341.60 lacs IWMP project sanction for Chatroo Tehsil also laid by Saroori

Kishtwar September 24:- Department of Integrated Watershed and Management Program (IWMP) today held a public awareness camp at Dadpath and Mughal Maidan area of Chatroo Tehsil of Kishtwar District and apprise the people about the two centrally sponsored schemes to be executed by the department in the area at the cost of Rs. 1341.60 lacs under Integrated Watershed Management program.

On this occasion by the centrally sponsored schemes named as Sigdi II (852.60 lacs) and Sigdi III (489.00 lacs) were inaugurated by MLA Inderwal Ghulam Mohammad Saroori by laying foundation stone at Dadpath, Mughal Maidan and Sigdi in presence of large number of people.

“Union government under the leadership of Sonia Gandhi and Manmohan Singh is committed for over all development of the backward areas of the state of Jammu and Kashmir”, Saroori said while addressing the public awareness camps at Dadpath, Mughal Maidan and Sigdi.

He said that union government has accorded sanction to three projects for Inderwal constituency under IWMP at an estimated cost of 1928.25 lacs. He said that two more projects named as Keshwan-Pakalan and Kither-Patnazi costing nearly 15 crore are in pipeline and added that within next two to three months, the union government will also accorded sanction to these projects as well.

Saroori said that union government is generous in allotting the funds to the state government under various developmental programs and urge the people to make judicious use of these funds, beside urge the officers of the District, Tehsil and Block level to work in coordination for better implementation of government schemes so that the people in real sense can avail the benefits of these schemes.

He said that central government flagship schemes like MGNREGA, NRHM and RAMSA has already started yielding results. He said that MGNREGA has changed the economic condition of the poor masses and said that he was hopeful that with the proper implementation of IWMP projects, the economic condition of the people living in these areas will improve further. He said that in order to check the corrupt practices in MGNREGA, central government has introduced Electronic Muster-sheet system and advice the job card holders to apply for guaranteed job in the office of concern BDO, VLW or Gram Sevak, beside provide a 16 digit bank account so that the money could be deposited directly in the bank account of the job card holder.

Saroori also praise the food security bill passed by the UPA government recently and added that food security bill will assure guarantee for two time meal for poor population of the country.

He also urge the people to maintain peace, communal harmony and brotherhood in the area and also urged them not to fall prey to the decisive forces who wants to divided the people on the name of religions.

Government should prioritized sports infrastructure right from block level: Saroori

Sarthal, September, 23: - Underlining the importance of sports activities as vital for shaping overall personality of the youth, Senior Congress Leader and MLA Inderwal Ghulam Mohammad Saroori today stressed the need for promoting sports culture by holding regular championships and tournaments especially in remote and border areas of the state.

Mr Saroori who was chief guest at a wrestling competition, organized by the Dangal Committee Sarthal, said that the state government should prioritized creation of adequate sports infrastructure right from block level to revive the sports culture in the state.

“Being one of the oldest sporting discipline, wrestling remains a passion with its practitioners and fans whose number is no less, notwithstanding the challenge being posed by other popular games”, Saroori said while wrestling competition at his hometown Sarthal in Block Drabshallah.

Mr Saroori urged the youngsters to participate in the game in a big way and prepare for various national and international events with a sense of commitment. “Like any other sports, the youngsters can take wrestling as a profession”, he said adding that this calls for resilience, devotion and hard work.

“We have no dearth of talent but the need is to identify and sharpen their skills in a professional manner”, he said and urged the youngsters to benefit from various facilities being offered by the government.

Mr Saroori wished the participating wrestlers success in their chosen field and exhorted them to take away time for giving necessary tips to the budding sportspersons in the field.

Mr Saroori said such events also help in promoting friendly relationship among the people of different culture and traditions adding that sports were vital for a healthy society. He hoped that the Committee will continue to hold such type of contests to encourage the local talent in the area.

The first bout winner wrestler Taraq Hussain was awarded 5,000 and gifts and the runner up Aashiq Hussain got Rs. 3,000 while the second bout winner wrestler Shameem Ahmed was awarded Rs.2, 000 and runner up Shah Din Hussain got gifts- and the third bout winner wrestler got only the gifts.

Kishtwar, Sept 21: - Former Minister and MLA Inderwal Ghulam Mohammed Saroori today laid foundation stone of Balgaran-Binoon watershed scheme covering 6 panchayats of Bhunzwah area of Drabshala Block of Kishtwar District. 

While addressing an awareness cum Stone laying function, Saroori who was the chief guest who launched the scheme.

The Project is being executed at a cost of Rs 5.86 crores and will covering 6 Panchayats of Drabshallah block of district Kishtwar.

Saroori laid foundation stone of integrated watershed Management Project (IWMP) at Patshallah, Nali of Bunjwah area, here today.

While addressing the two public gatherings at Patshalla and Tipri Nali of Bunjwah area “Stressing for giving a special dispensation to the remote and backward area especially erstwhile district Doda under Integrated Water Management Programme (IWMP), beside the same is essential for its proper implementation keeping in view the topography and varied weather condition”, Saroori said.

He said that funds earmarked by the Union Government should be utilized judiciously ensuring the proper implementation of the scheme.

Saroori said that by the implementation of various centrally sponsored schemes state is leading towards new heights of development besides generating employment avenues for educated employed youth of the State.

He urged upon the policy makers and experts of Central Government that officers of J&K Government should be fully make aware about all welfare schemes of Central Government besides acquaint them with proper guidelines and training for the successful implementation of such schemes.

Saroori said that 70 percent population of our State is from rural areas and are directly linked with agriculture sector. He urged upon people to take maximum benefits from agriculture schemes launched by the Government.

He enjoined upon officers to make people aware about these schemes so that main goal of benefiting rural people is achieved besides stressed upon officers to employ their talent and skills for making these scheme successful.

“Despite facing the brunt of man-made and natural calamities the people should face all these challenges unitedly. He appealed the civil society members to work for strengthening the bonds of brotherhood and amity, adding that peace and harmony are prerequisite for development of the country and state as well beside cautioned people against the nefarious designs of divisive forces and said that they were hell bent to divide the society on regional and religious lines for their petty interests.

However, he said Congress party would not allow these elements to vitiate the peaceful atmosphere of the state.

Kishtwar, Sep 20: - Former Minister and Congress MLA Inderwal G M Saroori today kick start the Sirgwari-Keshwan road which was a long pending demand of the people of backward, remote area of district Kishtwar.

The 16 kilometres road project which was left in the middle by contractor was later cancelled by the PMGSY department and was re-tendered recently and today work has been started, amount to utilize is Rs. 5.27 crore and is expected to be completed within one and half years. Landholder of the area informed to the local MLA Saroori that Revenue officials have misguided the general public and have fixed the rate only Rs 0.25 Lacks per Kanal.

Saroori said sanction of Rs.710 crore by Union Government for land compensation under PMGSY, would help in completion of roads projects which were pending for want of compensation and on spot directed ACR Kishtwar to immediately revise the rates of land as it’s unacceptable. ACR Kishtwar assured MLA and general public that within 7 days process of revise of rates of land will be complete and compensation will be given to land holders as per rules.

Saroori , who was on five day-long tour of Kishtwar and Doda District, inspected various developmental projects and took stock of the pace of works being executed in the area. He has asked the administration to ensure timely completion of all developmental projects underway in Inderwal.

Saroori also addressed the mammoth gathering, after solving landholder’s problem. He highlighted the importance of road connectivity, saying that it directly linked with socio-economic transformation of people and holistic development of the State. He said for better road connectivity to the people living in far-off and remote areas would promote trade and commerce activities in these areas and help in ameliorating their socio-economic condition.

He highlighted the people friendly policies adopted by the Congress. He called upon the people and party cadres for strengthening the party at grass-root levels, saying that it is common mans’ party. He exhorted upon the party cadre, Sarpanches, Panches to visit every village and mohallas and work with dedication in solving peoples’ problems, saying that their devotion and commitment would put impact on the people and they would ready to embrace the party.

He condemned divisive and regional politics, saying that they both have no place in democratic set-up which divided the people on communal basis. He said those believe in divisive politic, they are the enemies of people who play with the emotions of people for their vested interests. He cautioned them to be aware of such elements and give befitting reply to them.

Sarori also congratulates Mushtaq Ahmed who got extension as Chairman & CEO J&K Bank for the second term. He said under his leadership the bank achieved its Platinum Jubilee target of Rs one lac crore business and Rs one thousand crore profit for the financial year 2012-13,” reads a J&K Bankstatement. Doda, 19 Sept: - To mark the annual day celebration, Government Higher Secondary School Khara on Thursday witnessed much buz as the school held Colourful function to celebrate annual day with great pomp and show.

The students of different classes presented a beautiful cultural programme on this occasion organized by staff members of school.

Former Minister and MLA Inderwal, G M Saroori has strongly favoured inclusion of moral education in school curriculum and announced One Lack out of his Constituency Development Funds (CDF) for purchasing equipments for school.

“All-round personality development of a child is not possible unless moral education is co-opted with mental and physical education,”. Saroori said while speaking at the Annual Day function of Government Higher Secondary school Khara, district Doda. He said academic and extra-curricular activities together are vital for widening the horizon of thought.

Saroori, who was Chief Guest on the occasion, said that religion should not be separated from the education because moral education is also imperative for all-round personality development of a child.

He said that in the present era of massive knowledge explosion, it is required to equip the children with modern education as well as extracurricular activities to enable them compete stiff competition ahead. He also called for a congenial atmosphere in the educational institutions that could help a child to express himself fully to exhibit his talent. In this connection, he said, the role of teacher is of primary importance as his every act has a long-lasting impact on the mind of a child which is like a clean state.

Saroori said parent’s role in personality development of a child is also vital adding that “cradle is the first school where education of a child starts”. He said both teachers and parents should contribute with responsibility for the noble cause of education and teaching.

The MLA also urged for introducing games in educational institutions in a big way to imbibe a spirit of sportsmanship, confidence and discipline among the children adding that these qualities are necessary for an efficient administrator and a successful person in the life. He also said construction of school another building will be taken up on priority soon and said he will help in each and every way for good infrastructure of the school besides demand will be redressed in a phase manner.

Saroori also wished that in future the students and staff will come forward to uplift the standards of the institution in all the fields of academics and otherwise.

The chief guest distributed prizes among students for their academic achievements and acknowledged their wonderful performance. Awards for excellence and the all rounder trophies were given both on the basis of academic and co-curricular activities.

Earlier, annual report highlighting the achievements of the students and staff of the Higher Secondary School Khara was presented by Principal Farooq Ahmed who traced the long strides and significant progress made during last year by Higher Secondary School Khara and put forth some demand infront of Chief Guest who is also a local MLA of the area.

J&K Cong leaders meet Rahul




Saroori stressed for Singhpora-Vailoo tunnel and seeks financial assistance for quake hit area.

New Delhi, September 18: - A delegation headed by Senior J&K Congress Leader and MLA Inderwal G M Saroori meet party vice-president Rahul Gandhi in a meeting here at New Delhi on Wednesday.

Ashok Sharma Former Legislator, Vinod Sharma General Secretary PCC, Darshan Raina President DCC Jammu and Narinder Sharma Secretary PCC were also present at the meeting with the Congress Vice President.

Delegation apprised Gandhi about the party and its situation in the state. They also conveyed the difficulties they are facing and various issues pertaining to Jammu region.

Congress Leaders presented memorandum to Gandhi and said after the elimination of Congress in Kashmir valley, Jammu region remained party strong hold in spite of not getting its due. What is required that Jammu people who have faced hardship should be given special assistance for providing relief to the earthquake victims of this mountainous district (Erstwhile Doda district.

Saroori stated that due to recent earthquakes, nearly 90 percent houses of erstwhile district Doda were damaged. He demanded Rs. 4 lakhs to be sanctioned for each complete damaged house, and Rs. 2 lakhs for the partially damaged houses.

Saroori strongly advocated the construction of Singpura - Vailoo tunnel and added that the pre-feasibility reports stands submitted to the Union Minister for Roads and Surface Transport New Delhi by the Director General Border Roads Organization Chandigarh. With the construction of Singpora-Viloo tunnel, twin Districts of Doda and Kishtwar will be connected with Kashmir valley almost throughout the year besides development airports at Poonch, Rajouri and Kishtwar districts.

He also stress for incorporating provisions of 73rd and 74th Constitutional amendments in J&K and holding of early elections of Block Development Councils, District Planning and development boards and Urban Local Bodies to strengthen Panchayatiraj in J&K at an earliest beside Improvise the Prime Ministership scholar scheme and relax the rules further to make them enabling.

Delegation in their memorandum put forth various demands including early commencing of work on already decided Railway project i.e Jammu-Kalakote-Poonch and to take up Gool-Bhaderwah-Kishtwar Srinagar Rail link; Taking an early decision with regards to selection of candidates for Parliamentary and Assembly elections in JK; Organizing party convention at district, provincial and state level for ensuring greater coordination among party workers; Making available at gross root level publicity material on historic initiatives taken by the UPA like passing of food security and land compensation bills at early implementation thereof; Laying stress on most effective implementation of central sponsored schemes in J&K like PMGSY and MGNREGA; besides one time settlement of Refugees of 1947, 1965, 1971 and west Pakistanis as recommended by Congress led Cong, PDP Govt 2005-2008.

Delegation said "Because of the political instability, direct interference and insurgence caused by Pakistan, the state has been made communally vulnerable. It needs restoration of communal harmony, brotherhood and peace on top priority to ensure that the incidents like that of Kishtwar recently and Rajouri earlier so not show their ugly face again",.

The commission of inquiry is likely to bring out truth which will be accepted by the Congressmen to give a befitting reply to those who are projecting themselves on communal agenda.

Rahul Gandhi gave patient hearing to the leaders and advised to exert every effort to strengthen the congress party in J&K State and to extend the party manifesto to gross root level.

He further assured the delegation that the congress party shall not tolerate any internal or external force which may weaken the party credibility and assured all possible help.

At the end Saroori invited Vice President Congress party Rahul Gandhi for visit of Jammu region of erstwhile Doda district.

Jammu, Sep 03: - Former Congress Minister and MLA Inderwal G M Saroori today welcome the decision of Congress high Command for contesting Assembly poll alone in 2014.

Addressing a public gathering at home town of Union Health Minister Ghulam Nabi Azad at Khara in district Doda, Saroori said tall claims by regional parties’ of Jammu and Kashmir State have always fallen flat and people have understood their dubious characteristic.

Without naming the ruling National Conference “Describing its politics a Pandora's Box containing nothing but false promises, slogans, hoax, emotional blackmailing and bias to grab power”, Saroori added.

Saroori asked the people to strengthen Indian National Congress (INC) at all ranks to see Jammu and Kashmir moving forward in the direction of political stability and holistic development.

He also presented resume of achievements registered by him as Member of Legislative Assembly (MLA) Inderwal, Chairman Social Welfare Department, MOS and as a Cabinet Minister PWD(R&B) during the past 10 and a half years despite difficulties times.

Saroori said he has delivered on the development front meritoriously have made new strides in giving good-governance to the people and there is still more to be done.

He directed the officers to involve Panchs and Sarpanchs in the implementation of various schemes and work in close coordination with them so that proper development was ensured. He also appealed the people to extend full cooperation to the government agencies for better and effective implementation of development programmes.

Saroori asked the executing agencies to complete the all construction works including roads, buildings, bridges and other construction works within the stipulated time frame and ensure use of quality material.

“Employees of all the departments should also work in odd hours and they should also serve the people by mitigating their requirements not only in urban but in far flung and remote areas of the State beside urged the employees to work with more devotion and dedication and keep the tempo of serving people with zeal in odd and crucial circumstances”, Saroori said while addressing a public at Khara.

Speakers on the occasion put forth various demands including Electrified to un-electrified villages, better drinking water supply, Compensation of Khara Tanta and Khara Jai roads, filling up of vacant teacher posts and compensation relief in favour of earthquake victims. He (Saroori) assured general public that their genuine demands will be look into on top priority. About Earthquake relief compensation Saroori said he is in touch with Congress high command and he is hopeful that centre government may release relief compensation very soon.

Saroori condole sad demise of IPO Kishtwar and Abdul Qayoom.

New Delhi, September 5:- Senior Congress Leader and Member of Legislative Assembly (MLA) Inderwal Ghulam Mohammad Saroori today expressed profound sorrow and grief over the sad demise of Abdul Qayoom resident of Shandari Kuntwara, district Kishtwar who died when he was trying to tie electric service Line with main electric service line and he died on spot.

Saroori blames the Power Development department (PDD) over the negligence and death of Abdul Qayoom. He demanded compensation from power department in favour of deceased family.

He said that despite government claiming that they have released the funds to the tune of Rs. 140 Cr for maintenance of HT/LT network, but said that in his Inderwal constituency most of the electric wire are barbed and were connected with tress threatening the life of common masses.

“Rotten wooden poles and trees are used in place of poles causing risk of life and cattle. He demanded that rotten poles and barbed wires should be replaced by proper wires immediately in rural areas so that power losses can be mitigated and no further mishap could occur. He further demanded that the Power department to provide transformers to the habitation consisting of 20 to 50 families”, Saroori added.

Saroori also condole the sad demise of Industrial Promotion Officer (IPO), DIC Kishtwar Tasheen Ahmed Qazi who died on Monday morning due to cardiac arrest at his Kishtwar residence.

He said that Late Tasheen Qazi was an efficient and honest government employee who worked for welfare of poor sections of the society.

In his condolence message, the Saroori conveyed sympathy and solidarity with the bereaved families. He also prayed to the Almighty Allah for blessing peace to the departed souls beside a place for them in heaven. He also prayed to Almighty Allah to give strength to the family members of the deceased to bear irreparable loss.

Release honorarium in favour of Sarpanches and Panches: Saroori

Saroori asked officers to speed up the efforts for effective implementation of MGNREGA scheme

Jammu, Sep 01: Former Congress Minister and MLA Inderwal G M Saroori while addressing a meeting of Sarpanches and Panches of block Drabshallah, district Kishtwar has urged the government for early release of honorarium in favour of Sarpanches and Panches and Panchayate Adalats with the announcement made by it in Assembly during the Budget Session 2012 as well as 2013.

He asked the officers, Sarpanches and Panches to speed up their efforts for effective implementation of centrally sponsored scheme MGNREGA. "They should ensure total transparency and adherence to prescribed norms so that the benefit of this scheme aimed at socio-economic emancipation of rural and far flung areas, reaches the genuine beneficiaries," Saroori said.

Saroori said that the scope of the scheme has increased due to convergence of the same with the schemes of other departments and care should be taken so that a complete synergy is maintained while dovetailing it with other.

He also directed district administration of Kishtwar and Doda district to organize the event for Sarpanches and Panches at district levels added that the aim of organizing the event should be to provide a common platform to civil administrative functionaries and Sarpanches and Panches for a positive interaction and redressal of their common grievances.

Saroori called upon the Sarpanches to work with zeal and dedication to come up to the expectations of the people beside urged for ensuring proper co-ordination between elected Panchayats, VLWs, BDOs and various other functionaries of the Deptt. He assured all possible help to Sarpanches ans Panches from Congress party and said he himself will leave no stone unturned for empowerment of PRs and reiterated that Panchayati Raj is real empowerment of the common people.

He directed the BDO Drabshallah Shokay Hayat Mattoo, BDO Chatroo Seema Parihar, BDO Kishtwar Qazi Masood, BDO Thatri Tahir Hussain and BDO Gondoh Haroon Rashid Naik to ensure regular payment to Job Card holders who have completed their works. He said MGNREGA is a demand driver programme so funds be allocated as per demand of each block. Sarpanches also raised various problems being faced by them and on spot Saroori directed BDO Drabshallah Shokat Hayat Matoo for redressal the problems at an earliest.

Saroori further expressed concern over acute shortage of VLWs, inspectors and Engineers in the Rural Development department. He called for early filling of recently created 1035 posts of VLWs in the state.
He deplored the inordinate delay in finalizing of seniority lists of various categories of employees and failure to conduct DPCs which had greatly dampened the morals of the various categories of employees. He said several VLWs (Gram Sawaks) had complained that they had not been given even a single promotion from the date of their joining till the date of their retirement despite being eligible due to Deptt.’s apathy and neglect.
