Jammu, March 24: - Member of Legislative Assembly (MLA) from Inderwal, G. M. Saroori took part in general budget discussion for the year 205-16 and appreciated some of the good initiatives in the budget proposal.

On assistance to Kissan Credit Card holders, Saroori said if the intention of the government is to help farmers, the relaxation of one lakhs needs to be enhanced minimum upto Rs. 4 lakh, if government won’t relax the conditions imposed or wont enhance than not a single percent will be waived off.

Warning against outsourcing of Lakhanpur Toll Plaza, Saroori said Government should keep Article 370 in view while outsourcing the Toll Plaza.

Saroori appreciated the proposed incentives of Rs 150 crores under Horticulture sector but he suggested for subsidy on Agriculture implements as well. On high density plants he said that that these plants were started few years ago but how the production will be enhanced by this Government is a big question?.

He said many welfare measures for the empowerment of the women folk, promoting girl child and introducing of AASRA scheme is good step, which would go a long way in improving the conditions of women.

Saroori said everyone in the state wants to know what steps the Government is going to take to implement its policies. He said till situation will not improve on ground the State has to go with a begging bowl to Centre.

He said smart cities you have talked in the budget but what about the rural people. He suggested that the government should give preferences to all district headquarters areas 1st so that people from rural areas won’t migrate to urban areas.

While finding faults with the budget, Saroori said 1500 houses have been damaged during rains and floods and there is no mention about the same in the budget. He demanded compensation should be given both for lives lost as well as the houses damaged.

“There is also no mention of five medical colleges sanctioned by UPA Government for the State in which Government of India will provide financial assistant for infrastructure to these sanctioned colleges”, Saroori questioned that there is no mention in the Budget about land compensation which the state government has to provide.

Saroori said that the Rangarajan Committee and the Round Table Committee Reports recommendations should be implemented for moving towards making J&K self-reliant in the power sector and sought speedy completion of under-construction power projects in Chenab Valley.

He also demanded increasing the allocation of funds under BAD Pocket Scheme from 50 crores to 100 crores for the development of backward regions of the State beside inclusion of all backward areas under BP Scheme.

Saroori said there is no mention about four lanes from Batote to Kishwar which include construction of two vital tunnels Sudmahadev to Marmat Doda and Singpora to Valioo tunnel which will reduce the distance and will connect Doda & Kishtwar districts with Kashmir valley.

He said there is no provision for enhancing honorarium of Sarpanches, Panches, Anganwari workers, AASHA workers, Numbardars in the budget. Moreover there is no scheme for animal husbandry and health sector besides no mention about implementation about food security act which will cover entire population.

Saroori said government has included Pampore of Kashmir as saffron village but forgets to include Kishtwar as saffron village. He urged for declaring Kishtwar as Saffron village to promote the local Saffron. He has also demanded global tendering of Padder Sapphire Mines and advocated for setting up of fast track system for exploring of these Sapphire mines that hold key to give boost to state economy.

He has also demanded increase in labour wages from Rs 150 to 250 besides demanded to regularize all the daily wagers, casual labours, Adhoc, SPO’s who have completed seven years of service and date for exception of tool tax for flood relief be increased which ends on 28th February 2015. He has also urge government that Rs one lakh be given as ex-gratia relief to accident victims and one government employment if two members of the same family died due to accident.

Saroori further suggested for enhancement of funds under Constituency Development Fund (CDF) from Rs.1.50 Cr to 3.00 Cr and ration to be given to the masses in accordance with the population figures of 2011 besides issuing of Ration card of 2011 census in a time frame manner.

He has also urged government to sanction two more Tourism development authorities one for Inderwal Chatroo and another one for Bhalessa Doda.

4000 kanals Waqf land under illegal occupation in J&K

Demanded mass awareness of the employment schemes among Youths

Jammu, March 23: - 4000 kanals of Wakf land is under illegal occupation of various institutions and departments of Jammu and Kashmir government besides substantial chunk of around 2500 kanals being held by Security Forces.

This issue was raised by Member of Legislative Assembly (MLA) Inderwal, G. M. Saroori on the floor of the Assembly.

“Government employees should be assigned the task of administrators not some civilians who had been appointed as administrators. There is no way to make them accountable for what has happened in the department. Government should discontinue with the practice,” Saroori said and added that Government employees should be appointed as administrators so that they remain accountable and could be taken to task if they are found negligent in taking care of the Wakf properties.

Saroori said that Government should ensure land is restored to the Waqf department to which it belongs. He further demanded that the administrators appointed by the government should be directed to provide the details after updating the record pertaining to the Waqf land/properties under the illegal occupation of state/central government institutions/ departments/ private persons/ Politicians be got vacated or regularized for usage or ask them to pay the rent as per the notification issued by the Home department from time to time as per the relevant market rates.

Later Minister for Haj and Auqaf, Abdul Rehman Veeri assured Saroori that he would see where Wakf land has been encroached in Jammu and Kashmir and ensure that all measures are taken to either retrieve the land or get adequate rent for the occupied land or atleast get the land regularised with the department.

During Zero hour in LA, Saroori demanded immediate steps for restoration of damaged infrastructure, electricity due to rains in erstwhile Doda district and land compensation for construction of Tourism Projects already sanctioned by the Centre at various tourism spots in Kishtwar and Doda districts.

Saroori has also demanded that Government should take necessary steps for mass awareness of the employment schemes including J&K Self Employment Scheme, Sher-i-Kashmir Employment, Udaan programme beside various Welfare Programme for youth especially in far-off and rural areas so that maximum number of youth could benefit by these schemes.

Landslides in Kishtwar, 115 families shifted to safer places

Jammu, March 21: - Member of Legislative (MLA) Inderwal, G. M. Saroori said that at least 115 families in Sarthal area of Kishtwar District have been shifted to safer places in last two days due to continuous triggering of landslides in Angara Panchayat of the District due to continuous rain and snow.

Many houses were also damaged and electricity in entire Kishtwar District remained snapped for sixth consecutive day today forcing people to live under darkness after two towers of 132 KV transmission line supplying electricity to Kishtwar got damaged at Pul Doda. Saroori also raised the issue in Legislative Assembly.

He said that landslides in many places like Bhallessa, Doda, Thathri has damaged over 1500 houses, while the fruit growers have also faced trouble as their plants were destroyed in the heaving rains. He said that over 100 families were evicted from their houses in Angara village of Sarthal and shifted to safer places, added that in Kuntwara area of Inderwal around 16 families have shifted to safer places.

Saroori said that administration and the government should immediately take steps for providing them any kind of help. He said that Kishtwar District have been badly affected with the shortage of essential commodities due to continuous road blockade, added that bridle path links between various villages in remote areas like Chatroo, Khara, Bunjwah, Sarthal, Thathri and other areas has also been damaged, thus causes lot of inconvenience to the people.

He said that there is need to carry out the detail survey of losses to the public property in entire Chenab valley and demanded compensation for the poor people who suffered losses due to weather furry.

On the floor of the Assembly Saroori demanded the enhancement of BAD Pocket Funds besides inclusion of all backward areas under BP Scheme. He also said that government should take necessary measures to functionalise all newly created administrative units in the state.

During the question hour, Saroori also stood up and expressed concern saying that government should implement norms like Andhra Pradesh, Haryana, Banglore and other states where the health institutions have been opened within the limit of 7 kms. He also raised issue of under-staff hospitals and health centres. In his response, the health minister assured the House that government would ‘rationalize’ the system in the health department.

During his speech on Governor’ Address, he said the Address has not mentioned about Rs 44,000 crore relief and rehabilitation package submitted by the previous Government to the Union Government despite the fact that flood hit people are still suffering a lot. “Mere few thousand crores of rupees are not sufficient to provide succor to huge population affected due to devastating floods but the new dispensation has buried the special package”, he regretted.

He suggested the Government to vigorously chase the package with the Union Government. He demanded that special focus should be laid on upcoming power projects and efforts should be made on war footing to resolve the crisis that has gripped Pakal Dul project.

On Bharatiya Janta Party (BJP) leader Subramanian Swamy’s statement, Saroori condemned the controversial statement of the rightwing that Masjids were mere buildings that could be demolished and demanded punishment for Swamy.

He stood up from his seat in the Assembly and asked the Pro-tem Speaker, that the House should pass a resolution against the BJP leader and demand punishment for him. Following his statement, an FIR was lodged against Swamy but he was not arrested.

Saroori, who was supported by other members of the opposition including Congress, NC, CPI (M) and Peoples Democratic Front, responded saying that the irresponsible statements against the religious palaces of any community, Muslims, Hindus, Christians or Sikhs, were a matter of serious concern not something on which the time of the legislators would get wasted.

He urged the House to unanimously condemn Swamy’s communal utterances and said that with these statements, BJP was not only playing with the sentiments of the Muslim Ummah but the emotions of the entire humanity.

Kishtwar student died due to electric current; Saroori express deep grief

Kishtwar, March 08: - An Indian Air Force (IAF) helicopter airlifted a critical patient from remote Bani Thrankhle, which is presently disconnected from rest of the country due to heavy snow fall and landslide at Dunadi area. 

As per the details, the army chopper brought a pregnant lady identified as Shameema Begum (24) Wife of Manzoor Ahmed resident of Bani Thrankhle of Tehsil Khara district Doda to Government Medical College and Hospital (GMC&H) Jammu along with an attendant where doctors operated on her and saved the lady life but the baby girl died during delivery.

Doctor at sub-centre Thrankhle had advised the family members of the lady to immediately shift her to District Hospital Doda or to GMC Jammu in wake of non availability of specialist doctor as well as advanced facilities at Sub-Centre Thrankhle. However, due to closing of road at Dunadi shifting of the lady to Doda hospital was not possible by road.

The family members approached the local Member of Legislative Assembly (MLA) Inderwal, Mr. G. M. Saroori who immediately took the matter with Divisional Commissioner Jammu, Mr. Shantmanu for evacuation of the lady from Malanoo air strip to GMC Jammu. He also wished for early recovery of the Shameema Beguma.

In another incident a 10th standard student Vikram Singh son of Ranjeet Singh resident of Gonmarh Loie Dhar died due to electric current at his rented room in Kishtwar few days back. He has also condoled the death of Molvi Ahamdullah resident of Nali Bunjwah. He was the brother of Haji Amin Sheikh and uncle of Sarpanch from Nali Khalid Hussain Sheikh.

MLA Inderwal, Ghulam Mohammad Saroori has expressed profound sorrow and deep grief over the demises of Molvi Ahamdullah and Vikram Singh. He has expressed his solidarity and has conveyed his heartfelt condolence to the bereaved families and prayed to the Almighty Allah for blessing peace to the departed souls. He also prayed to Almighty Allah to give strength to the family members of the deceased to bear irreparable loss.

Restore electricity in Kishtwar & Doda: Saroori directed PDD authorities 

Kishtwar, March 13: - Member of Legislative Assembly (MLA) Inderwal, Mr. G. M. Saroori today visited the Kuriya area of district Kishtwar where the house of Mohammad Ramzan was gutted in a devastating fire incident.

MLA Inderwal expressed solidarity with fire sufferers. He interacted with the fire victim and assured him all possible support. He also directed the officers of Revenue department to prepare a comprehensive report about the extent of damage so that adequate compensation could be provided to the family.

Many deputationist from far-flung areas including Bunjwah, Saroor, Sarthal, Chatroo, Mugalmaidan, Chingam, Thakrie, Thathri, Kahara, Bhatyas, Bhalessa, Kishtwar and other areas also met with Mr. Saroori at his residence Kishtwar and put forth various issues pertaining to electricity, non-availability of basic facilities like Ration, drinking water, proper health care facilities, shortage of teaching staff in local schools, MGNREGA payment, SSA salaries, clearance of snow from roads and other day to day concerns.

Mr. Saroori patiently heard them and assured that their genuine demands would be taken up with the concerned authorities and would be addressed in shortest possible time.

He has also directed the PDD authorities in twin districts of Kishtwar and Doda to remain sensitive towards the grievances of people and make efforts to restore the electricity in a shortest possible time in the areas.

Saroori further said that his main aim is to provide better basic facilities to the people, particularly living in rural areas. He said road connectivity, potable drinking water, hassle free supply of Ration, health and education facilities would be improved further in these areas on priority.

Later Ghulam Mohammad Saroori also visited the residence of Mr. Gagroo’s, Sheikh’s, Naik’s, Sirwal’s, families at Kishtwar to personally condole the demises of their relatives who passed away in recent time. Mr. Saroori stayed with the bereaved families and expressed his sympathy and solidarity with them, offered fatiyah, consoled the family members and prayed to the Almighty Allah for eternal peace to the departed souls beside a place for them in heaven.

He also prayed to Almighty Allah to give strength to the family members of the deceased to bear irreparable loss.

Chatroo/Mugalmaidan/Khara, March 14: - Member of Legislative Assembly (MLA) Inderwal, Mr. G. M. Saroori today held a public grievance redressal camp at Mugalmaidan, Chatroo and Khara areas of district Kishtwar and Doda.

SDM Chatroo, SDM Thathri, Tehsildar Chatroo, Mugalmaidan, Kahara, Executive Engineer R&B, PMGSY, TSO’s, BDO’s all the other sectoral officers, a large number of people of adjoining villages including Panchs, Sarpanchs, local Congress leaders and Youth Congress members participated in the meeting and apprised the MLA of various problems being faced by them.

Saroori while listening to the problems of people of Chatroo, Mugalmaidan, Khara, Bathri areas sought detailed clarifications and action plan from the concerned officers to mitigate the grievances of the people. He asked them to take immediate steps to meet out their demands. He exhorted on better coordination between people and administration for the progress of these remote areas.

Saroori further said for the upliftment of educationally backward Schedule Tribe (ST) community the Tribal Affairs ministry has accorded sanction for the construction of 100 seated co-education tribal school at Chatroo in Inderwal constituency of Kishtwar district.

“Director Tribal Affairs J&K has asked DC Kishtwar to identify 10 kanals of land for the construction of the school at Inderwal, The project aims to provide education to the remote/far flung ST students, order of director Tribal Affairs, J&K”, Saroori informed the general public and said that he has already taken the matter with DC Kishtwar to identify about 10 kanals of land for construction of the sanctioned Tribal School and get the Detail Project Report prepared through PWD for early execution of the project.

Saroori said this school will be constructed at an estimated cost of more than Rs 3 crores while one crore has already been released for the sanctioned school. Free boarding and lodging facility will be provided to the students along with free education.

He said that he will also meet DC Kishtwar in the coming days for early finalizing and identification of land so that the project could be finished at the earliest.

People of sub-division Chatroo and Tehsil Kahara highlighted the problems related to clearance of landslides on various roads, permanent settlement to Dunadi landslides, drinking water, non-payment of MGNREGA wages, replacement of Transformer, electricity, staff for PHC,s and Sub-Centres in the areas and day to day problems and have expressed their thanks to the MLA Inderwal, Ghulam Mohammad Saroori and Union Tribal Ministry for sanctioning the tribal school for Chatroo and said it was a long pending demand of the ST community residing in this remote part of the country.

They said that establishment of Tribal School will help to boost the education skills of the backward ST community living in the area.

Later Saroori also met with affected families of windstorms, heavy rainfall in Chatroo and Khara areas and have directed SDM Chatroo SDM Thathri to assess the losses including damage to residential houses and agriculture crops in the area and give compensation to the affected families.

Kishtwar, March 15: - Concerned over the erratic power supply and scarcity of essential commodities in the Erstwhile Doda district, Member of Legislative (MLA) Inderwal, Mr. G. Saroori today asked the Government to take immediate measures for improving the power scenario and ensuring availability of daily needs.

Saroori has said that the unscheduled power cuts have pushed people to wall. He said that in the freezing temperature the people have been deprived of ration, sugar, kerosene oil and LPG. He said the unscheduled power supply has added into their problems.

“Despite a huge hydroelectric potential, the State has been energy deficit for long and now when the cap on LPG cylinders has aggravated the situation, Saroori said this while meeting with various deputation from Chatroo, Chingam, Mugalmaidan, Sigdi, Keshwan, Thakrie, Sarthal, Saroor, Drabshalla, Thathri, Phigsoo, Khara, Bhatyas, Bathri, Jakyas and Bunjwah and added that authorities should take immediate steps to overcome about the problems faced by the common people.

Saroori has also conveyed an officers meeting from Inderwal constituency here at Kishtwar today and reviewed the post snowfall scenario in the area besides received brief about the restoration of essential supplies and services in the district.

Officers apprised the MLA Inderwal about the measures taken in restoration of utilities, supplies and services in the snow bound and hilly areas.

Mr. Saroori directed the officers to redouble their efforts and take restoration work of supplies and services on war footing basis so that relief is provided to the people living in snow bound and hilly areas of the region. He said that monitoring of restoration work should be made on daily basis and any sort of carelessness / low performance will not be tolerated.

Saroori also directed CA&PD Department including all the TSO’s to ensure dumping of adequate quantity of ration in Chatroo, Thakrie, Drabshallah, Thathri, Khara and other snowbound areas.

He said that he (Saroori) is fully aware about the problems being faced by the people living in the areas and efforts on war footing basis are being made to provide all the basic amenities to the people in such extreme weather conditions.
