Saroori accuses GREF for using sub standard material in road construction


Probe GREF mess in construction of Thatri-Kishtwar-Sinthan NH, Saroori to NHAI

Kishtwar, April 23:- Senior Congress leader and MLA Inderwal Ghulam Mohammad Saroori today called upon National Highway Authority of India to probe the role of General Reserve Engineering Force commonly known as GREF constituted by the Union of India with the aim to raise the standard of various construction works in the country at par with the international standard and the company was assigned the responsibility of construction of various important road projects in India including widening of Batote-Kishtwar-Sinthan-Srinagar road project in Jammu and Kashmir.

Saroori in a press statement issued today said that GREF 118 Road Construction Company (RCC) of Beacon is using sub-standard material in construction of road and bridges all along Thathri-Kishtwar and Kishtwar Sinthan National Highway.

He said that GREF has endangered the lives of commuters who pass on this road stretch and alleged that GREF 118 RCC authorities were trying to finish its work without maintaining quality.

“The GREF uses mountainous slate stone, sand instead of river sand in construction work on 30 KM Thathri-Kishtwar and 85 Kishtwar-Sinthan road linking as a result of which commuters faces lot of inconvenience” said Saroori

He said the GREF most of time remains at the center of the storm for its sub standard work, weather it was the issue sinking of National Highway at various places or the construction of alternative link road at Pul-Doda and Assar, Congress MLA Saroori said that in last few months, he caught GREF twice using sub standard material in construction of side walls and parapets all along Kishtwar-Batote National Highway.

Saroori said that while on way to Jammu, he stopped his cavalcade near Shalimar and Thathri where GREF labourers were digging mountain and were using that same muddy material into construction of side walls. He said that protection walls on Kishtwar-Thatri road was totally collapsed, thus exposing the quality of the material used in construction of these walls constructed only months back.

He said that people living all along the national highway right from Premnagar to Thathri, Drabshallah, Kandani, Shalimar, Malipath Chowk to Girinager chowk Kishtwar, Bhandarkote and Mugalmaidan complaints that the drain water perforates into their houses even during dry weather. He said that GREF uses light weight iron rods, which is the main reason behind the collapse of the drain and wall at various place.

Saroori said the GREF authority responsible for maintain the Kishtwar-Jammu National Highway must have installed the crash barrier so that major accidents could be prevented. He also blamed poor road condition for frequent road accident, beside illegal extraction of stone all along the National Highway as causes triggering of shooting stones.
He asked the Deputy Commissioners of Doda and Kishtwar to conduct a throw probe into the use of sub standard material in construction of walls, drains by the GREF on both side of National Highway. He also called the concerned SHOs to lodged FIRs against GREF authority for using sub-standard materials.

Saroori also appealed to the National Highway authorities of India to initiate a thorough probe into the use of sub standard material into the construction work of road from Thathri to Kishtwar and Kishtwar-Sinthan road as earlier as possible so as to prevent many tragic accidents from occurrence in future.

Saroori visits road accident site at Drabshallah, Kishtwar


7 died, 5 other injured in an accident of Himachal bound Sumo in Kishtwar

Kishtwar, April 21: - Senior Congress Leader and MLA Inderwal, Ghulam Mohammad Saroori visited the road accident site at Drabshallah (Kishtwar) to took stock of tragic accident and to oversee operation of dead bodies following a tragic road accident.

Mr. Saroori himself supervised the rescue operation to ensure dispatch of each dead body to their native places.

It may be mentioned here that in a tragic accident in Kishtwar District, seven people died while five other sustain injuries when a Himachal Pradesh bound Tata Sumo bearing registration no. HP01C-3304 on way from Pangi (HP) to Jammu via Kishtwar meet with an accident near Drabshala some 25 KM from District Headquarter Kishtwar on Kishtwar-Jammu National Highway as a result of which the vehicle plunged into 500 meter deep gorge and landed on the bank of mighty river Chenab.

Saroori along with senior police officers from Kishtwar, members of Red Cross Kishtwar, beside locals from Drabshalla area rush to the spot and started rescue operation and recovered all the occupants from the accident site and shifted the dead and injured to nearby Thatri Hospital from where all the injured persons were shifted to District Hospital Doda. According to police five persons died on spot while two among 7 other injured persons died enroute to Hospital. Among the five injured presently undergoing treatment at District Hospital Doda, the condition of the two is said to be critical.

The injured informed the MLA Saroori and police that the driver of the ill fated vehicle lost his control over the vehicle while avoiding a big boulder that roll down from the adjacent hillock triggered due to heavy rainfall going on in the area since last two days.

Saroori feels that the tragedy could have been avoided in case the GREF authority responsible for maintain the Kishtwar-Jammu National Highway could have installed the crash barrier. He also blamed poor road condition for frequent road accident, beside illegal extraction of stone all along the National Highway causes triggering of shooting stones.

The injured were identified as Tara Chand son of Shri Chand, Santosh son of Chuni Lal, Suman wife of Santosh all resident of Kellar HP, Raman Kumar son of Hardeep Singh resident of Kangra HP, Sher Singh son of Mansa Ram resident of Pangi and one unidentified lady. The deceased were identified as Rakesh Kumar 50 yrs (ASI in Himachal police) resident of Solan, Om Prakesh son of Rajmal (54 yrs) resident of Pangi, Payar Din (54 yrs) son of Jaan Mohamed resident of village Kuthie Chura Chamba, Prithi Raj (45 yrs) son of Narad Ram resident Tatri Sunari Chamba, Shala Devi wife of Tara Chand resident of Pangi, Pasoon son Payar Din and one unidentified dead body. All the dead bodies were kept inside the morchery of District Hospital Kishtwar from where all the dead bodies will be dispatched to Himachal Pradesh tomorrow.

Later he (Saroori) conveyed his sympathies with the bereaved family members, who were among the killed persons in the said accident.

During his brief stay at Drabshalla Kishtwar, Mr. G. M. Saroori met individuals and various deputations to listen to their problems so that these could be solved. Mr. Saroori also held a meeting with the officers of Rattle Power Project Drabshallah Kishtwar. He said in Kishtwar and Doda also the educated youth are unable to get job opportunities. He warned the GVK/ L&T and other agencies engaged in the hydel power projects Rattle to give preference to the local youth of the area. Mr Saroori warned the company that if the 80 % share is not provided to the local youth by these companies, he will resort to agitation along with thousands of locals.

Asks people to believe in performance of Congress, not hollow rhetoric of BJP, PDP

Durbeel (Kishtwar), 15 April: - Senior Congress Leader and MLA Inderwal Ghulam Mohammad Saroori today organized road show in different areas of Inderwal assembly segment and interacted with cross sections of society.

While addressing series of meetings and 20 Kilometer road show in Durbeel and Tagood area of Kishtwar District having over 10000 voters, Workers of Congress and scores of people participated in the road show and raised slogans in favor of the Ghulam Nabi Azad, Saroori and also for Congress.

Speaking on the occasion, Saroori highlighted the achievements of the Ghulam Nabi Azad as Union health Minister and as Chief Minister Jammu and Kashmir and asked the people to vote for development, secularism and dignity. He said that PDP believes in the politics of instability and disruption, as they proved in 2008.

Saroori said that Congress leaders had done justice to the trust reposed in them by the people by being strong and courageous voices of representation in the Indian Parliament.

He also said that by enacting legislations like Public Services Guarantee Act and Right to Information Act not only service delivery of important public services have been made time bound but people have been empowered to question the Government for its omissions and commissions. He (Saroori) also mentioned the holding of Panchayat Elections, transferring of powers to these institutions, establishment of new autonomous institutions and strengthening the existing ones to bring transparency, curb corruption and give good-governance.

Targeting BJP's manifesto containing contentious Hindutva issues, he said their 'communal agenda' is a grave threat to our country's unity and integrity and Congress is the only party that can ensure that the country remains united beside said BJP was trying "to fool people by selling dreams" on its approach to contentious issues and Congress will not allow anyone to "play" with Article 370" Saroori told an election meetings here.

Saroori also praised Udhampur-Kathua candidate Ghulam Nabi Azad for his significant contribution in development of health infrastructure across the State, the Minister highlighted the huge steps taken by J&K in health sector that has been recognized at various fora. Creation of new medical colleges and commissioning of super specialty hospitals will make advanced treatment possible within the State now, he said, adding people will always remember the contribution of Ghulam Nabi Azad in the development of the State both in the in the capacity Union Minister or State's former chief minister. Referring to the creation of 659 administrative units in the State, Saroori stated that the new network of administrative units will bring people and administration even more closely. He added that the Government will work strenuously for operationalizing the newly-created administrative units shortly.

Calling upon the people to vote for Azad's Candidature, he exhorted people to strengthen hands of Congress by pressing hand button on EVMs on April 17. On the occasion many BJP and PDP workers joins Congress party before Saroori.

Bunjwah (Kishtwar), 14 April: - Alleging that the parties like BJP and PDP are thriving on the politics of divide and rule and want to create wedge between various sections of the society for party politics and vote bank gains, senior Congress leader and MLA Inderwal, Ghulam Mohammad Saroori, today cautioned the people against such tactics and impressed upon them to vehemently reject the hate politics and nurture mutual brotherhood, amity and togetherness for which Congress have always strived.

Addressing Blargely attended meetings at remote and hilly villages including unjwah Patshallah, Kewa, Noor, Jalapur, Patnazi, Chikroon, Binoon, Nali, Toaib Abad, Behandwah, Mori, Golu Top and Balgran area of Inderwal Assembly segments of the district, Saroori sought support for Congress candidate from Kathua-Udhampur-Doda seat, Ghulam Nabi Azad.

Saroori said restoration of peace, construction of thousands of bridges, roads, schools, colleges, universities and other developmental schemes besides enactment of historic legislations to empower people and ensure transparency in all fields of administration by the State Coalition Government “has been possible with the financial and logistic support by the Congress-led UPA Government.”

He appeal to the people and sought support in favour of Ghulam Nabi Azad for Kathua-Udhampur Lok Sabha constituency as he has vast experience of serving the country in different capacities as he has been in the national politics since long. He said there is hardly any leader of his stature in the state and people should give him whole hearted support and elect him for the Parliament so that he continue to play his role in the national politics and help the State for its development stride.

Elaborating the achievements of Ghulam Nabi Azad said that the decision of opening of five new Medical Colleges in the State is the greatest contribution of Azad. Saroori said that the people of State should not forget the creation of new districts including Kishtwar, while Azad was the Chief Minister of the State.

Saroor (Kishtwar), 12 April: - Senior Congress leader and MLA Inderwal, Ghulam Mohammad Saroori today said that erstwhile district Doda was on path of progress.

He was addressing public meetings at Khori, Dhar, Lass, Neju Kukarwas, Londhari, Tatani Saroor, Kalchanda, Barhoti, Bugrana and Bahdad Salana of Inderwal Assembly constituency.

On the occasion BJP Block President Drabshallah Baby Chand and senior BJP leaders including Hens Raj, Beli Ram, Ashok Kumar along with their supporters from Salana Saroor joins hand with MLA Saroori at Bahdat Saroor. Soon after joining the Congress party, Baby Chand and others claimed of being fed up of the BJP, which has lost its earlier sheen and that they have lost faith in the BJP leadership. Bhalessa (Doda), 09 April: - While maintaining the pace of his campaign for Congress-NC candidate from Udhampur-Kathua Lok Sabha Ghulam Nabi Azad, Congress MLA from Inderwal segment Ghulam Mohammad Saroori asked the people to recall and appreciate the facts that India stood consistently for secularism, togetherness of all communities, peace and progress.

During his election campaign in Bhalessa belt of Doda district, the Congress leader sought votes from people on the basis of UPA’s people-oriented policies and developmental growth in the past ten years.

Saroori held series of meetings at various places and was given rousing reception by the party workers and supporters. He addressed gatherings at Indloo, Kansoo, Drought, Khara, Bharno, Gwaz, Kethan, Dugroon, Bathri and Bhalessa.
 

Addressing the meetings Saroori highlighted the achievements of the UPA I, UPA II and also by former Chief Minister Ghulam Nabi Azad in which a responsive administration has been put into place which has brought in a new era of peace, tranquility and development.
 

He also welcomed the support extended by Shahi Imam of Jama Masjid Syed Ahmed Bukhari to Congress and claimed the party had the backing of all Muslim bodies. "I welcome the support extended to our party by the Delhi Imam. Not only he, but all Muslims bodies are extending support to Congress," he told public at Bhalessa.

Bukhari, considered an influential religious leader, had last week appealed to Muslims to support Congress and ensure that secular votes are not divided.

Saroori appealed to the people to remain present at their home on the date of pooling and cast their vote in favour of the Congress candidate Ghulam Nabi Azad. The people of the area assured Saroori that they are fully prepared to caste their votes in favour of the party candidate and further informed that in this election they would work voluntarily to ensure Azad’s victory.

The people of the area informed that the laborers who are working outside the area have already started returning to their homes to vote for Azad.

In response to the charge by state BJP unit that the government employees are campaigning in favour of Congress candidates, Saroori refuted the charges and lauded that government has already issued strict directions to the government employees to stay away from the politics and concentrate to their assigned government duties.

He (Saroori) appealed the people to press hand button on EVMs on April 17 to defeat the vested interests who are hell bent upon to divide the country on communal lines. He said that the time is for ensuring employment to the youth and dignified livelihood to all sections of the society which can be provided only by the Congress.

‘Secularism’ is the strength of prosperous nations

Doda/Kishtwar, Apr 8: Cautioning the people to beware from divisive forces that are hell bent to create confusion among masses, just to grab power, Union Minister for Health and Family Welfare, Ghulam Nabi Azad on Tuesday described erstwhile Doda district as miniature of secular India and appealed the people to cast their votes to strengthen the secular forces.

“Only those nations prosper, where secularism exists,” he pin pointed.

Contesting Lok Sabha elections from Doda-Udhampur Parliamentary constituency Ghulam Nabi Azad, during his campaign in the higher reaches of Doda and Kishtwar districts addressed various public meetings today and said that much before the announcements of Lok Sabha elections, Bharatiya Janata Party (BJP) started propaganda to divert the attention of the masses, which they call wave in befooling the people, now evident nowhere.

Lambasting BJP for its lust to come in power by hoodwinking the innocent people of the country, Azad said that “the population of Chenab basin that comprises the Doda, Kishtwar, Ramban and Banihal belts is a symbol of secularism. “Only secularism can ensure development,” he said.

He called upon the people to counter the divisive moves of certain political parties, which are least bothered about the addressing the miseries of the people and instead they (political parties) have just one hidden agenda i.e. to befool the people on the name of religion and caste and exploit their votes. “Number of Hydro power projects worth thousands of crores of rupees has been made functional while number of such projects is in the process of its completion and shall be made functional in near future. Thousands of persons have been provided employment under MNREGA. These are some pointers to the fact that Congress at centre and NC-Congress coalition government here in Jammu and Kashmir have been consistently working for the overall development of the state especially the far-flung belts of the state,” highlighted Ghulam Nabi Azad further adding that “through these projects we have tried to provide employment avenues to people of these hilly areas. We must thank Prime Minister Manmohan Singh and Congress president Sonia Gandhi, who ensured record development in Jammu and Kashmir,” he said

“Congress has never be-fooled the people; it’s presence was always at grass roots level and will remain in future as well, with its commitment and dedication towards welfare of the people”, said Azad further adding, “using different means as a bait to get the votes, but what matters is the work and development for the general public which gets counted”.

“Congress is seeking the votes on the developmental plank to make the nation prosperous on the ideology of the secularism where all are equal in every dimension, rather than opting policy to disintegrate the people on the basis of caste creed and colour, he added.

Mr. Azad also appreciates MLA Saroori for his honest approach in dealing with political and development affairs adding that he is magnanimous personality and is doing justice with his work.

Talking about the state’s development, Ghulam Nabi Azad highlighted that the Congress-NC coalition government led by chief minister Omar Abdullah, with the backing of UPA has brought a revolution in various sectors and creation of new administrative units.

Yet despite that some political parties, in a lust to grab power are hell bent to divert the attention of the people and cautioned the people not to fall prey to the propagandas of such parties, who will destabilized the peace and prosperity.

In hilly areas, developmental works takes a lot of time. But even then, the developmental works are on and would be completed soon, Ghulam Nabi Azad said, further adding that "It is Congress which, keeping in view the problems and plight of the people have initiated people oriented projects. There has been record development in the past 10 years' rule of Congress led UPA-I and UPA-II.

Saroori express sorrow and grief over demise of Begama Begum and Dr Ali Baksh



Extended condolences to Kichloo and Taj Mouhiuddin

Kishtwar, 07 April: - Senior Congress Leader and MLA Inderwal Ghulam Mohammad Saroori, today condole the sad demise over the death of Begama Begum mother of MOS Home Sajjad Ahmed Kichloo who expired today after a brief illness and also over death of Late Dr. Ali Baksh brother of Minister for Health Taj Mouhi Ud Din.

In a statement issued here, he (Saroori) expressed his condolences with the bereaved families especially senior Congress Leader and Cabinet Minister Mr. Taj Mohuiddin and MOS Home Mr. Sajjad Ahmed Kichloo.

He said that Congress shared the sorrow of Taj Mohuiddin and Sajjad Kichloo in this hour of grief and prayed for the departed souls beside a place for them in heaven. He also prayed to Almighty Allah to give strength to the family members of the deceased to bear irreparable loss.

GREF responsible for poor road network in Doda and Kishtwar: Saroori



Demanded immediate restoration of Kishtwar-Sinthan on war footing bases; asked people to come in large numbers and vote in favour of Azad on 17th April.

Kishtwar, 06 April: - Former R&B Minister and Congress MLA Inderwal, Ghulam Mohammad Saroori today blame the central agency General Reserve Engineering Force (GREF) authorities for worst condition of roads in entire Kishtwar and Doda region.

Saroori, cavalcade was stopped twice due to landslides and shooting stones who after addressing the public meetings at Kandothe area of Thathri was on way to Chatroo some 50km from Thathri seeking votes in favour of Congress candidate from Udhampur parliament seat Ghulam Nabi Azad.

People surrounded his cavalcade and complained about bad roads, non-availability of Ration and non-clearance of slips on PMGSY and JKPCC roads including Bunjwah, Thalaran, Kuchal roads.

“GREF who is responsible for maintaining 120 KM Batote-Doda-Kishtwar National Highway and 85 KM Kishtwar-Sinthan road are using sub standard material in road construction and fail to maintain the National Highway II as people are suffering badly on this road stretch, which has sunk at more than 20 places while the landslides have become order of day. He (Saroori) shows anger towards GREF for their failure in making a comprehensive plan to tackle with the issue of continuous road blockade on these two important road stretches connecting the twin districts of Doda and Kishtwar having population of over 7 lakh souls with the rest of the state” Saroori said.

Saroori said that the work executed by the GREF needs to be looked into seriously, particularly with respect to the use of sub standard material in construction work by the authorities and seek a detail and independent probe against this central agency.

He has issued an ultimatum to GREF authorities to either improve the quality of work and maintain the road surface, or be ready to face the public wrath. He said that despite the matter has been bought into the notice of higher authorities of the District, state and GREF authorities, nothing was done on ground which indicates that all were hand in glove and shielding the corrupt officials.

Saroori also demanded immediate restoration of Kishtwar-Sinthan on war footing bases. He said that even the Traffic police authority believes that this National Highway is vulnerable to the threat to human life as many hanging stones and rocks continuously threatening the stability of the road and can invite an accident any time and added that the same required proper and immediate attention.

Later he addressed various public meetings in Inderwal Constituency and said all voters should rise above party lines at this juncture and join hands in order to defeat the divisive forces.  He asked people to come in large numbers and use their right to vote in favour of Azad on 17th April.

Saroori kicks off Chatroo road show, slams BJP, PDP

Congress believes in ‘Har Haath Shakti, Har Haath Tarakki 

Chatroo (Kishtwar), 05 April: - Member of Congress campaigning committee for Jammu province and MLA Inderwal, Ghulam Mohammad Saroori today staged a road show together with all workers from Kuchal, Simbole, Kwath,Chas, Basha, Sigdi, Harmullah, Mir Mohallah, Sheikh Pura, Khunti Mohammah, Noon Pallan, Sangambatti, Mulchitter, Zabkul, Markhal, Bhatta, Balana, Hindgam, Pahalgam and Supnaie.  

Holding his first road show in the Chatroo area, Congress MLA Saroori covered some 20 villages in Inderwal constituency in Kishtwar district.

Urging villagers to vote for his (Congress) party, he said though the election was not linked to resolution of any issue, it was necessary to address day-to-day problems of the masses.

At various places Saroori addressed to public and gave details of developmental works done during the previous years under leadership of Prime Minister of India Dr. Manmohan Singh, Chairperson UPA Sonia Gandhi, Vice President AICC Rahul Gandhi and son of the soil, Union Health Minister Ghulam Nabi Azad.

Saroori asked the people not to be swayed by the “false promises of the BJP and PDP but be guided by their own good sense and take a decision to support the Congress and vote for Ghulam Nabi Azad contesting candidate for Udhampur-Kathua-Doda parliamentary seat.”

Congress has strengthened the country’s culture, he said. “We do not make false promises. What we promise, we deliver. The Congress believes in ‘Har Haath Shakti, Har Haath Tarakki (Each hand is power, each hand is progress”, Saroori said.

Saroori wholeheartedly supported Article 370 which gives special status to the state Jammu and Kashmir. He further requested to the public to support Azad who has lot of affection with people of whole Jammu and Kashmir.

Large number of people also participated in the road show and offered full support to MLA Inderwal Ghulam Mohammad Saroori and Congress candidate Ghulam Nabi Azad.
Various Slogans were raised by the people in favour of Azad, Saroori and also in favour of Congress.
 
Many senior Congress leaders/workers including Block President Chatroo Haji Ghulam Qadir Sheikh, Block president Drabshallah Mohd Iqbal Keen, Congress Tehsil President Chatroo Ghulam Qadir Tappal, Gh Nabi Mir, Mohd Ibrahim Sheikh, Mohd Salim Ganie, Abdul Gani Malik, Bidya Lal, Choudhary Qasim, Abdul Latief Shah, Ch Noor Din, Mohd Amin, Abdul Rashid Bhawani, Gh Mohd Reshi, Daleep Kumar, Raj Kumar, Tilak Raj, Roshan Lal, Altaf Malik, Haji Jamal Din, Ghulam Mouhideen, Shabir Dev, Nazir Ahmed Sheikh, Abdul Rashid, Kalyan Din, Ch Lal Din, Isher Das, Sewa Ram, Munsi Ram, Kalyan Singh and other Halqa Presidents, delegates also participated in road show.
