DC, Saroori flags off Hajj pilgrims from Kishtwar

Kishtwar, August 26: - District Development Commissioner (DDC) Kishtwar, Ghulam Nabi Balwan and Member of Legislative Assembly (MLA) from Inderwal, Ghulam Mohammad Saroori day before yesterday flagged off 9 Hajj pilgrims of the district to Srinagar for onward pilgrimage to the holy shrine of Mecca and Medina.

Senior Superintendent of Police Kishtwar, Sandeep Wazir, ASP Abdul Qayoom, Tehsildar Kishtwar Irshad Ahmed Butt, Imam Jamia Masjid Kishtwar Farooq Ahmed Kichloo, Dy SP Touseef Reshi, SHO Kishtwar Sameer Jeelani, Senior Advocate Ghulam Mohd Waza besides other police and civil officers connected with Hajj-2016 and large numbers of people were present to see off the pilgrims from Kishtwar.

A total of 9 Hajjis from the District including 04 from Tehsil Drabshalla, 05 from Kishtwar left for holy journey from Islamia Faridia Institute of Research & Education Kishtwar.

Addressing the pilgrims, the DC Kishtwar congratulated the pilgrims for getting the opportunity to perform holy Hajj. He also wished them safe and secure pilgrimage. He appealed the Hajj pilgrims to pray for the development and prosperity of the district and state as well.

Speaking on the occasion, Saroori who will also perform the Hajj this year has urged other pilgrims to pray to Allah for peace and prosperity of the state. He along with DC Kishtwar was giving a send-off to the Hajj pilgrims from Kishtwar to Srinagar, by flagging off the mini car carrying the pilgrims at the Islamia Faridia Education and Research Institution Kishtwar.

Saroori said having the opportunity to make Hajj, for a Muslim, is the dream of a lifetime and said whoever performs Hajj and does not commit any obscenity or transgression shall return [free from sins] as he was on the day his mother gave birth to him.” Saroori also met with other 8 Hajj Pilgrims in the ground area.

In his address Imam Jamia Masjid Kishtwar also briefed the pilgrims about the itinerary proramme of 7 pilgrims from Kishtwar to Srinagar and 2 pilgrims from Kishtwar to Jammu.

Later Saroori also reached Thathri where 06 from Thathri and 12 from Gandoh left for Srinagar via Ramban for onward pilgrimage to the holy shrine of Medina. While interacting with the pilgrims, at Kishtwar, Thathri and Batote, Saroori wished them well-being, success and smooth conduct of Haj-e-Baitullah. “He also asked them to pray to Allah for peace and progress of the state as well as safeguarding us against the vagaries of weather. The pilgrims shook hands with him and reciprocated his good wishes besides showered him with prayers.”

Saroori inspected the construction work on Ganpat bridge Doda


Work on prestigious bridge will be completed in October 2016

Reviewed functioning of Rural Development department block Bunjwah

Doda, August 25: Member of Legislative Assembly from Inderwal, Ghulam Mohammad Saroori inspected the construction work on Ganpat Bridge Doda.

While inspecting the pace of work on 263 metre Ganpat bridge over the river Chenab, Saroori enquired about the status of work from the officers. He was informed that about 100% of the span width has been constructed and entire bridge along with the roads connecting the main highway has been completed, premixing, walling and other works are under progress which is expected to be complete within a month time.

Saroori visited the construction site of Ganpat bridge and reviewed pace of work with concern officials and said that work on prestigious Ganpat bridge will be completed in October 2016. The new bridge will connect Doda town with the National Highway and also provide new link to Bhaderwah, Dessa and Ghat besides this will shorten the exiting distance between Doda and Jammu by almost 9km besides will provide the safe route to cross the Chenab.

“Construction of the bridge had started by the efforts of Ghulam Nabi Azad the then Chief Minister of Jammu and Kashmir in 2006 who got this bridge sanctioned under Rehabilitation Plan of Baglihar Hydroelectric Project keeping in view the realignment of National Highway 1-B and submergence of main National Highway at Pul Doda”, said Saroori.

Saroori also lauded the efforts of contractor Anil Kumar Sharma for completing this prestigious project which will benefits lakhs of people.

Earlier Saroori reviewed functioning of Rural Development block Bunjwah of district Kishtwar. During the meeting, the concerned officers presented a detailed review of the physical and financial achievements of the departments in the current financial year.

Saroori stressed upon the officers of Rural Development Department to utilize the finances by engaging locals especially youth under MGNREGA by creating sustainable assets. He said that for effective public deliverance and proper utilization of funds involvement of stakeholders is of pivotal importance.

He directed the officers of RDD to propose a plan to develop playfields for the local youth in the block. He stressed on the officials to coordinate with the engineers so that projects and estimates are formulated and cleared without any delay. He called for taking up the work of compound walls in schools and pending Pachayat Ghar buildings on priority.

Saroori particularly directed the officers to complete the process of estimation of all the approved works within the fixed timeline besides constant monitoring of the ongoing works for ensuring quality works on ground. He also exhorted upon the field functionaries to generate awareness about the RDD programmes especially Swachh Bharat Mission in coordination with other departments to make the people aware about sanitation and cleanliness.

Earlier, BDO and other officials of the department briefed the meeting about physical and financial achievements made under various schemes viz MGNREGA, IAY, District plan etc. BDO Bunjwah, Junior Engineers, Accountant, Secretaries, GRS were present in the meeting.

No justification for needless deaths when protesting youths were only throwing stones: Saroori

Chatroo, August 23: - Terming the current situation in Kashmir “extremely serious,” Vice President Jammu and Kashmir Congress Committee, Ghulam Mohammad Saroori said there was no justification for needless deaths when protesting youths were only throwing stones.

While meeting with general public at various places of sub-division Chatroo of district Kishtwar, Saroori said the Congress was shocked at the death of 68 youths in the firing by the Central paramilitary forces and the police. These deaths could not be condoned and “we have a deep sense of sympathy with the families who have lost their young members.”

“There can be no justification whatsoever for these needless deaths when the protesting youths were only throwing stones. There has to be an immediate end to these brutal and inhuman police firings. There has to be a strict no-firing policy to face stone-throwing crowds. Other measures are to be resorted to in such confrontations.”

Saroori said he did not share the view of the Government of India over Kashmir and “we are of the opinion that Jammu and Kashmir has to be treated as a special case and not in a conventional manner. Provisions of maximum autonomy are the only way forward to find a political solution.”

The process of dialogue should be open-ended and involve all sections of people. He urged the Centre to have a road map for talks. “I don't subscribe to the view of the Home Minister [Rajnath Singh] that protests were engineered.”

Saroori said talks with Pakistan should also be resumed and it should cover all the issues. “It is necessary to take the dialogue in J&K forward.” The State administration should provide adequate compensation to those injured in the police action and rehabilitate those who had permanent disabilities. To help restore normality, the administration should release all juveniles detained and lodged in prisons. “I appeal to people, particularly the youth, to pursue their protests through peaceful means.”

Later at Sigdi, Chatroo, Dadpeth, Mugalmaidan, Chingam areas Saroori along with District Social Welfare Officer Kishtwar, Phulail Singh review the functioning of the Social welfare department. He took review of various schemes being implemented by the department in sub-division Chatroo.

Saroori urged the officers to organize awareness camps so that the masses are awared about the various welfare schemes. He asked the officers to ensure implementation of all schemes to ameliorate the sufferings of the destitutes, orphans and senior citizens. He said Beti Bachao Beti Padhao, Aasra scheme should be implemented in letter and spirit to save the girl child.

With regard to pension to widows, old age persons and the destitute, Saroori said the monthly pension has recently been increased now the monthly pension to the beneficiaries has been increased to Rs 1000 per month.

While speaking on the occasion, District Social Welfare Officer, Phulail Singh made aware of the schemes being implemented by the Social Welfare Department for the uplift of weaker section of the society. He also made aware that students whose parental income is less than one lakh and are residing in backward area are able to get the post matric scholarship under OBC category. Besides this, same scheme is being implemented for SC and ST and to get the benefits under the schemes the people were given application forms and pamphlets of various schemes of Department of Social Welfare, like old age pension, widow pension, physically handicapped pension. He also assured the public that social welfare department will soon organize the awareness camps in far flung areas to make aware the people regarding various scholarships and other schemes run by the department.

Chaired a meeting of Tehsil Kahara officers to review developmental projects

Safety of life and property of common masses should be the first priority of the administration

Kahara, August 22: - Embarking upon plan to expand the network of common service centres in the Inderwal, Member of Legislative from Inderwal, Ghulam Mohammad Saroori inaugurated Khidmat Centre at Kahara here.

Saroori while speaking on the occasion said, 'The main aim was to achieve the objective of financial inclusion and proving doorstep banking services to the people". The outreach programme, he said, was being continued to deepen the penetration of financial inclusion and expand the coverage of financial services to all sections of society effectively, particularly to those at the bottom of the economic pyramid and for achieving inclusive growth.

He said that set up of this centre on a Franchiser-Franchisee basis, will act as Common Service Centers for delivery of Government to Customer and Business to Customer services including financial services to the people. He expressed hope that opening of this centre will service the purpose of Govt e-Governance initiative and people of the areas will certainly be benefitted.

Saroori said that Khidmat centre at Kahara will provide best service to the people of the area and will also compliance all the guidelines of the Govt e-government initiative under this Khidmat centre operated.

He also held a Public Grievance redressal camp-cum-general public meeting to listen to grievances of the people living in Kahara areas of District Doda.

The people highlighted their issues and demanded non-payment of MGNREGA wages, up gradation of schools, better medical facilities, facilities regarding Veterinary Services, drinking water and better staff position in the schools.

Saroori, while addressing the people, said that safety of life and property of common masses should be the first priority of the administration. He assured the people that the pending wages will be cleared once the Rural Development department (RDD) receives payments from union government. MLA Inderwal gave on spot instructions to the concerned officials to address these problems in a time bound manner and ensure speedy disposal of all the matters.

MLA Inderwal also chaired a meeting of Tehsil Kahara officers convened to review developmental projects. Issuing directions to the concerned departments, Saroori laid emphasis on time bound completion of projects, regular monitoring at various levels, time bound formulation and adherence to DPRs, avoiding cost overrun and last minute rush for developmental works.

Saroori further impressed upon the officers to follow timelines of developmental projects, conduct extensive touring and stressed on sharing planning and experience for replication of best practices. He asked the officers to be stationed in their offices beyond time twice a week for addressing public grievances and thereby immediate redressal.

Later Mr. Saroori distributed 66 cheques worth Rs. 10 lakhs for the construction of Indira Awaas Yojana houses under MPLAD of Honorable Leader of Opposition in Rajya Sabha (MP), Ghulam Nabi Azad.

Drabshalla/Thathri, August 19: - The rural development department organized an awareness camp regarding the national Rural Employment guarantee scheme at Drabshalla. The objective of the camp was raise awareness among the youth and general masses about the rural development department welfare schemes

Speaking on the occasion during the one day awareness camp regarding the implementation of various schemes under RDD, G. M Saroori MLA Inderwal who was also the chief guest on the occasion said people should avail this centrally sponsored scheme.

Highlighting the need for Planned and effective implementation of schemes of Rural Developmental Department in Inderwal, Saroori said that each and every functionary of the department has to be proactive in realizing the set targets.

Saroori also stressed upon the concerned to ensure that regular Gram Sabhas are organized and people’s participation in decision making is ensured. He urged the authorities of the rural development department to make a list of the deserving people so that the scheme is availed by the genuine persons.

MLA Inderwal stressed on completing the works in snow-bound areas at the earliest.

Block Development Officer Dr. Nazir Ahmed also informed people about the benefits of the scheme. Others who spoke on the occasion are Zahid Mughal, Abdul Wahid Sheikh, Waqar Hussain, Mohd Iqbal Keen, Akhtar Hussain Khurwaey and others.

Saroori also visited Thathri town and inspected the work in the area which is being constructed by department of urban development. During the inspections, on spot instructions were issued to the executing agency to carry out remaining work in the Thathri town that is construction of bus stand at Thathri, construction of drain, slab over Nallah. He impressed upon the officers to personally monitor the work of all the projects to ensure use of quality material in developmental projects and redouble efforts for completing the projects within the target time frame so that people get benefitted.

While interacting with the people at Thathri, MLA Inderwal said that he will make all the efforts to cover all the areas under the umbrella of developmental process and for this purpose he seeks full cooperation from the people of the area. He impressed upon the people to avail the benefits of the development schemes already launched in the area and stressed upon the public to monitor the works during execution to ensure quality parameters.

Saroori further informed the general public that many new projects for the Thathri areas offing and assured them that execution of the works will be executed efficiently so that benefits reach the common masses.

Make frequent field visits to the rural areas for on-the-spot assessment of the problems: Saroori to officers



PDP-BJP has put water on all the developmental process started by Congress in J&K

Nagni Bunjwah, August 14: - Reiterating resolve of the Congress to equip far-off rural pockets of the state with all required modern infrastructure, Vice President state Congress and MLA Inderwal, G. M Saroori said development initiatives was taken in Congress governments to upgrade rural infrastructure and focused attention was paid to core areas of health, road, power, water supply and education.

Saroori said the Congress was leaving no stone unturned to take the development revolution to every nook and corner of the state but the present dispensation has put water on all the developmental process which started by Congress in the state.

"Pahari, Kandi areas were given special attention but PDP-BJP has totally failed on every front and failed to do anything on ground which was needed to do.

Saroori while addressing two public meetings at Balgran and Nagni areas of Tehsil Drabshalla and Bunjwah areas said officers had to make frequent field visits to these areas for on-the-spot assessment of the problems as well as time-bound redressal of the issues," he directed. To take stock of the problems being faced by people and ensure on-the-spot redressal, Sarori along with PMGSY, RDD, R&B, PHE officials held a daylong tour of the kandi and far-flung areas.

Underlining measures taken by Congress to ensure timely delivery of services, Saroori said Congress was committed in making the administration more accountable, adding that Public Serviced Guarantee Act was a landmark initiative for the purpose. He said the time-bound delivery of public services would have gone in a long way in ensuring that the administration was made people-friendly and an accountable delivery mechanism was put in place but since BJP came as a ruling government everything developmental works any government services are going in negative way.

He said the panchayati raj bodies were empowered by the Congress and functions of over 14 departments was entrusted to them so as to involve people in planning as well as execution but the PDP-BJP who were doing the lip singing will failed to hold panchayat election in near future as well. He said that Congress opposed amendment in Jammu and Kashmir Panchayati Raj Act, saying it is a ‘retrograde decision’ by the government to negate the very basic concept of 73rd amendment of the Constitution introduced in the Act and government got a big slap when the Governor return the  controversial Panchayat Raj Amendment Bill 2016.

Saroori said that the Congress party had vehemently opposed the bill as it would weaken the authority of basic principle of democracy and basic spirit of 73 amendment of Constitution which was incorporated in State Panchayat Raj Act by NC-Congress government.

Later Saroori also inspected the construction of link road from Dunadi-Nagni which is being executed under NABARD by R&B department at a cost of Rs 5 crores. He directed the executing agency to speed up the construction work so that the road becomes operational as soon as possible. He said with the completion of the construction work, the local people of the area will be benefited with all the basic facilities at their door-step.

PDP-BJP government have faltered on their poll promises: Saroori


Congress always favoured dialogue and friendly relations with Kashmir

Kishtwar, August 12: - Vice President JKPCC and MLA Inderwal Ghulam Mohammad Saroori met with Youth Congress delegations at Kishtwar and called upon the party & youth Congress workers to approach public and expose the truth behind the anti-people policies of the PDP-BJP and NDA governments.

Reiterating the Congress policy to have harmonious relations with Kashmir state, Saroori has questioned the role of the PDP-BJP which always indulged in rhetorics on the issue for the sake of its domestic politics and accused the Modi government for following an inconsistent and zig-zag policy towards Kashmir.

Reacting to the recent situation in Kashmir, JKPCC Vice Chief Mr. Ghulam Mohammad Saroori has said that Congress always favoured dialogue and friendly relations with Kashmir and always persued a policy for engaging the Kashmir people for dialogue process but it was BJP which oftenly indulged in negative rhetorics over there initiatives by the Congress led government at the centre.

He referred to the initiatives of the Congress led governments from time to time to engage Kashmir in the process of dialogue to have better relations and resolve outstanding issues, however at times the events and the situation emerging from Kashmir overtook the peace initiatives and derailed the peace process. In this regard he referred various historic initiatives during the UPA regime under the Prime Ministership of Dr. Manmohan Singh which was a major CBM between the people of Kashmir and with the country.

Questioning BJP’s role, Saroori said that the party always indulged in rhetorics for the sake of its domestic politics which further vitiated the atmosphere for peace process and initiatives for normalizing the relations with Kashmiri people. However, the Congress is firm on its policy which always favoured better relations with Kashmir people and to engage Kashmir in the process of dialogue for maintaining peace in the region. He also said that PDP-BJP government as well as Centre has faltered on their poll promises.

Speaking on the occasion, District coordinator Youth Congress Kishtwar Firdous Mingnoo and Assembly Youth President Kishtwar Waseem Maker said Youth Congress was the oldest organisation of young leaders in the world and it was represented by all seniors of Congress in their old time. They also urged youths to make public aware of the anti-poor, anti-farmers and anti-youth policies of the J&K government which did nothing in last 2 years of its rule.

Durbeel/Kwath/Chatroo, 11 August: Member of Legislative Assembly from Inderwal, G. M Saroori conducted extensive tour of Durbeel, Hirkhaey, Hurna, Kwath, Gwarian, Chatroo areas of Kishtwar District.

Accompanied by BDO Mugalmaidan Mohsin Raza, TSO Chatroo Tariq Rasool Munshi, Naib Tehsildar Bashimbhar Lal, AEE R&B Chatroo Anil Mehra, PHE, CAPD, RDD, Revenue Officials including Suhail Ahmed Mir, Shabir Ahmed Sheikh, Raees Ahmed, Surjeet Kumar, Raj Kumar, Munshi Ram and others He inspected ongoing works and interacted with the local residents.

Calling upon people to avail maximum assistance from different schemes launched in the area, Mr. Saroori was addressing various public meetings at these places said that various initiatives have been taken to address the needs of different sections of the society and people should come forward and get themselves registered to get benefits from Beti Bachaoo Beti Padhao, State marriage assistance scheme, Aadhar card, labour card schemes. He said adequate promotion needs to be given to different schemes launched in rural development, labour, agriculture and employment sectors so that those living in rural areas are made aware of the benefits extended under various schemes.

Highlighting the importance of girl friendly welfare schemes namely State Marriage Assistance Scheme for Poor Girls (SMAS), Saroori said that the scheme is meant for those girls who are living below poverty line and may not find themselves in a position to marry due to financial constraints. The benefits of the schemes are available for the girls who have attained the age of 18 years and above and are identified poor girls in the survey list available with the concerned District Development Commissioners (DDCs) and District Social Welfare Officers (DSWOs). The eligible girl beneficiary will be entitled to get one time financial assistance of Rs. 25000 and cost of five grams of gold from the competent authority i.e. DSWOs, said MLA Inderwal.

Referring to “Beti Bachaoo Beti Padhao”, Saroori underscored the need for greater awareness among the masses about the scheme and the requirements needed to be fulfilled to avail the maximum benefits. He urged all sections of the society to undertake rigorous door to door campaign to explain the people about the danger of the female foeticide. He also made public aware about the benefits of labour card and Aadhar cards. Saroori said that all these schemes will prove immensely beneficial for the poor girls, parents, labourers and general public also who have meager source of income.

MLA Inderwal called deputations of the areas and listened the problems faced by the people of the areas which include macdamization on Hurna Durbeel road, completion of construction of road, regular supply of drinking water, clearance of MGNREGA liability, uninterrupted of power, electrification of left out areas, hassle free distribution of ration among consumers etc

Responding the demands put forth by the locals, Saroori assured them that their genuine demands would be fulfilled as soon as possible. He exhorted upon the officers to put in their sincere and dedicated efforts for early solution of genuine problems of the people of these areas and take necessary steps for immediate redressal. The MLA also assured the people that he was always available for people and they can approach him at any time.

MLA Inderwal also took stock of the overall developmental scenario of the area and directed the officials to perform their duties with punctuality, zeal and dedication without making the general public to suffer. Mr Saroori also inspected ongoing works under MGNREGA and inspected R&B Thal-Kwath road in these areas and asked the officers to speed up the works being taken under the scheme.

Kishtwar, August 10: Member Legislative Assembly Inderwal, G.M. Saroori convened a meeting to review the progress on various developmental projects of Inderwal.

District Development Commissioner, G.N. Balwan, ACR, CPO, ACD, CEO, DSWO, AD Fisheries, Chief Horticulture Officer, Chief Agriculture Officer, XEn R&B, PMGSY, PDD, PHE, CMO, Tehsildars, BDOs, DFOs, ZEOs besides officers of various line departments were present in the meeting.

Calling upon administration to work in close coordination, Saroori said ambitious projects have been launched in the Inderwal and collective efforts by all the concerned departments can yield positive results and can go a long way in addressing the grievances of the people in an effective and efficient manner. "With better synergy between different departments we can effectively deliver and implement developmental projects and ensure that public expectations are met in a time bound manner", Saroori added.

Saroori stressed upon the departments to carry out developmental works in convergence mode and to ensure that the works are taken up in consultation with the local representatives. He also directed the Health Department to ensure adequate paramedical staff in PHCs and other health centres and also keep sufficient stock of medicines in the institutions.

He directed Revenue department for early disbursement of compensation in-favour of structure holders, fruit bearing plants of beneficiaries of Chalasoo-Tatani, Nagni-Keshwan, Doori Ghan, Udeel Batwari, Bhadat Bugrana, Patnazi-Kither, Guzer-Gurinalla roads. He directed XEn PMGSY for early clearing of bottle necks on Kandani-Ohli road and joint verification of 4 newly sanctioned PMGSY roads which include Ghan-Chandali, Kuriya-Lohidar, Agarl to Lava via Gamra, Bhugrana-Kalchanda.

Saroori directed rural development department for early clearance of MGNREGA liability for the year of 2013-14, 2014-15 and 2015-16 as some funds are available with the department. He directed for rationalization of funds for early clearance of the liability and judicious use of funds besides this a details review of convergence plan, IAY, 13th FC, 14th FC, IHHL, Swachh Bharat Abhiyan scheme, Tribal plans was held and directed for ensuring a public friendly environment in the offices so that services of the department are provided to rural people in a transparent and hassle free manner besides this ensure that all the developmental schemes are executed efficiently so that benefits reach the common masses.

He also gave various directions to Fisheries, Forest, CAPD departments that are Re-Verification of ration cards which are issued wrongly like APL ration cards are being given BPL ration and BPL are being given APL. A committee was formed headed by Tehsildar in which BDO, Patwari, VLW, Chowkidar, Numberdar would be the members of the committee in each Tehsils which will verify the lists so that the benefit could reach to the deserving people, inclusion of HR workers in BPL list, submitting of proposal for sanctioning of new sale depots to higher authority, clearance of carriage charges of dealers, submitting of proposal for sanctioning more canal cluster under PMRKY for Inderwal which are left out, submitting of proposal for sanctioning under command area which Minister for Agriculture agreed during the Assembly session recently, sanctioning of timbers to poor, construction of foot bridges at Mugalmaidan, Dandwaar, Hapath Margi, providing of seeds for Sigdi fisheries unit.

Saroori directed PHE officers for early submission of indents of pipes so that where there is any problem of drinking water facility by providing pipes general public could get some sought of relief. He said department has utilized crores of rupees on Nagan Sheree, Batwari water supply schemes but there is no water in it, he directed for an enquiry on Swaran Dhadam Dhar WSS as department failed to restore the said WSS but has withdrawn crores of rupees on the said scheme.

Directions were issued to PDD to promptly address the power related problems of the people of Chingam, Passerkote, Singpora, Chatroo, Mugalmaidan, Tagood, Kuchal, Durbeel, Sigdi, Dadpeth, Kuriya, Thakrie, Keshwan, Sarthal, Drabshalla, Saroor, Bunjwah, Thathri, Phagsoo, Kahara and other adjoining areas.

Saroori directed CEO Kishtwar for early submitting of documents to PWD (R&B) department for the construction of school buildings under RAMSA, submission of Rs. 3 crores tribal plans for Anagara, Bhagra, Poora Chandali areas, detachment of all the teachers, releasing of salary during verification process to ReT teachers besides this details review of Tourism projects was held which include, Dadpeth-Chatroo project, Chatroo-Sinthan, TRC buildings Sarthal, Chingam, Chatroo and Bimalnag, repairement of high mask street lights, early submission of project for sanctioning for Pamber Chatroo, releasing of wages infavour of HR workers and early completion of Sarthal Devi ji road, handing over of PMGSY Bugrana road to R&B. He also directed the concerned officers to ensure submission of Utilization Certificates (UCs) on time for the release of funds under State and Central Government schemes.

While speaking on the occasion, DDC Kishtwar appreciated the efforts of all the departments for improving the work culture and asked the concerned officers to ensure time bound and effective deliverance of public services.

Later Mr. Saroori along with DDC Kishtwar Ghulam Nabi Balwan, ADC Kishtwar Kishori Lal, CEO Kishtwar A. H Fani and others inspected the newly constructed DC Office complex Kishtwar and took in and around office premises. Saroori also took DC Kishtwar to the Chair. The officials apprised the MLA about the ongoing works and informed that the project is almost complete but some finishing work is pending which will complete soon.

Chatroo, August 07: - Member of Legislative Assembly from Inderwal, Ghulam Mohammad Saroori inspected various prestigious projects undertaken for ensuring holistic and sustained development in Inderwal.

He was accompanied by Tehsildar Chatroo Irshad Ahmed Butt, BDO Chatroo Subuh Shad, AEE PHE Suman Kumar, AEE PMGSY Chatroo, ZEO Chatroo Jagan Nath, ZEPO Fateh Mohd, ICDS Chatroo Musharaf Hap, SHO Anayat Hussain and other officers of different departments of PHE, PDD, Irrigation, RDD, PMGSY including Saqib Qazi, Irshad Ahmed, Altaf Hussain, Fareed Ahmed Sheikh, Suhail Ahmed Mir, Mudassir Ahmed and others etc.

The MLA Inderwal inspected included the under construction model village being constructed at Singpora by the department of rural development and directed the officers to fast face the work so that it is constructed within the stipulated time frame.

Saroori also inspected the sites selected for construction of Rs. 4 crores girl hostel, Rs. 92 lakhs HS Singpora School under RAMSA and asked for its timely completion of the paper work so that construction on these project could take place at an earliest. He also inspected the pace of work on the under construction Dak Bungalow being constructed at Singpora and asked the officers to ensure that it is completed within the stipulated time besides this he has also inspected Singpora tunnel road which was constructed by JKPCC at an cost of Rs. 7 crores.

He directed the officers to ensure the completion of various developmental programmes within the stipulated time frame, so that people get benefitted from these welfare measures. He said that a comprehensive programme has been undertaken for development of the Inderwal Assembly in various sectors like R&B, PHE, Housing, Health etc.

Saroori impressed upon officers to work in a synergised manner, so that the bottle necks, if any are removed and the projects are fast paced and completed within the stipulated time frame. He also called for close monitoring of these prestigious projects, so that an effective feedback can be obtained about the status of their implementation and necessary measures, if needed, are done.

While interacting with the people at different localities said that during Congress government comprehensive programme for ensuring overall and holistic development of the state was taken. He said various programmes was taken during that Congress government which have been responsible in elevating the socio-economic profile of the people besides providing the much needed job opportunities to them.

Saroori also conducted surprise inspection of HS Singpora government school in sub-division Chatroo. During the visit, Saroori took round of the classrooms and interacted with students and teaching faculty. He directed the officials to construct a span bridge near to the school and to complete the tyle work in the school at an earliest so that students won’t face any hardship.

Earlier at Chatroo Dak Bungalow Saroori chaired meeting of Education zone Chatroo where a detailed review of civil works undertaken in different schools all across the education zone Chatroo under SSA and RMSA. During the meeting ZEO Chatroo and ZEPO Chatroo, apprised the MLA Inderwal about the functioning of the department, new activities and challenges.

Saroori also sought details of all the schools functioned in Chatroo, the sanctioned staff strength and availability of teaching and non teaching staff in all these schools. He also handed over the appointment orders to some of the seasonal teachers. In his address to the new teachers, Saroori said that they should come forward and serve the society with zeal and zest and exhorted on them to work hard and shape the future of the upcoming generation. At the same time he also said that those who compromise with their duties will also invite strict action against them.

Kuchal/Saroor, August 06: - Terming the situation in Kashmir as “shocking”, the Jammu and Kashmir Pradesh Congress Committee (JKPCC) Vice Chief Ghulam Mohammad Saroori alleged that ruling parties PDP-BJP are responsible for the prevailing mess in JK.

While addressing Public gatherings at Kuchal and Saroor areas of district Kishtwar, Saroori said that from every side guns are roaring. Innocent civilians are killed, educated youth are joining militancy. The situation in Kashmir is worrying and is becoming worse day by day.

Saroori termed the loss of precious human lives and injuries to thousands as highly condemnable and unacceptable and sought clarity from the State and Central Govt over the use of force and brutality on protestors by the forces, resulting in to four dozens of civilian causalities besides leaving thousands injured, the people here feel that forces are out to kill innocents which is the cause of growing anger among them (people) across the Kashmir valley.

“PDP-BJP has miserably failed to take any measures on the ground that was required to be taken to prevent the civilian casualties in Valley”, Saroori said and added that Army chief and intelligence agency reports that I read in newspapers say that there is unrest in Kashmiri youth. Most educated youth are joining militancy,” he said.

Congress lawmaker demanded immediate resignation from PDP-BJP government as they failed to take care of aspirations of people in the state. So that there will be normalcy in Valley by imposing the Governor Raj in J&K, saying that the present government has lost complete control over administration and people.

Earlier while addressing public meetings at Simbole, Basha, Sheikh Pura, Wani Pura, Mir Mohalla, Malik Mohalla, Hajam Mohalla, Khan Pura, Kuchal, Lass, Badhat, Bugrana, Tatani, Saroor, Kukerwas areas. Several deputations met the MLA Inderwal during his visit and apprised him about their individual and collective problems. The main demands raised by the locals included improvement of Kuchal road, mandamization of Saroor road, repairs and renovation of link roads, lanes, drains and replacing of damaged electric poles, clean drinking water facility, compensation of PMGSY roads and other day to day problem.

Many issues were solved by the Saroori on the spot by directing the concerned authorities to redress the problem immediately. Saroori also exhorted the party workers to go to the people at grassroots level and listen to their grievances and bring their problems to the notice of the agencies concerned for redressal.

Saroori convenes Public redressal camp at Kahara


PDP, BJP activists joins Congress

Kahara, August 04: - Reaching out to the people of far- flung areas of Tehsil Kahra in district Doda, PCC Vice President and MLA Inderwal, G. M Saroori on Thursday held a public grievance redressal meeting at Kahara area to stock of the people’s problems and developmental needs.

The people apprised MLA Inderwal about the problems being faced by them in their areas. The problems which were highlighted by people were mainly related to filling of vacant posts in sub-centres/ISM health sub centres, early completion of road projects, issue of new ration cards for BPL section, potable drinking water, early payment of MGNREGA job card holders, timely distribution of ration and opening of new Aganwari centres.

People also highlighted the poor condition of electricity in the area and demanded to ensure regular supply of electricity besides replacement of 25kv to 63kv transformers and improved water supply.

The MLA Inderwal was accompanied by Tehsildar Kahara Ghulam Nabi Malik, Executive Engineer PMGSY Parvez Ahmed, BDO Kahara Tahir Malik, TSO Liyaqat Ali Zargar, officials of R&B, PMGSY, RDD, PDD, Irrigation and PHE besides Sarpanches and local Congressmen.

Regarding electricity problems in the area, Saroori said that RGGVY phase II will provide electricity to every nook and corner of Tehsil Kahara besides 63kv transformers will be installed in place of 25kv. He said that the delay is due to tendering process and said that work on the RGGVY scheme will be start at an earliest. He said that Rs 20 crores have been released to clear the previous liabilities under MGNREGA and called upon the officers to ensure that timely wages are being released to the job seekers in lieu of work done in a transparent manner. He also said that strenuous efforts are being made to get all liability under the scheme liquidated very shortly.

During his tour Saroori also visited Kencha, Batogra, Chabba, Naan, Goila, Malanoo, Bhatyas, Challar, Chinyas, Gugara, Drought, Batoli, Bathri, Kund, Jakyas, Hanoo areas and has appealed people to extend full cooperation to the administration to achieve considerable results on developmental front. He said he is well aware of public issues and all possible measures and well knit mechanism is being formulated to resolve them so that development and prosperity of people is ensured. He added that provision of basic amenities including electricity, roads, healthcare and education is among his prime priorities and no stone will be left unturned in this regard. MLA Inderwal has urged the officers to help resolve public issues on priority and be prompt to redress their grievances.

Later Saroori distributed regulization orders to 20 ReT teachers of educational zone Kahara who have completed their 5 years of service as ReT at a function organized by ZEO Gandoh.

Earlier People’s Democratic Party and Bhartiya Janta Party suffered a major jolt in Thathri belt when a large number of senior political activists from PDP from Thathri in Inderwal constituency joined the party. A function was organized at Thathri to welcome them into the party fold. Welcoming the new entrants, Saroori said their joining the party would further strengthen the Congress party and said "It is high time to further spread message of the party in every village and hamlet of Jammu and Kashmir particularly erstwhile district Doda," he said and asserted that policies and programmes of the party were formulated by incorporating wishes of every section of the society.

Denying medicines to the poor patents in district hospital Kishtwar is beyond everybody thinking: Saroori

Kishtwar, August 03: In a rear of the rarest case of misusing of its official position and forcing a poor patient to purchase the drugs available in the government hospital from open market, Kishtwar police on the intervention Member of Legislative Assembly from Inderwal Ghulam Mohammad Saroori registered an FIR against the staff and officials of District Hospital Kishtwar including doctor and Paramedical staff on duty who denied the medicines to the poor patient hailing from remote Kuchal area of Inderwal constituency.

MLA Inderwal Ghulam Mohammad Saroori visited District Hospital Kishtwar to inquired about patients admitted in the Hospital. He interacted with the patient attended and assured them all help. He asked the doctors about the status of injured patient and ask the Doctors to extend best possible Medicare to the patients. He also wished for early recovery of the patients.

Saroori while leaving the Hospital premises came into contact with one Bashir Ahmed of Kuchal area of Inderwal whose wife Hajzra Begum was undergoing treatment at District Hospital Kishtwar under MRD No. 6024 under the instruction of senior doctors including a physician; who was carrying medicines in his hands.

On inquiring, Bashir Ahmed told MLA Inderwal that he purchased these medicines from market and further told him that doctors and hospital staff refuse him to provide anything to him as a result of which he left with no other option; other than to purchase these medicines from open market.

On checking the medicines purchased by the poor attendant from market, it comes to fore that the medicines were available in the hospital stock as a result of which Saroori brought the matter into the notice of senior officers and also check the stock register of the District Hospital Kishtwar, beside also meet the other patients who narrated the similar tale forcing MLA Inderwal to approach the Kishtwar police for registration of an FIR against the hospital management and the staff for betraying the poor patients as well as misusing the government property by denying its benefit to the deserving persons.

Acting on the complaint, Kishtwar police register FIR No. 146/2016 U/S 403/406 RPC against the hospital management, staff and the unknown physician who attended the patient and asked her attend to purchase the medicines on the pretext that same was not available in the hospital stock.

MLA Inderwal Ghulam Mohammad Saroori termed the event as unfortunate added that despite the fact that Health Minister Bali Baghat belongs from Kishtwar by birth, the poor patients were denied the medicines by the hospital authorities and justified his action.

Saroori said that it is the need of the hour to pull down the guilty involved in privatization of medical field by forcing the poor patients for purchasing the medicines from private shops with sole motive of earning commission from the sale of such medicines prescribed by the doctors.

He said that he is hopeful that police will investigate the case with utmost sincerity and will brought the culprits to book for the sake of justice to poor people who had fallen prey to growing doctors-paramedical sale cum commission nexuses.

Saroori said that District Health Officer who also happened to be the incharge Chief Medical Officer Kishtwar told him that 2500 glucose bottles were supplied to District Hospital Kishtwar on same day while syringes, medicates and adhesives were also available in the hospital and denying the same to the poor patents is beyond everybody thinking.

Saroori laid foundation stone of 790.65 lac IWMP Poora Chandali project

Sarthal, August 01: - Member of Legislative Assembly from Inderwal, Ghulam Mohammed Saroori laid the foundation stone of Poora-Chandali watershed scheme covering 2 panchayats of Sarthal area of Drabshala Block of Kishtwar District.

While addressing mammoth gathering after laying foundation stone, Saroori who was also the chief guest at this function said that the Project is being executed at an estimated cost of Rs 7.90 crores.

Saroori highlighted the need for having transparency and accountability so that the benefit of IWMP reaches to the real person. He expressed his concern and said that the impact of the programme has to be made visible on ground that can only improve conditions of rural poor in one of the most backward areas, through the IWMP.

He exhorted everyone to avail the programme to gain proper understanding for smooth and speedy implementation of such vital initiative of Union Ministry of Rural Development. He also urged representatives of village level institutions to work as one unit to develop models through such programmes in order to earn repute at the State, regional and national level.

In her address Project Assistant, Nowsheen explained people about the main objectives of the IWMP are to restore the ecological balance by harnessing, conserving and developing degraded natural resources such as soil, vegetative cover and water. The outcomes are prevention of soil erosion, regeneration of natural vegetation, rain water harvesting and recharging of the ground water table. This enables multi-cropping and the introduction of diverse agro-based activities, which help to provide sustainable livelihoods to the people residing in the watershed area.

Later Saroori also visited Bhagra, Angara areas and enquired about the development needs there. Interacting with the people at these places, Saroori said reaching out to the people, knowing their problems and putting all efforts to give on spot redressal is my priority”. He appealed people to work unitedly for the cause of development, adding the people of Sarthal have always followed the ethos of brotherhood, amity and tolerance. He said that power in a democratic set up lies with the people and it’s they who have to preserve the secular fabric of the state.

Referring to the development works under execution in the Sarthal areas, Saroori said that several projects under different sectors have been sanctioned and on completion of these projects the development scenario of the area will change. Saroori said Congress government during its tenure launched several people friendly schemes like MGNREGA, NRHM and PMGSY etc. And the aim was to bring a qualitative change into the lives of rural people.
