Wani,Saroori reviews status of PMGSY projects in Jammu region



Directs to complete land compensation disbursement process within one month

JAMMU, JULY 25: To expedite the process of assessing the quantum of land compensation under PMGSY and its disbursement among the owners, the Minister for Roads & Buildings and Mechanical Engineering, Mr. Abdul Majid Wani today chaired a joint meeting of PMGSY functionaries and Revenue to review the status and other related matters with regard to such roads coming up in different parts of Jammu region.

MLA, Mr. G M Saroori, besides senior functionaries of the two departments were present in the meeting.

Reviewing district-wise and project-wise status of schemes, the Minister directed for disbursing the available amount of compensation with the department within a month. He also directed for conducting joint inspection by PMGSY and Revenue officials to assess the amount of compensation scheme-wise and its early submission so that the issue of release of funds could be taken up with the centre. He warned the concerned functionaries against any laxity in this regard.

He also called for working in coordination and early settling of the issues, if any, regarding compensation to avoid hurdles in the completion of projects.

The Minister said that the Government of India launched various flagship programmes under Bharat Nirman, of which PMGSY was most prestigious programme aimed at to connect each and every village with the nearest urban centers . He said that various projects were pending due to non-payment of land compensation in the state , adding that release of Rs.710 crore by the Union Government under the programme would help in completion of these projects.

Elaborating upon the criteria under the scheme, Mr. Wani asked for preparing Detailed Project Reports of the projects to connect the habitations having a population of less than 500 souls also.
Earlier, the meeting was informed that 552 projects are taken up under the programme in Jammu region, of which joint inspection on 356 have been conducted and 100 schemes have been accorded final award.

The meeting was informed that 49 schemes have been taken up for which Rs. 30.9 crore were released and Rs. 17.66 crore were disbursed as compensation up to June, 2013 in Kishtwar district.

Similarly, for 65 schemes taken up in Doda District, Rs. 46.92 crore have been released and Rs 37.46 crore disbursed as land compensation

Likewise, Rs 41.64 crore have been released for 39 schemes taken up in Ramban District, of which Rs. 29.97 crore was disbursed as land compensation , the meeting was informed.

Among others, Deputy Commissioners of Doda and Kishtwar districts, Chief Engineer, PMGSY, Assistant Commissioners Revenue, Sub-Divisional Magistrates, Tehsildars, representatives from forest department and engineers of the department attended the meeting.

­Earthquake in Chenab Valley, centre misguided by National Conference: Saroori


Wrong statements on behalf of National Conference bereft lakhs of people of Central Assistance.

Protest will begin after EID if special package will not be given.

Jammu, July 24: - Fresh earthquake on Tuesday 23rd July 2013 in erstwhile Doda district horrified the lakhs of people and left them in chaos, instead of any hope of assistance the National Conference misguided the Center for not releasing the appropriate special package for the earth quake victims.

In a press conference given by Former Minister and Senior Congress Leader G M Saroori (MLA Inderwal) that the Congress dominated Chenab Valley is very poor and the people have lost almost all in the recent earthquakes instead of the relief the center governments rejection of the special package demand is heart rending and a huge loss for humanity.

The National Conference is wholly solly responsible for the centers rejection as it did not forward the case timely and its non seriousness snatched the much expected relief from the center.

Despite the repeated interference of Union Health Minister Ghulam Nabi Azad regarding the loss in the recent earthquakes the National Conference showed its real face by not putting the case in the right direction left lakhs of people in dismay.

Azad himself visited the earthquake affected areas and assessed the situation on ground, which he later informed and put the demand to Prime Minister of India Dr Manmohan Singh. Not only this he in a major public rally in Kishtwar informed the Prime Minister including Chairperson UPA Smt. Sonia Gandhi regarding the damage and showed the apprehension of the 70% total collapse of houses in the erstwhile Doda district in coming days because of rains, snow and continuous tremors.

National Conference government misled the center and kept them in dark via their wrong statements regarding the package and the Erstwhile Doda district became the victim of its dirty politics and because of the dominance of Congress in Erstwhile Doda district. The people have been befooled and bereft of much needed aid, because their only fault is that they are living in Congress dominated areas.

Saroori further said the ruling National Conference bosses reached after two weeks to the victims that too the couple of meeting in closed doors at Dak Bunglows. Revenue record put forward their damage report but the National Conference government misled the representatives of central government by saying that the losses are mere and need not the major assistance on the behalf of central government.

He alleged that the state government sends a detailed package of Rs 607.7 Crore to central government but due to the misled and misconceptions put forward by National Conference the poor people have to face a huge loss.

Saroori recommended the government to immediately announce a special package upto Eid otherwise the people have no other option except to come on roads to meet their genuine demands in which he (Saroori) himself will be the part of the protest and gradually the other congress leaders will join the noble cause until the poor will be given the justice.

Saroori appealed the Prime Minister of India Dr Manmohan Singh, Chairperson UPA Smt. Sonia Gandhi to sanction the package for the people of the Erstwhile Doda district besides requested the Union Health Minister Ghulam Nabi Azad to use his good offices for getting the package sanctioned.

It is pertinent to mention that continuous fresh tremors are still on and on in the whole Chenab Valley putting the lives of lakhs of people in danger and the state government is waiting for a huge loss of life and property.

Saroori dismay over non start of MGNREGA works; urge PHE department to immediately repair hand pumps in Inderwal Constituency.

Jammu, July 23: - Taking serious note of Home department Former Congress Minister and MLA Inderwal G M Saroori states that disbursement of ex gratia relief to the next of kin of Gool firing victims should not close the chapter of what happened in the brutal incident, if sincere, Chief Minister J&K Omar Abdullah and Home department must administer justice to these families by arresting the erring BSF personnel without any further delay.

He stressed that had the Omar Abdullah and home department prosecuted a single security force personnel or policeman in the past, the same would have created deterrence and prevented incidents like Gool to happen.

Saroori also expressed dismay over the "non-start" of work under MGNREGA this fiscal, saying that delayed execution of the central flagship programme mars livelihood of poor labourers and peasants.

"The inordinate delay in the launch of MGNREGA works complicates the problems of labourers and BPL populace, who derive sustenance under the programme," Saroori said in a statement here.

The demand driven MGNREGA calls for timely execution as it is essentially designed to generate employment for the poor and provide them wage security, he said.

He demanded the scheme to be free from bureaucratic wrangles which will be in the interest of the poor who have no resources to bank upon in this era of high price escalation.

Saroori has urged upon the PHE department to repair the hand pump as from the last one year hand pumps at Thathri, Drabshallah, Chatroo, Kuriya, Thakrie, Mulchitter, Sigdi, Saroor and Bunjwah are not working due to disorderness in Pumps. He said he also raised this question on the floor of the Assembly but PHE department is paying no heed to it.

He said he got after several assurances from PHE department, the situation is remained same and people are suffering in this high mercury and in the month of Ramzan they are facing lots of hardship.

Saroori cautioned department don’t force people to start slogans against PHE department as people will hold protest at large scale in Inderwal Constituency, if water supply schemes and hands pumps are not repair at an earliest.

Saroori visits GMC, enquires condition of injured in Ramban incidents.

Demanded stern punishment to the culprits

Jammu, July 21: Former Minister and MLA Inderwal G M Saroori today visited Government Medical College Hospital, Jammu and enquired about the health of those injured in firing incident in Ramban

He interacted with the patients and their attendants and assured them all necessary assistance from the Government.

Saroori asked the doctors about the status of injured patients and directed them to extend best possible Medicare to the patients. He also extended heartfelt condolences to the bereaved family of deceased and prayed for the peace of the departed souls and hoped that the effected families would be able to face the tragedy which took place on 18th of July at Sungaldan Gool in district Ramban. He also wished for early recovery of the patients.

He demanded stern punishment to the culprits and appealed to the people to maintain peace and communal harmony at this critical hour.

Saroori said that an impartial inquiry should be conducted to know the facts related to the incident and bringing the culprits to justice.

Saroori condemn killing of protestors in Ramban.

Demanded action against the killing of innocent civilians in Gool; appeal to maintain peace

Srinagar, July 19: - Senior Congress Leader and MLA Inderwal G M Saroori have strongly condemned the unfortunate incident over the desecration of Holy Quran at Sungaldan Ramban and the use of force against peacefully protesting people.

Expressing solidarity with the bereaved families and condoling the death of their loved ones, Saroori said Congress party is shocked by yesterday’s incidents as the loss suffered by the victims is irreparable. I appeal to the people to maintain peace.

Saroori cautioned the people that some vested interests would like to exploit the situation and what has happened yesterday particularly in the holy month of Ramadan is most unfortunate and unforgiveable. Such incident is highly unacceptable to shoot at unarmed protesters just because they were reportedly protesting manhandling of an Imam of their area.

He demanding action against the personnel involved in the sacrilege and killing of innocent civilians in Gool demanded an impartial probe into the killings and said any excessive use of force should be dealt strictly.

Saroori has also condemned the attack on Dr Jalaluddin, Former Director SKIMS by unknown gunmen in which two of his body guards were killed

Chatroo-Singhpora tunnel will give job opportunities to the local unemployed youths of the Kishtwar District: CE Beacon Sharma

Tunnel is of prime importance both from defence purpose as well as from road connective purpose

Srinagar, July 11: - Former R&B Minister and MLA Inderwal Ghulam Mohammad Saroori, today met Chief Engineer, BEACON, Brig R K Sharma, to discuss issues pertaining to immediate repair of Kishtwar- Sinthan highway.

Saroori asked the Chief Engineer to immediately take up repair and patchwork required at several places along the Highway. He also asked BEACON to regularly maintain the road and remove potholes on an urgent basis beside promise made by CO 118 RCC GREF Kishtwar to 1100 laborers of Kishtwar who were working on Kishtwar-Sinthan road that at least 15 days job in a month.

He also asked Sharma to immediate surfacing and pre-mixing of Kandni-Kishtwar road and remaining 18 KM long stretch of Kihstwar-Sinthan roads that connects Islamabad (Anantnag) district with Kishtwar

Saroori asked the status of Chatroo-Singhpora Vailoo tunnel which will connect Kashmir Valley with district Kishtwar and bring in circular connectivity between Kashmir and Jammu divisions beside he stressed for construction of Passenger shed at Sinthan Maidan.

Chief Engineer BEACON informed Saroori that Chatroo-Singhpora-Viloo tunnel is of prime importance both from defence purpose as well as from road connective purpose.

Sharma said Hon’ble Prime Minister of India Dr Manmohan Singh has sanctioned 10no tunnels in the country which include Chatroo-Singhpora-Vailoo tunnel and which finds mention in the President address in the parliament this year.

He apprised Saroori that he is in direct contact with Ministry of Transport and that the project of construction of Singhpora-Viloo tunnel is in advance stage. He said that the organization has already taken up the matter with defense ministry government of India for providing funds for preparation of final DPR of the said tunnel. He said that as soon as the organization will receive funds for preparation of DPR, the organization will invite the tenders for the same from reputed companies. He said that he is hopeful that all the formalities will be cleared by the end December 2013.

He said that the construction of this tunnel will not only provide alternative road connectivity to valley, but will also give job opportunities to the local unemployed youths of the Kishtwar District.

Sharma also said that earlier we have shortage of funds that’s why we disengaged 1100 laborers now Centre government had sanction funds for Kishtwar-Sinthan road and informed Saroori that Laborer had started working on the road and they will get money of 15 days job in a month.

He informed that GREF officials had engaged laborers for speed up the execution of construction work on Kishtwar-Sinthan road stretch connecting Kishtwar district with valley.

Electricity to left over villages of Chatroo by year-end: Saroori

Kishtwar, July 02: - Appealing people to work for unity and integrity of the state Member of Legislative Assembly (MLA) Inderwal, G M Saroori said that the success lies in the unity in diversity and all of us should strengthen the hands of centre government as well state in proper implementation of developmental and welfare schemes so that the benefit of these schemes reaches down below to the masses living at grass -route level.


Saroori has said that electricity to leftover villages of far-flung and remote areas of Chatroo area of district Kishtwar will be provided by the end of this year under Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) phase 2nd. He said this while speaking at a public meeting during his whirlwind tour of Chatroo area.

Saroori directed R&B Department to fast-track work on all bridges, roads and buildings so that they are completed well in time


While appreciating the efforts of the MLA Saroori, the people presented various demands which included opening of blacktop on Kurya - Dadpeth road, completion of Kurya Bridge and healthcare facilities and upgrading school.


The people of Dadpeth complained about lack of staff in schools and dispensaries as well as that of medicines in the region Saroori assured that he will look into the demands of the people and take immediate action so that instant relief is brought to the people
