G M Saroori new chairman of Committee on Public Undertakings

Speaker constitutes House Committees

SRINAGAR, MAY 31: - Speaker, Jammu and Kashmir Legislative Assembly Mubarak Gul constituted three Financial Committees of the House which include Committes on Public Accounts, Estimates and on Public Undertakings. The members of these Committees would serve till the completion of the term of 11th Legislative Assembly.

The Committee on Public Accounts would be headed by Abdul Haq Khan, while as Choudhary Mohammad Aslam, Prof. Chaman Lal Gupta, Mir Javaid Ahmed Dar, Rachpaul Singh, Rafi Ahmed Mir, Jagdish Raj Spolia, Smt. Bimla Luthra, Ashok Kumar, Peerzada Mansoor Hussain and Mohammad Irfan Shah would be its members.

Mr G M Saroori would be the chairman of Committee on Public Undertakings with Dr. Mustaffa Kamal, Harsh Dev Singh, A.R. Veeri, Tsetan Namgyal, Mohammad Yaseen Shah, Nizzam-ud-Din Bhat, Aijaz Ahmad Jan, Krishan Chander Bhagat, Prof Gharu Ram Bhagat and Charanjit Singh its members.

The Committee on Estimates would be headed by Surjit Singh Slathia with members Hakeem Mohammad Yaseen, Abdul Gaffar Sofi, M.Y Tarigami, Nasir Aslam Wani, Shabir Ahmad Khan, Syed Basharat Ahmed Bukhari, Mohammad Ashraf Ganie, Baldev Raj Sharma, Er. Abdul Rashid and Smt. Indu Pawar.

In exercise of the powers conferred by Rule 341 of the Rules of Procedure and Conduct of Business in the Jammu and Kashmir Legislative Assembly, Speaker Mr, Mubarak Gul nominated the members of the Legislative Assembly to serve on the Committee on Petitions till the completion of the term of 11th Legislative Assembly.

These include Ashok Khajuria as Chairman and Mohammad Sharief Niaz, Aga Syed Rahullah Mehdi, Yashpaul Kundal, Syed Bashir Ahmed, Peer Afaq Ahmed, Mushtaq Ahmed Shah, Charanjit Singh and Durga Dass.

Gul also nominated Abdul Gani Malik as Chairman on the Committee on Privileges with Javid Ahmad Dar, Nasir Aslam Wani, Shabir Ahmed Khan, Rafi Ahmed Mir, Ashwani Kumar Sharma, Peer Afaq Ahmed, Dr. Shafi Ahmed Wani and Smt Indu Pawar as members.

Similarly, The Speaker also constituted committee on Subordinate Legislation by nominating Mohammad Sharief Niaz as Chairman with Abdul Gaffar Sofi, Rafi Ahmed Mir, Aijaz Ahmed Jan, Mohammad Irfan Shah, Baldev Raj Sharma, Sukhanandan Kumar, Er. Sheikh Abdul Rashid and Smt. Indu Pawar as its members.

The speaker nominated Peer Afaq Ahmed as Chairman on the Committee on Government Assurances with A.R. Veeri, Tsetan Namgyal, Yashpaul Kundal, Javid Mustaffa Mir, Rachpaul Singh, Smt. Bimla Luthra, Mr Ashok Kumar and Mr Sham Lal Choudhary as members.

The speaker also nominated the members of the Legislative Assembly to serve on the Rules Committee of which he shall be the Ex-officio Chairman till the completion of the term of 11thLegislative Assembly. These include Ch Mohammad Aslam, Hakeem Mohammad Yaseen, Harsh Dev Singh, Sardar Rafiq Hussain Khan, Syed Bashir Ahmed, Shabir Ahmed Khan, Rachpaul Singh and Jagdish Raj Spolia.

The speaker nominated the members of the Legislative Assembly to serve on the House Committees not mentioned in the Rules of Procedure in the Jammu and Kashmir Legislative Assembly of which he shall be the Ex- officio Chairman till the completion of the term of 11thLegislative Assembly. The members for the Committee are Prof Chaman Lal Gupta, G.M. Saroori, M.Y Tarigami, Abdul Gani Malik, Mohammad Khalil Band, Mohammad Yaseen Shah, Peerzada Mansoor Hussain, Charanjit Singh, Durga Dass and Krishan Chander.

Gul also nominated the members under “Library Committee (Rules relating to the Committee not mentioned in the Rules of Procedure)”, for which he shall be the Ex- officio Chairman. The members are Ch Mohammad Aslam, Hakeem Mohammad Yaseen, Surjit Singh Slathia, G.M. Saroori, Mohammad Yaseen Shah, Ashok Kumar Khajuria, Zahoor Ahmed Mir, Nizzam-ud-Din Bhat, Prof Gharu Ram Bhagat and Abdul Haq Khan.

The Speaker also nominated Mohd Sartaj Madni, Abdul Haq Khan, G.M. Saroori, Surjit Singh Slathia, Dr. Mustaffa Kamal, Sardar Rafiq Hussain Khan, Ashok Kumar, Sham Lal Choudhary, Mohd. Ashraf Ganie and Abdul Razak Wagay as members for General Purposes Committee.

The Committee on Ethics would be headed by Choudhar Zulfkar Ali with Surjit Singh Slathia, Abdul Gani Malik, Javaid Mustafa Mir, Mohammad Khalil Band, Balwant Singh Mankotia, Zahoor Ahmed Mir, Syed Basharat Ahmed Bukhari, Krishan Chander, Bharat Bhushan, Sukhanandan Kumar and Lal Chand members.

The Speaker constituted Committee on Environment. Aga Syed Ruhullah Mehdi would be the Chairman of the Committee while as, Dr. Mustaffa Kamal, Nasir Aslam Wani, Javaid ahmed Dar, Ashwani Sharma, Mohammad Ashraf Ganai, Mushtaq Ahmed Shah, Choudhary Zulfkar Ali, Prof. Gharu Ram Bhagat, Bharat Bhushan, Dr. Shafi Ahmed Wani, Balwant Singh Mankotia, Lal Chand, Baldev Raj Sharma and Abdul Razak Wagay its members.

The speaker constituted a Committee to look into the alleged discrimination in sanctioning/opening of Health Institutions in the State. Dr. Mustafa Kamal would be the Chairman of the Committee with Tsetan Namgyal, Nasir Aslam Wani, Javaid Ahmed Dar, Rafi Ahmed Mir, Nizzam-ud-Din Bhat, Ashok Kumar, Bharat Bhushan and Sheikh Abdul Rashid as members. The Committee has also been directed to submit its report within a period of three months.

The Speaker also issued notification and nominated Ministers and Members of the house to serve on the Joint Select Committee on “The Kashmiri Hindu Shrines and Religious Place (management and Regulation) Bill, 2009 (L.A. Bill No. 11 of 2009)” with the direction to submit its report to the house during the next session of the Assembly.

Minister for Law, Justice and Parliamentary Affairs Mir Saifullah would be the Chairman of the Joiny Select Committee while as Surjit Singh Slathia, M.Y. Tarigami, Mohammad Sharief Niaz, A.R. Veeri, Yashpaul Kundal, Rachpaul Singh, Prof. Gharu Ram Bhagat, Charanjit Singh and Smt. Indu Pawar as members.
