G M Saroori new chairman of Committee on Public Undertakings



Speaker constitutes House Committees

SRINAGAR, MAY 31: - Speaker, Jammu and Kashmir Legislative Assembly Mubarak Gul constituted three Financial Committees of the House which include Committes on Public Accounts, Estimates and on Public Undertakings. The members of these Committees would serve till the completion of the term of 11th Legislative Assembly.

The Committee on Public Accounts would be headed by Abdul Haq Khan, while as Choudhary Mohammad Aslam, Prof. Chaman Lal Gupta, Mir Javaid Ahmed Dar, Rachpaul Singh, Rafi Ahmed Mir, Jagdish Raj Spolia, Smt. Bimla Luthra, Ashok Kumar, Peerzada Mansoor Hussain and Mohammad Irfan Shah would be its members.

Mr G M Saroori would be the chairman of Committee on Public Undertakings with Dr. Mustaffa Kamal, Harsh Dev Singh, A.R. Veeri, Tsetan Namgyal, Mohammad Yaseen Shah, Nizzam-ud-Din Bhat, Aijaz Ahmad Jan, Krishan Chander Bhagat, Prof Gharu Ram Bhagat and Charanjit Singh its members.

The Committee on Estimates would be headed by Surjit Singh Slathia with members Hakeem Mohammad Yaseen, Abdul Gaffar Sofi, M.Y Tarigami, Nasir Aslam Wani, Shabir Ahmad Khan, Syed Basharat Ahmed Bukhari, Mohammad Ashraf Ganie, Baldev Raj Sharma, Er. Abdul Rashid and Smt. Indu Pawar.

In exercise of the powers conferred by Rule 341 of the Rules of Procedure and Conduct of Business in the Jammu and Kashmir Legislative Assembly, Speaker Mr, Mubarak Gul nominated the members of the Legislative Assembly to serve on the Committee on Petitions till the completion of the term of 11th Legislative Assembly.

These include Ashok Khajuria as Chairman and Mohammad Sharief Niaz, Aga Syed Rahullah Mehdi, Yashpaul Kundal, Syed Bashir Ahmed, Peer Afaq Ahmed, Mushtaq Ahmed Shah, Charanjit Singh and Durga Dass.

Gul also nominated Abdul Gani Malik as Chairman on the Committee on Privileges with Javid Ahmad Dar, Nasir Aslam Wani, Shabir Ahmed Khan, Rafi Ahmed Mir, Ashwani Kumar Sharma, Peer Afaq Ahmed, Dr. Shafi Ahmed Wani and Smt Indu Pawar as members.

Similarly, The Speaker also constituted committee on Subordinate Legislation by nominating Mohammad Sharief Niaz as Chairman with Abdul Gaffar Sofi, Rafi Ahmed Mir, Aijaz Ahmed Jan, Mohammad Irfan Shah, Baldev Raj Sharma, Sukhanandan Kumar, Er. Sheikh Abdul Rashid and Smt. Indu Pawar as its members.

The speaker nominated Peer Afaq Ahmed as Chairman on the Committee on Government Assurances with A.R. Veeri, Tsetan Namgyal, Yashpaul Kundal, Javid Mustaffa Mir, Rachpaul Singh, Smt. Bimla Luthra, Mr Ashok Kumar and Mr Sham Lal Choudhary as members.

The speaker also nominated the members of the Legislative Assembly to serve on the Rules Committee of which he shall be the Ex-officio Chairman till the completion of the term of 11thLegislative Assembly. These include Ch Mohammad Aslam, Hakeem Mohammad Yaseen, Harsh Dev Singh, Sardar Rafiq Hussain Khan, Syed Bashir Ahmed, Shabir Ahmed Khan, Rachpaul Singh and Jagdish Raj Spolia.

The speaker nominated the members of the Legislative Assembly to serve on the House Committees not mentioned in the Rules of Procedure in the Jammu and Kashmir Legislative Assembly of which he shall be the Ex- officio Chairman till the completion of the term of 11thLegislative Assembly. The members for the Committee are Prof Chaman Lal Gupta, G.M. Saroori, M.Y Tarigami, Abdul Gani Malik, Mohammad Khalil Band, Mohammad Yaseen Shah, Peerzada Mansoor Hussain, Charanjit Singh, Durga Dass and Krishan Chander.

Gul also nominated the members under “Library Committee (Rules relating to the Committee not mentioned in the Rules of Procedure)”, for which he shall be the Ex- officio Chairman. The members are Ch Mohammad Aslam, Hakeem Mohammad Yaseen, Surjit Singh Slathia, G.M. Saroori, Mohammad Yaseen Shah, Ashok Kumar Khajuria, Zahoor Ahmed Mir, Nizzam-ud-Din Bhat, Prof Gharu Ram Bhagat and Abdul Haq Khan.

The Speaker also nominated Mohd Sartaj Madni, Abdul Haq Khan, G.M. Saroori, Surjit Singh Slathia, Dr. Mustaffa Kamal, Sardar Rafiq Hussain Khan, Ashok Kumar, Sham Lal Choudhary, Mohd. Ashraf Ganie and Abdul Razak Wagay as members for General Purposes Committee.

The Committee on Ethics would be headed by Choudhar Zulfkar Ali with Surjit Singh Slathia, Abdul Gani Malik, Javaid Mustafa Mir, Mohammad Khalil Band, Balwant Singh Mankotia, Zahoor Ahmed Mir, Syed Basharat Ahmed Bukhari, Krishan Chander, Bharat Bhushan, Sukhanandan Kumar and Lal Chand members.

The Speaker constituted Committee on Environment. Aga Syed Ruhullah Mehdi would be the Chairman of the Committee while as, Dr. Mustaffa Kamal, Nasir Aslam Wani, Javaid ahmed Dar, Ashwani Sharma, Mohammad Ashraf Ganai, Mushtaq Ahmed Shah, Choudhary Zulfkar Ali, Prof. Gharu Ram Bhagat, Bharat Bhushan, Dr. Shafi Ahmed Wani, Balwant Singh Mankotia, Lal Chand, Baldev Raj Sharma and Abdul Razak Wagay its members.

The speaker constituted a Committee to look into the alleged discrimination in sanctioning/opening of Health Institutions in the State. Dr. Mustafa Kamal would be the Chairman of the Committee with Tsetan Namgyal, Nasir Aslam Wani, Javaid Ahmed Dar, Rafi Ahmed Mir, Nizzam-ud-Din Bhat, Ashok Kumar, Bharat Bhushan and Sheikh Abdul Rashid as members. The Committee has also been directed to submit its report within a period of three months.

The Speaker also issued notification and nominated Ministers and Members of the house to serve on the Joint Select Committee on “The Kashmiri Hindu Shrines and Religious Place (management and Regulation) Bill, 2009 (L.A. Bill No. 11 of 2009)” with the direction to submit its report to the house during the next session of the Assembly.

Minister for Law, Justice and Parliamentary Affairs Mir Saifullah would be the Chairman of the Joiny Select Committee while as Surjit Singh Slathia, M.Y. Tarigami, Mohammad Sharief Niaz, A.R. Veeri, Yashpaul Kundal, Rachpaul Singh, Prof. Gharu Ram Bhagat, Charanjit Singh and Smt. Indu Pawar as members.

Education must for all round development: Tara Chand

Srinagar, 29 May: - Stressing on streamlining of education department for better functioning, Deputy Chief Minister Tara Chand said the government is committed to take performance of the department to new heights by adequately addressing the genuine demands of its work force and necessary initiatives have already been taken to address the issues pertaining to employees.

He said motivated workforce goes a long way in performing duties and all the stakeholders and functionaries in the department have to work together in delivering quality education to the students.

This was stated by DY CM when Senior Congress Leader and MLA Inderwal, Ghulam Mohammad Saroori today called upon him (Deputy Chief Minister Tara Chand who is holding Education Ministry) and presented various demands of the Teacher association.

Among prominent Director School Education, Jammu and other senior officers of the department were present on the occasion.

The various demands put forth by the Saroori including filling of vacant post in Inderwal constituency, suitable adjustment of masters who served in remote areas for three years near their homes, regularisation of EVs as regular teachers after completion five plus two years of service and framing of transfer policy for ReT teachers, filling up of vacant posts, release of salary grants under SSA, timely release of salary grants, Inter district transfer etc.

Tara Chand gave a patient hearing to the association and assured that genuine demands would be addressed on priority beside said that education department has achieved progress in all the para-meters through fair and successful implementation of different flagship programmes like SSA and RMSA. He said while the literacy rate has risen to all times high, the state has witnessed significant decline in school dropout rate across the state. “The Minister assured Saroori that the issues concerning employees would be addressed soon,” he added.

Teaching fraternity should come up to the expectations of the people: Saroori

Teacher’s deputation calls on Saroori in Srinagar

Srinagar, May 28: - Senior Congress Leader and MLA Inderwal, Ghulam Mohammad Saroori today urged upon teaching fraternity to come up to the expectations of the people by utilizing their experience, skills and qualification for the welfare of society.

Saroori said that teaching is a noble profession and teachers are the nation builders so they should deliver their best with dedication and devotion and come up to the expectations of the society.

This was stated by Saroori while responding to the demands put forth by the various deputations of Teachers forum, RET’z forum and other representatives who called upon the MLA Inderwal G. M. Saroori at Srinagar here today. Problems pertaining to school deduction department were discussed in the meeting.

The points discussed include, suitable adjustment of masters who served in remote areas for three years near their homes, regularisation of EVs as regular teachers after completion five plus two years of service and framing of transfer policy for ReT teachers, filling up of vacant posts, release of salary grants under SSA, timely release of salary grants, Inter district transfer etc.

Saroori gave a patient hearing to the deputation and assured full cooperation to the teaching community beside said that their demands shall be looked into on priority. He assured that he (Saroori) will discuss all the problems facing by Teacher community with Deputy Chief Minister Tara Chand who is also holding the Education Ministry.

While hailing the efforts and steps taken by Saroori in helping Teacher forum they said that Saroori has actually taken steps on ground rather than hallow promises.

Saroori met with CA&PD Minister; demanded enactment of Food security in the state



Ramzan directed Director CA&PD Jammu to monitor distribution mechanism in hilly areas.

Srinagar, 23 May: - Senior Congress leader and MLA Inderwal, Ghulam Mohammad Saroori today meet with Minister CA&PD Chowdhary Ramzan, here in summer capital Srinagar and complained that the government- run ration shop has remained defunct and informed that people from various parts of Chatroo, Chingam, Durbeel, Sigdi, Kuchal, Drabshallah, Bunjwah, Saroor, Sarthal, Keshwan, Thakrie, Thathri, Phigsoo, Khara, Bhatyas, Jakyas and other parts are facing acute shortage of ration.

Prominent among those Directors of CA&PD Jammu G. S. Chib oher senior officers were also present in the meeting.

He informed Minister CA&PD that he (Saroori) met with many deputations at his residence Jammu and Kashmir and all are alleging that the department of consumer affairs and public distribution (CAPD) has still not distributed ration for the month of April and May in many areas of Inderwal constituency.

Saroori said ration is not being distributed fairly as per the requirement and there has been scarcity of the food grains in the remote and mountainous belts of Erstwhile Doda district. 

He demanded early distribution of 35 kgs of ration per family. He also demanded enactment of the Food Security Act in the state to provide ration to the consumers at par with the rest of the country beside demanded to increase the tenure of ration card from 2 to 5 years from current year.

Minister for CAPD gave patient hearing to the demands and asked the CA&PD Director Jammu G. S. Chib to effectively monitor the distribution mechanism in the hilly areas and ensure that due quota of ration reaches to the people in time. He asked Director CAPD Jammu to coordinate and ensure availability of monthly quota.

Ramzan called for stern action against those dealers who violate the prescribed norms and also directed officers to conduct regular market checks to monitor rates and quality of essential commodities besides keeping a check on black marketing and profiteering.

Azad got highest lead from Inderwal constituency

Jammu, 20 May: - Senior Congress Leader and MLA Inderwal, Ghulam Mohammad Saroori today in a special message conveyed thanks to the people of Erstwhile Doda district especially Inderwal constituency by casting vote in favour of Ghulam Nabi Azad irrespective of caste, color, creed etc.

“He said that party should regain trust and faith of people by involving more and more people. "We need to introspect deeply regarding the factors responsible for losing the trust of people", “Yes, there are lessons to learn. We have seen worst times, We have seen losses, but we have risen back. We still have six months. We will bounce back. It is going to be a tall order, but it is not impossible," Saroori said.

Saroori said it is the effort which the Congress workers had been vigorously campaigning among the voters. He said, like in this Parliament election the party workers of Inderwal constituency had worked hard due to their effort Congress party (Ghulam Nabi Azad) got
28,155 highest lead from this (Inderwal) Assembly segment.

He said leaders and workers had to work hard and remains closely associated with each other and with the common people in every area and at all levels. Workers had to show the same spirit and determination in the upcoming Assembly election which will be conducted soon.

The vote tally was whopping majority in Inderwal assembly segment. People have again reposed full faith in the leadership of Mr. Saroori. He appealed them to again show this enthusiasm in upcoming Assembly election to thwart the communal forces.


Congress party, has secured the 28,155 highest number of lead from Inderwal assembly segment in which Congress party got 39,351 votes, BJP got 11,196 votes and PDP got 1,871 votes out of 55,047 votes. From Chenab Valley comprising of 6 constituencies including Kishtwar, Inderwal, Doda, Bhaderwah, Ramban and Banihal, Azad has secured 1,03,103 lead. From Kishtwar 3,758 lead, Inderwal 28,155 lead, Doda 17,738 lead, Bhaderwah 23,186 lead, Ramban 2,942 lead and from Banihal 27,324 lead.

Saroori demanded opening of Kishtwar-Sinthan road

Jammu, May 14: Senior Congress Leader & MLA Inderwal Ghulam Mohammad Saroori has demanded immediate opening of Kishtwar-Sinthan road to make shortest road link connectivity between the people of twin hilly and far-flung districts of Doda and Kishtwar with summer capital Srinagar.

In a press statement issued here, Saroori said that since Doda-Batote road has been declared unsafe for vehicular movements after a several stretchs washed away near Assar, Ragi Nalla, daily landslides and laid stress to connect both Doda and Kishtwar district with the rest of the world by way of opening of Kishtwar-Sinthan road which according to Saroori is the need of hour. “It is the need of the hour that this route connecting Doda and Kisthwar with the rest of the world should be opened without any delay,” said Saroori.

He said that with the opening of this road, there will be a huge flow of local as well as foreign tourists to both these districts as both these routes are attractive for tourists. “We can give boost to the tourism pilgrimage also as numbers of religious places of different religions are located in these two districts as number of Pilgrims could not visit those religious places due to poor connectivity,” said Saroori.

Later Saroori telephonically brief Chief Engineer Beacon Brig R K Sharma and OC 118 Road Construction Company (RCC) of Beacon about public demand & discussed the matter of opening of Sinthan top road at war footing at an earliest.

He asked the Chief Engineer to immediately take up repair and patchwork required at several places along the National Highway from Thathri-Kishtwar. He also urged BEACON to regularly maintain the road and remove potholes on an urgent basis.

Saroori also asked Mr. Sharma to complete snow clearance of Sinthan Road that connects Anantnag district with Kishtwar so that it is reopened for vehicular traffic. He also discussed telephonically with BEACON Chief Engineer the issue of installation of crash barriers along Batote-Kishtwar road and immediate surfacing and pre-mixing of Kandni-Mugalmaidan road.

The Chief Engineer assured the Saroori that repair work on the Thathri-Kishtwar and all other important road links in the Kishtwra district will be taken up immediately.

Chief Engineer R K Sharma assured Mr. Saroori that ending May Sinthan road will be opened for vehicular movement adding all important roads maintained by BEACON will be improved to facilitate smooth flow of traffic.

Demanded more power supply for Doda and Kishtwar

Jammu, May 13: - Senior Congress Leader and MLA Inderwal, Ghulam Mohammad Saroori has urged the DDC Kishtwar and DDC Doda to immediately depute various teams of officers for assessing the losses caused by the untimely heavy rain, windstorms and hailstorms and provide due compensation to the affected area including Bunjwah, Sarthal, Saroor, Bhalessa, Thathri, Chatroo, Srawan, Keshwan, Kandothe, Thakrie and other areas.

Saroori said that twin district Kishtwar and Doda, especially the upper reaches were fruit cultivation is the main source of livelihood has been hit very badly, resulting in great losses. Scores of houses and hutments have been destroyed and washed away by the heavy flood and torrential rains.

Several people from Inderwal constituency on telephonically informed Mr. Saroori about the day today problems faced by the people in their respective areas. They have raised issued like non-availability of basic facilities like Ration, drinking water, electricity, proper health care facilities and shortage of teaching staff in local schools.

They informed Saroori that many houses has been damaged, most of the many agricultural crops have been completely damaged due to recent heavy rain fall, hailstorm and wind storm but no compensation has been paid to them so far.

Saroori expressed anguish over the huge loss to the crops and has urged upon the district administration of Kishtwar and Doda to depute teams of officials to visit all the affected families covering rural and far flung areas like Bunjwah, Kuchal, Singpore, Bhalessa, Jakyas, Drought, Bunda, Basha, Simbole, Sarthal, Patnazi, Jalapur, Saroor, Kandoth, Rahal Thal, Gorinal and other areas to assess the losses including damage to residential houses, agriculture crops and loss of cattle heads.

Saroori demanded timely disbursement of compensation to all the affected families in the state. He also demanded more power supply for Doda and Kishtwar district adding that Kishtwar and Doda districts have witnessed harsh power cuts during last eight months.
