Saroori, Dar & Paddar inspects JKPCC office


Committee directed the MD, JKPCC to make available the requisite records for the perusal and scrutiny of the panel

JAMMU, NOVEMBER 29: - The Estimates Sub-Committee of Legislative Assembly comprising, MLAs G M Saroori, Haji Abdul Rashid Dar and Abdul Majid Paddar today conducted inspection of the office of MD, JKPCC at Panama Chowk here and sought various details and records pertaining to the construction/renovation of office building and purchase of stock/furniture/furnishing articles etc.

Chairman Estimates Committee, Altaf Bukhari had formed the Sub-Committee to look into the allegations of misappropriation of funds in construction of the office building and effecting purchases of some stock articles in the office of Managing Director JKPCC in violation of norms.

The Committee has directed the MD, JKPCC to make available the requisite records for the perusal and scrutiny of the panel.

JAMMU, NOVEMBER 30 – A meeting of the Sub-Committee on Estimates of Jammu and Kashmir Legislative Assembly was held under the chairmanship of MLA Mohammad Yousuf Tarigami to examine the functioning of Jammu and Kashmir Projects Construction Corporation (JKPCC).

Legislators, Ghulam Mohammad Saroori, Haji Abdul Rashid Dar, Sheikh Ishfaq and Jeevan Lal attended the meeting and gave their suggestions to make infuse new life in the functioning of the Corporation.

The Chairman of the Committee asked the concerned authorities to lay special focus on the working of the Corporation including e-tendering process, transparency, accountability etc, so that the Corporation completes all its ongoing projects within the stipulated time-frame.

The Committee further asked the concerned authorities to submit a detailed project report on the ongoing projects being executed by the Corporation.

The Commissioner Secretary R&B Rohit Kansal apprised the meeting about the working and activities of the Corporation including financial and physical achievements.

Among others, Managing Director, JKPCC, Dalip Thusoo, senior officers of JKPCC and Assembly Secretariat were also present on the occasion.

Kishtwar Congress joined the nation-wide protest against demonetisation

Kishtwar, November 28: - The Congress party in Kishtwar joined the nation-wide protest against demonetisation and demanded an enquiry by a Parliamentary Standing Committee on the black money stashed abroad.

Joining the 'Akrosh Diwas' protest against demonetisation on the direction of state Congress Vice President Ghulam Mohammad Saroori, Kishtwar Congress leaders asked the centre to enhance the withdrawal limit of cash from ATMs and banks to ease public inconveniences.

Thousands of Congress workers holding placards organised joined the protest from Dak Bungalow to old DC Office Kishtwar and unequivocally denounced Prime Minister Narendra Modi's move as "a political move being sold as a fight against corruption".

Those who addressed the gathering Mushtaq Ahmed Hap, Mahidner Singh Parihar, Mohd Iqbal Keen, Haji Ghulam Qadir Sheikh, Gulzar Ahmed Mattoo, Bidya Lal Sharma, Satish Kumar, Tariq Wani, Firdous Ahmed Mingnoo, Waseem Maker, Randeep Bhandari, Waseem Sajjad, Chowdhary Israeil and others said that the NDA government's demonetisation move came at a time when the country was passing through a crucial phase.

"The BJP is trying to create intolerance and want to make the country economically weak. The prime minister took a hurried decision for which people are forced to suffer in remote and inaccessible areas where there are no facilities of banks and ATMs," Congress leaders said.

"How will the farmers and labourers in our country stay alive?" Congress leaders said and alleged that Modi had failed to keep his promises of bringing back black money. "You are taking action against farmers and common people. This will not have any effect on black money. They say this will reduce corruption? The corruption caused by Rs 1,000 note will now take place because of the Rs 2,000 note," they said.

"This will not stop terrorism because the funding for terrorism goes abroad," Congress leaders further said. "Are you trying to tell the people that Narendra Modi will take decisions in their lives?" Congress leader from Kishtwar said during protest.

BJP government at the Centre is anti-poor and has no shame

Jammu, November 28: - "How will the farmers and labourers in our country stay alive?" State Congress Vice President, Ghulam Mohammad Saroori said as he joined the Aakrosh rally at Satwari chowk Jammu.

Dubbing the BJP-led government at the Centre as "anti-poor", Saroori said his party will raise in Parliament and state legislature the issue of hardships being faced by people due to demonetisation. The winter session of Jammu and Kashmir Legislature begins in Jammu from 1st week of January.

"The BJP government at the Centre is anti-poor. Nine farmers have committed suicide recently, still the government has no shame," Saroori alleged.

Calls for accelerating pace of development in convergence mode

KISHTWAR, NOVEMBER 27. Minister for Rural Development and Law & Justice, Abdul Haq Khan, reviewed the progress of Rural Development Department in a meeting convened here.

Minister of State for transport, Revenue, PWD (R&B), RD & Panchayati Raj, Sunil Sharma, MLA Inderwal G M Saroori, MLC Firdous Tak, Director Rural Development, Director Rural Sanitation, CEO SLNA were also present in the meeting.

Addressing the meeting, the Minister exhorted upon the need for effective implementation of rural development schemes as these hold the key to socio-economic empowerment of not just a region but the state as a whole.

The Minister stressed upon the department to work in convergence with other departments for undertaking developmental activities in the district. He directed the functionaries of the department to speed up the pace of works being executed in the district with maximum utilisation of funds.

Earlier, ACD Kishtwar Garbi Rashid Dar gave a power point presentation regarding the physical and financial achievements of the department. He informed that out of 7675 allotted works, a total of 3000 works have already been taken up by the department and are under different stages of completion. An expenditure of Rs 20.11 crore has been recorded, so far, in this financial year.

The Minister also reviewed the performance of various departments in all the 13 blocks of the district. He was informed that the department has taken up construction works of Foot bridges, motorable roads, passenger sheds, water harvesting tanks, irrigation canals, panchayat ghars besides few other works of prime importance.

The Minister was also informed that a total of 64 bridges have been completed by the department in this financial year.

Khan was further informed that 7 projects have been taken up under IWMP in the district and expected to be completed soon. He was also informed that 355 self help groups are working in the district under NRLM having approximately 3453 members working for welfare of general public.

DDC Kishtwar G N Balwan, ADC Kishori Lal, CPO Yasir Balwan, all the BDOs, VLWs, GRS besides other offcials of the department were present in the meeting.

JAMMU, NOVERMBER 26: A meeting of Sub-Committee on Estimates of Jammu and Kashmir Legislative Assembly was held here today under the Chairmanship of MLA, Mohammad Yousuf Tarigami to review the functioning of Jammu and Kashmir Projects Construction Corporation Limited (JKPCC).

Legislators, Ghulam Mohammad Saroori, Abdul Majeed Padder, Abdul Rashid Dar and Sheikh Ishfaq Jabbar attended the meeting and gave their suggestions to strengthen the Corporation.

The Sub-Committee has been constituted by the Chairman of Committee on Estimates, Syed Mohammad Altaf Bukhari.

The Committee asked JKPCC to come up with elaborate information along with the procedures being adopted for execution of works, tenderization and reasons for delay in completion of ongoing works.

The Committee expressed concern over the unfruitful expenditure made by the Corporation besides diversion of the funds.

The Committee also decided to conduct on the spot visit/inspection of the corporate office of JKPCC at Gandhi Nagar, on 29th of November.

Managing Director, JKPCC, Dileep Thusoo apprised the committee about the overall functioning of the Jammu and Kashmir Projects Construction Corporation besides present status of physical and financial achievements.

Among others, Director, PWD (R&B), besides senior officers of concerned departments and Assembly Secretariat were also present in the meeting.

G. M Saroori visits GMC, SMGS Jammu; enquires about well being of the patients


Jammu, November 22: - PCC senior leader and Member of Legislative Assembly (MLA) from Inderwal G. M. Saroori today visited Government Medical College hospital (GMC&H) and Shri Maharaja Gulab Singh (SMGS) hospital Jammu to enquire about the health of accident victims. Two persons were seriously injured last week in Chatroo, when the car they were travelling in met with an accident and fell into deep gorge and both the seriously injured were shifted to Jammu.

Mr. Saroori also met with various patients at GMC belonging from district Kishtwar and Doda who are suffering from various diseases.

He interacted with the patients attended at GMC and SMGS Hospitals, Jammu and assured them all help. He asked the doctors about the status of the patients and instructed the Hospital authorities and Doctors to provide every required medical facility to the patients so that they do not feel any inconvenience.

Mr. Saroori also wished for early recovery of the patients.

G. M Saroori slams BJP for questioning Azad’s nationality

Citizens have become insecure because of the BJP's insane policies

Jammu, November 19: - Vice President Jammu and Kashmir Pradesh Congress Committee, G. M Saroori today slammed the Bhartiya Janta Party (BJP) leadership for questioning the nationality of Leader of Opposition and Former CM J&K Ghulam Nabi Azad.

Saroori said “Ghulam Nabi Azad is not just the leader of the opposition (in the Rajya Sabha) but has been the dynamic Chief Minister of Jammu and Kashmir. There have been many bids on his life by terrorists, a man who always stood for the nation, do we have such a situation now that the Bharatiya Janata Party (BJP) will decide who is a nationalist and who is not,” Saroori said.

He said the BJP is giving a “communal twist” to the demonetisation issue by calling Azad as anti national. Fifty-five people have died so far because of the ban on currency notes. It is shocking that the government is threatening the Opposition for asking questions. "This has been the trick of the government - brand everyone asking uncomfortable questions anti-national. Political rivals, journalists, authors, intellectuals, artistes, students... whoever asked a question was called anti-national. Their patriotism was questioned."

Our citizens have become insecure because of the government's insane policies."Claiming that demonetisation had created anarchic conditions, Saroori said and added that Government announces decisions and thinks later. And never admits their mistakes. "Now as 55 people have died, farmers are in distress, industries are in peril, poor is suffering... the Prime Minister should apologise. Families of those who died should be paid compensation and the guilty should be punished after a proper investigation."

Saroori said those questioning Azad now clearly do not value the lives of the 55 poor Indians who have died after Modi’s announcement. The Centre with its absolute myopic vision on demonetisation has made life pathetic for people without internet banking facilities, while ensuring that the interests of their industrialist friends are taken care of well in advance.

Congress state vice chief said such attacks on secular leaders like Azad is a "threat to the secular fabric" of the country and accused the BJP-led central government of dancing to the right-wing organisation's tune. "The policies of the RSS are a threat to the secular fabric of the nation and the principle of unity and diversity, which is the basis of the strength of our pluralistic society. The central government is dancing to the tune of RSS," Saroori said.

Avail maximum assistance from different schemes launched in the area: Saroori to general public

Sarthal, November 15: Member of Legislative Assembly from Inderwal, G. M Saroori conducted extensive tour of Angara, Moharwari area of Sarthal in Kishtwar District.

Calling upon people to avail maximum assistance from different schemes launched in the area, Mr. Saroori was addressing the public meeting at Angara Sarthal said that various initiatives have been taken to address the needs of different sections of the society and people should come forward and get themselves registered to get benefits from Beti Bachaoo Beti Padhao, State marriage assistance scheme, Aadhar card, labour card schemes. He said adequate promotion needs to be given to different schemes launched in rural development, labour, agriculture and employment sectors so that those living in rural areas are made aware of the benefits extended under various schemes.

Highlighting the importance of girl friendly welfare schemes namely State Marriage Assistance Scheme for Poor Girls (SMAS), Saroori said that the scheme is meant for those girls who are living below poverty line and may not find themselves in a position to marry due to financial constraints. The benefits of the schemes are available for the girls who have attained the age of 18 years and above and are identified poor girls in the survey list available with the concerned District Development Commissioners (DDCs) and District Social Welfare Officers (DSWOs). The eligible girl beneficiary will be entitled to get one time financial assistance of Rs. 25000 and cost of five grams of gold from the competent authority i.e. DSWOs, said MLA Inderwal.

Referring to “Beti Bachaoo Beti Padhao”, Saroori underscored the need for greater awareness among the masses about the scheme and the requirements needed to be fulfilled to avail the maximum benefits. He urged all sections of the society to undertake rigorous door to door campaign to explain the people about the danger of the female foeticide. He also made public aware about the benefits of labour card and Aadhar cards. Saroori said that all these schemes will prove immensely beneficial for the poor girls, parents, labourers and general public also who have meager source of income.

MLA Inderwal called deputations of the areas and listened the problems faced by the people of the areas which include regular supply of drinking water, clearance of MGNREGA liability, uninterrupted of power, hassle free distribution of ration among consumers and early completion of Moharwari Gamrah road etc

Responding the demands put forth by the locals, Saroori assured them that their genuine demands would be fulfilled as soon as possible. He also announced that construction on two new road links Lower Angara to Upper Angara and Doori Ghan will be started soon which will benefit 2000 souls of the area.

Coalition Govt pushing the State towards Dark Age due to its wrong policies: G. M Saroori



Conducted extensive two days tour of Keshwan; took stock of the people’s problems

Keshwan, November 12: - Senior Congress Leader and Member of Legislative Assembly from Inderwal, Ghulam Mohammad Saroori who was on two days extensive tour of Keshwan area in Inderwal constituency and took stock of the people’s problems.
During his tour several deputations from Nagni Gard, Panthana, Gamas, Dabri, Nagarna, Jungna, Balna, Keshna, Keshwan, called on the MLA and apprised him about their individual and collective problems which included construction of protections bunds, improvement of roads, better drinking water facility, repairment of water supply scheme, early payment to job card holders of MGNREGA, proper implementation of watershed scheme in the area and other day to day problems.

Responding the demands put forth by the locals, Saroori assured them that their genuine demands would be fulfilled as soon as possible. He exhorted upon the officers to put in their sincere and dedicated efforts for early solution of genuine problems of the people of these areas and take necessary steps for immediate redressal. The MLA also assured the people that he was always available for people and they can approach him at any time.

Mr. Saroori also inspected ongoing works under MGNREGA and inspected various under construction road work in the areas and asked the officers to speed up the works being taken under R&B, JKPCC and PMGSY sectors.

Expressing dissatisfaction over the performance of the PHE department in Keshwan areas, the MLA Inderwal stressed the need for speeding up the pace of works to complete the on-going schemes within the stipulated time frame. He also informed that Keshwan scheme, Jungna Balna under NABARD has been sanctioned and this will mitigate the problems of drinking water facility in the area. He also sought cooperation from people to speed up the pace of developmental works under execution in the Keshwan.

Saroori directed the officials to work with utmost zeal and dedication and speed up the pace of on all ongoing developmental projects in the area.

While addressing the Congress workers of the area, Saroori said tall claims by PDP and BJP about the development and strengthening people have proved a failure. There is no sign of good governance as claimed by PDP and its alliance partner BJP, he said. He lamented the fact that both PDP and BJP instead of strengthening the people are strengthening their blue eyed persons and their respective Parties. Accusing Coalition Govt of betrayal, Saroori said both PDP and BJP are betraying people on the name of so called good governance and development of the State, but the fact remains, Coalition Govt is pushing the State towards dark age due to its wrong policies.

Saroori said that Congress party has never discriminated with any of the regions in the State and it never will allow anyone to play with the emotions or discriminate with people to serve their vested interests. He appealed the people of Keshwan to defeat the divisive politics of PDP and BJP, as that will only ensure the equitable development of all the areas and progress of the people and urged the people to strengthen the Congress Party which alone can guarantee their development and prosperity. He said Congress Party is an instrument of service to the people and there will be no compromise with the Govt on the issues confronting people. G. M Saroori launches LPG scheme Pradhan Mantri Ujjwala Yojana in Kahara Bhalessa


Inaugurated a week long training programme under Seed Capital Fund Scheme organized by JK EDI at Thathri

Kahara/Thathri, November 03: - Member of Legislative Assembly from Inderwal, Ghulam Mohammad Saroori on Thursday launched the Pradhan Mantri Ujjwala Yojana (PMUY) in Kahara Bhalessa to provide free LPG connections to BPL households.

Tehsildar Kahara, Executive Engineer R&B Gandoh division, Officials from Indian oil, HP gas agency, officers from PHE, CAPD, PMGSY, RDD and local Congress leaders besides this large number of locals participated in the function.

Saroori said that the move will benefit 50 thousands households living below the poverty line in Inderwal constituency and PMUY scheme provides subsidy of Rs 1,600 to the women beneficiaries, comprising security deposit of 14.2 kg cylinder, domestic pressure regulator, domestic gas consumer card and administration charges, among others.

He said in rural areas smoke from fire wood, coal, dung cakes etc adversely affect the health of women. “As per a World Health Organisation Report, smoke inhaled by women is equivalent to 400 cigarettes per hour and said that providing LPG connections to BPL households will ensure universal coverage of cooking gas”, Saroori said and added that this measure will empower women and protect their health by reducing the labour and time spent on cooking.

MLA Inderwal, GM Saroori gave away free LPG connections to 20 women from BPL families. The identification of BPL families is done through 2011 census.

Earlier MLA Inderwal Ghulam Mohammad Saroori pitched for focused and coordinated approach to overcome the problem of unemployment in the state.

“There is a need for focused attention with sound institutional arrangements and effective operational strategies for creating employment opportunities and enhancing employability”, the MLA said after inaugurating a week long training programme under Seed Capital Fund Scheme organized by Jammu and Kashmir Entrepreneurship Development Institute (JKEDI) at Thathri area of district Doda.

Underscoring the importance of self employment in J&K economy, Saroori said, “Issues of rampant unemployment and GDP enhancement will find solutions in skill development and self employment both at state and national level”. “Success depends not only on necessity, timely launch and quality of the product but also on post sale services, innovation and the ability to adjust to the changing world, thus making business a continuous process”, Saroori added.

The MLA Inderwal while encouraging the entrepreneurs for future endeavours advised them to foster creativity, innovation and adopt best global practices suitable to Indian scenario to enhance socio-economic and cultural development of the state.

Kishtwar, November 05: - The Bhartiya Janta Party (BJP) today suffered a big blow as its two dozen workers joined Congress Party in presence of state Congress vice president and MLA Inderwal G. M Saroori.

In a simple function held here, two dozen BJP workers joined the Congress party and expressed to resolve to work for further strengthening the party in Batwari-Chatroo belt of Inderwal.

Asserting that Congress stands guarantee to preserving and maintaining time tested secular ethos and regional unity of Jammu, Kashmir and Ladakh, Saroori made a clarion call to all those believing in unique characteristics of the state to get united under its banner to fight divisive forces.

Saroori said that polarization in politics may earn certain short term gains to politicians with myopic interests but in the long run such tendencies do not only boomerang but also prove detrimental to the larger interests of the people and the State.”This has been proven by the opportunistic alliance of PDP-BJP which at end of the day has plunged Jammu and Kashmir into unprecedented political uncertainty”, he said adding that if the two parties, which joined hands on the premise of North Pole South Pole could not pull together for just two years, how could they steer the sensitive state like Jammu and Kashmir to peace and progress.

He described the joining of BJP workers into Congress fold as yearning among cross section of people to join Congress, a living symbol of secular credentials. He urged the party workers to fan out in their respective areas, identify problems of the people and seek their redressal at appropriate forums, especially in the wake of mandated political parties like PDP-BJP shunning their moral and constitutional responsibilities and leaving the people in lurch. Kishtwar// Member of Legislative Assembly from Inderwal, Ghulam Mohammad Saroori highlighted the various issues which were raised by him in the meeting at new DC Office Complex which was chaired by Chief Minister Jammu and Kashmir Mehbooba Mufti and also while meeting with the Congress deputation.
1. FOREST DEPARTMENT
a) Force able evictions of Gujjar community from their home in the Chenab Valley as they are living near forests for past more than 60 years. Direct the Forest department for stopping the eviction process otherwise people will come on street.

2. ROADS AND BUILDING DEPARTMENT
a) Construction of Singhpora Vailoo tunnel which will be alternate road for Kashmir via Kishtwar. As tunnel stands sanctioned by the UPA government. By constructing this prestigious tunnel it which will be alternate route to Kashmir valley via Kishtwar Chatroo.
b) Deplorable condition of Batote-Kishtwar-Sinthan National highway road which needs immediate attention from Government. It should be handed over to “BEACON” so that road will be completed without hassle free.
c) All schemes of centrally sponsored are hampered due to non availability of compensation.
d) Process of Phase X projects under PMGSY is very slow which needs to start speed up so that roads will be constructed within stipulated time.
e) Early Widening of Malipath to Dak Bungalow Kishtwar road.
f) Sanctioning of road projects under CRF for construction of various link roads in far flung areas.
g) Release of funds for completion of Dak Bunglows at places of Chingam, Jakyas, Malanoo, Sinthan, Kuriya, Gondoh, Thakrie, Sarthal, Mangthalla, Patnazi and Sigdi.
h) Funds for blacktopping the roads of Kishtwar and Doda which are in deplorable conditions.
i) Clearance of contractor’s liability which is touching worth crores of rupees.

3. CAPD DEPARTMENT
a) Provide supply of flour instead of wheat and needs immediate action against erring officers involved in sending rotten Atta in Chenab Valley. Supply of floor from Udhampur store is full of adulteration and the people are not getting nutrition's that's why our children's are facing malnutrition problem and are easily pray to vulnerable diseases. Pure floor should be supplied from the Jammu store instead of Udhampur store.
b) Provide 3 kgs of Rice instead of 2 kgs as already decided in the last Assembly session.
c) Provide 13kgs per person in Marwah, Warwan, Dacchan and Chatroo, Bunjwah areas as provided before the implementation of NFSA. Because few areas of district Kishtwar remains cut off from the world for 4 months due to non-availability of roads.
d) Early clearances of CAPD ration dealer liabilities of district Kishtwar and Doda which is touching 20 crores.
e) Early start of ration dumping in far flung areas.
f) Sanctioning of free rations for six (6) months to the consumer due to drought in the area.

4. TOURISM DEPARTMENT

a) Sanctioning of new tourist destination at Phamber Chatroo and sanctioning of road for the area under CRF.
b) Tourist infrastructures are damaged in Kishtwar due to non-availability of man power.
c) Exploring new unexplored destination in Chingam, Chatroo, Sigdi, Sinthan, Aloo Farm, Sarthal, Saroor, Devi Gole, Bimalnag, Lal Draman, Bhalessa, Dessa, Bhangar, which can beat any tourist station hands down.

5. JKPCC DEPARTMENT

a) The agency failed on all front in construction of four vital roads including Dunadi Bunjwah road, Kuriya Keshwan road, Tatani Shrouti road and Shrouti Bangar road in district Kishtwar. JKPCC can’t construct these roads, it’s better to handover to either PMGSY or R&B departments for early completion of the said roads.
b) The agency failed to construct the Government degree colleges at Chatroo, Thathri and Kilhotran Bhalessa areas of district Kishtwar and Doda.

6. HEALTH DEPARTMENT
a) Early filling of vacant posts of Doctors, Paramedical staff in District hospital/PHC/Trauma centres at Kishtwar, Chatroo, Rahalthal, Patnazi, Nali, Jakyas, Thathri, Bhalessa and Sarthal.

7. POWER DEPARTMENT
a) Early start of work on prestigious Rattle Hydroelectric Project (HEP) Drabshalla, Karthai, Pakal Dool and other projects of district Kishtwar.
b) Early sanctioning of Rehabilitation and Resettlement (R&R) Plan of various power projects coming up in Chenab Valley basin.
c) Early allotment of RGGVY phase II work in which Rs. 100 crores are lying sanctioned. Implementation of RGGV Y phase II it will benefit rural and far flung areas and will solve the problem of shortage due to this.
d) Early allotment of RGGVY phase II project in Chenab Valley and the Rs. 100 crores project sanctioned for the electrification work are hanging in balance due to lackadaisical attitude of Power department. By this project all the un-electrified villages will get electricity.

8. RURAL DEVELOPMENT DEPARTMENT
a) Early release of MGNREGA wages to the job card holders for the year 2014-15, 2015-16 and 2016-17 which are not yet released.
b) Raising infrastructure in the newly created blocks in J&K state.
c) Holding of panchayat elections in the state.

9. REVENUE DEPARTMENT

a) Approval for newly created administrative units for Thakrie, Sarthal, Bhalessa and other parts of the state which are hanging in balance from the last two years.
b) Early filling of vacant posts of Patwari’s, Girdawar’s, Naib tehsildar’s, Tehsildar’s and SDM’s.

10. OTHER IMPORTANT ISSUES
a) Start the private aircraft or Air India aircraft ATR 50 service from Jammu to Kishtwar, keeping in view the bad condition of Batote-Kishtwar NH1B road which remains isolated from the rest of the world due to deplorable condition of the road. “Due to poor condition of Batote-Kishtwar road and geography of the region, the people of most of the Kishtwar district want that air service from Jammu to Kishtwar should be started.
b) Rail link line between already existing Gool railway junction or from Kathua-Basohli-Bhaderwah Kishtwar for Doda, Kishtwar, and Government should pursue the matter with Union government for sanctioning of railway line for Doda, Kishtwar.
c) Early regularisation of Rehbar-e-Taleem (ReTs), contractual staff, Adhoc, HR workers, casual labours, daily wagers, SPOs, DRWs, NYCs and EVs who have completed seven years of service as per the norms in vogue.

These are the main issues, initiatives, problems which need to be addressed at an earliest. So that people of the area will get sigh of relief.

Kishtwar Nov 10: Senior Congress leader and MLA Inderwal Ghulam Mohammed Saroori today slammed Prime Minister Narindra Modi and RSS over playing divisive politics which is aim to create deep wedge between different sections of society and asked the Prime Minister to remain away from religious matter like implementation of uniform civil code.

While addressing the mammoth public gathering on the eve of 111th annual day function of Islamia Faredia education and research institution and its other establishments, Saroori who was the chief guest said that PM and RSS are playing with fire by indulging into the religious matters added that the laws of Allah bestowed upon the Prophet Mohammed (SAW) are final and nobody has guts to change them. As is being tried by the PM Modi led RSS backed NDA Government. He said that Islam is the religion of peace, communal harmony and brotherhood. Showing his anguish over growing anti Muslim campaign in India, Sarroori asked PM Modi not to play with the sentiments of Muslims. "Stay away from personal issues of Muslim and focus on development which is lagging behind" said Saroori.

"Islam shows and guide a person how to live a life--- it teaches a way of life" said Saroori added that some people are hell bent to defame the name of Islam for self gain. He said that success of Anti Islamic preacher Donald Trump in US election and growing of communal forces in India during Modi rule in India is hinting that anti Islamic forces are joining hand to divide the people on the name of religion and aimed at spreading hate within the society. He urged the people to remain in unity so that such elements could get defeat.

He gave advised to the students not to fall in use of drugs menace and said that the main responsibility lies on the parents of young children and urged upon the parents to keep strict vigil on their children's so that they could be prevented from falling prey to growing drug menace.

Saroori said that the Institution has touched new heights in every field that could be judged from that fact that this institution has produced doctors, educationists, engineers, Judges, leaders and religious scholars. He said that since the establishment of this institute several people contribute in building this institute and prayed for eternal peace to all those who had left this world added that School management should offer special prayers for all such noble souls every morning. He also expressed confidence that the Faridia Educational Institution would further flourish and expand its educational activities to enable more students to get benefit from the Institution.

He laid stress on the need for maintaining discipline within the prestigious institution of Chenab valley. "The very purpose of the establishment of this institution way back in 1905 was to preach Islam, spread moral values among the students--''in addition to modern education, management should focus producing Hafiz-e-quran after passing out from the institution" said Saroori.

Demanded granting of University status to the Islamia college of Education on the pattern of SMVDU and BGSBU" Saroori said added that management should work towards fulfilling this dream. "Government is making only announcements but nothing is visible on ground---- There is no electricity, no water, no ration available in Kishtwar" said Saroori added that only inauguration isn't going to serve any purpose. He also demanded construction of multipurpose Naighad Tunnel at the earliest.

Saroori pledge full support for all round development of the institution and announced Rs. 10 lakhs for the school out of his CDF and also assured the management that Saroori will provide money for purchasing gold medals next year.

DC Kishtwar Ghulam Nabi Balwan and Imam Jamia Masjid Kishtwar Farooq Ahmed Kichloo who in their speech advised the parents to ensure proper education to their children and take best advantage of educational temperament being created in the State. They highlighted the amity and brotherhood prevailing in Kishtwar since ages and called for further strengthening the bonds of love between various sections of the society.

Kishtwar, Singhpora// Member of Legislative Assembly from Inderwal, Ghulam Mohammad Saroori visited sub-division Chatroo in district Kishtwar and took stock of various developmental works there.
During his extensive tour to the Passerkote, Sinhgpora, Baigpora, Naidgam, Gujrari and adjoining areas where he inspected various ongoing works.

The MLA Inderwal was accompanied by BDO Chatroo Dr. Subuh Shad, officers of PDD, PHE, RDD, CAPD, Irrigation and Flood Control and other departments besides this Congress leaders and people in large were present on the occasion. Mr. Saroori, urged the concerned authorities to speed up the works of model village constructed by rural development department, water supply schemes, panchayat ghar, health department building, Dak Bungalow, R&B and PMGSY roads so that these are completed within the stipulated time thus ensuring availability of basic amenities to the people.

Saroori instructed officers of PHE department to restore the water supply line to improve drinking water facility to people of the area in Singhpora. He reiterated that public welfare and development of Inderwal is prime priority of his and all efforts shall be made to make Inderwal a prosperous, peaceful and development region.

People from the various part of Inderwal informed Mr. Saroori that forest department are forcibly evicting the lands under the Gujjars and Bakerwals. Criticising the "eviction of Gujjars" from their home in the Chenab Valley, Saroori claimed that the PDP-led government was "destroying Jammu Kashmir at the behest of RSS."

“Lal Singh who is holding Forest Ministry has directed the officials of Forest department to halt on the eviction of Gujjars and Bakerwals from State forests. He said that government wants to create an impression that Gujjars and Bakerwals are illegally occupying the forest land. “Gujjars aren’t living on forest land. He said that Gujjars are indigenous people and are “not illegal occupiers of land under them”. They live on their forefathers’ land. “He said that this government (PDP-BJP), which is enemy of not only Gujjars but whole of this state; I want to tell especially BJP which is enemy of whole of India that they can’t continue with this illegal eviction drive.”

“Gujjars and Bakerwals are my heart and soul and are living near forests for past more than 60 years,” Saroori said and added that he will not allow anybody to touch them (Gujjars) in Inderwal constituency.”

Earlier Mr. Saroori joined the protest of CAPD dealers who were on indefinite strike over the non-release of their carriage commission pending since October 2014 as a result of which they were facing problems in clearing the rents of their stores and running their families.

Congress Vice President while addressing the ration dealers said that the PDP-BJP government is paying no heed towards their issues including implementation of Labour Commission and release of carriage, loading and unloading charges of the food grain.

Saroori assured the CAPD dealers that he will meet Minister for CAPD Chowdhary Zulfiqar Ali in Jammu and will discuss the issues regarding early clearance of Rs. 63432710 liability of ration dealers. He also said that government should immediately enhancement the carriage commission from existing 5 percent. He said that due to introduction of new NFSA Scheme, the commission of the CAPD dealers will also get reduced and slammed the department for charging Rs. 7.28 for each empty jute bags while the market price of the same is Rs. 2 to Rs. 2.50 added that while the value of plastic bags is zero in the market and department is charging from the dealers at par with jute bags which ultimately make them suffer and their families were at the verge of starvation.

Mugalmaidan/Tagood, November 06: - Vice President JKPCC and Member of Legislative Assembly from Inderwal, Ghulam Mohammad Saroori today argues that the local BJP leaders tried to politicise and polarise the burning of Temple in Tagood area of Mugalmaidan in district Kishtwar.

“This region is very sensitive. When I got to know that the ancient Rangu Devta temple located some 45 KM from Kishtwar was gutted in a tragic fire incident on October 31st at around 8.15 PM, I contacted Deputy Commissioner Kishtwar Ghulam Nabi Balwan to conduct immediate probe in the burning of temple and DC Kishtwar next day ordered Tehsildar Kishtwar Irshad Ahmed Butt to conduct the magisterial probe into this tragic fire incident. The probe conducted by the team of officer found that "No foul play" was behind the burning of 200 year old Rangu Devta (Nag temple). Some people had visited the temple for offering Pujja and in between someone inadvertently had burn cigarette and due to dry conditions it leads to the fire incident" the villagers told the magistrate and urged him to close the investigation by declaring it as "natural incident".

Saroori said some BJP leaders were playing “dirty politics” and attempting to communalise the issue and still wants to rake up the issuing of burning of Mandir and it shows that they don't have any constructive policies and programmes. "It shows that BJP is insecure and has no positive agenda of development for the area. It also exposes their loud claims of reviving economy, development and everything that has not happened from the last two years. That's why they have fallen back on their original agenda of polarisation", Saroori told the gathering.

"Kishtwar is known for communal harmony form centuries together-- Tagood incident also proved that communal harmony exist in blood of Kishtwar despite the fact that in recent past many efforts were made by some mischievous elements to break the fabrics of peace and communal harmony by dividing the people on the name of religion" Saroori said and hoped that people of both the communities will live together in Peace, Communal Harmony and brotherhood in future as well.

Saroori also visited Tagood and met the families of three persons who died in a Matadoor accident at Bhandarkote area of Kishtwar district. “I am here to express my heartfelt condolence to the victim’s families.

MLA Inderwal assured every possible help to the affected families. "It was painful to note that these children’s, families who have become the victims of the callous approach in improving the National highway road from Batote to Kishtwar Sinthan belong to the poorest of the poor families," Saroori said. He interacted with the families of the deceased youth’s and said he is pained to see the trauma they are undergoing due to the loss of their near and dear ones.

Earlier Mr. Saroori distributed the LPG connections among the 450 women beneficiaries falling under the Below Poverty Line category under the Pradhan Mantri Ujjval Yojna in a function held at Mugalmaidan Chatroo here today.

While addressing gathering of the Below Poverty Line women beneficiaries from Sigdi, Kuchal, Mugalmaidan, Khawjgam Rahal Thal areas in presence of prominent among those Tehsildar Ishad Ahmed Butt, SI Abdul Majeed, officers of the concerned departments and local congress leaders Mushtaq Ahmed Hap, Bidya Lal Shamra, Tariq Wani, Abdul Rasheed, Hafiz Ali, Seva Ram were present on the occasion.

Committed for socio-economic empowerment of the people living in hilly, remote and far-flung areas

Kahara, November 13: - Member of Legislative Assembly from Inderwal, Ghulam Mohammad Saroori accompanied by ACD Doda and sector officers of all line departments conducted a tour to tehsil Kahara and convened Awami Darbar at Kahi in which huge gathering of people participated.

The people apprised MLA Inderwal about various problems being faced by them. They projected their demands in respect of drinking water, power, road connectivity, medicare, civic facilities, Rs. 5 crores pending liability under MGNERGA, land compensation, installation of transformer at Naan area, unavailability of mid day meal ration in schools. People also highlighted the poor condition of various water supply schemes in the area and demanded to ensure regular supply of clean drinking water to all villages, filling of vacant posts in PHC, sub-centres, school and black topping on various link roads of Kahara tehsil.

MLA Inderwal after listening to the problems of people, sought reports from the concerning officers and directed the officers for early redressal of the issues.

Saroori exhorted upon the officers that benefits of various development and welfare schemes should reach to the real beneficiaries timely. He said that he is committed for socio-economic empowerment of the people especially those living in hilly, remote and far-flung areas. He emphasized on regular monitoring of the development works besides use of quality material. He said no stone would be left unturned in redressing genuine grievances of the people.

On the issue of power cuts during upcoming winter season, Saroori directed PDD department officials to notify a schedule of power curtailment and ensure the uninterrupted power supply in the area, especially during upcoming winter seasons. Also repair all the damaged transformers with week time so that general public won’t face any problem in regard to electricity.

Saroori said that he is fully aware about the problems and burning issues of the people in the area and steps are being taken to mitigate them in shortest possible time. He said far reaching reforms are being introduced in all the departments to improve service delivery and expedite development projects. He said that the field functionaries of all the line departments have been directed to work with transparency, accountability and honesty for the benefit and welfare of poor masses.

He assured the public in general that all kinds of liabilities will be cleared soon and directed all the sectoral officers to speed up the process of completing the documentation works.

Replying to the demands of compensation not paid so far to the people, whose houses, crops got damaged due to construction of various roads Saroori said Rs. 8 crores have been released to redressal of the compensation issue.

Progress work on the construction of high schools buildings under SSA and RAMSA was reviewed and executive agency R&B was impressed to expedite work on HS Piyakul, Batogra, Gugara, Trankhle and directed ZEO Bhatyas to distribute uniforms among school students within week time besides this early release of scholarship in favour of students.

Prominent among those ACD Doda Sushil Kumar, Tehsildar Kahara Ghulam Nabi Malik, Executive Engineer R&B Abdul Rashid, BDO Kahara, TSO Kahara, officials from R&B, PDD, PHE, PMGSY, ZEO Bhatyas, local Congress leaders and people in large were present on the occasion.

Saroori also inspected the construction work on Trankhle Bridge. He visited the construction site of Trankhle bridge and reviewed pace of work with concern officials and said that work on prestigious bridge will be completed in December 2016.

Later many PDP workers from Batogra area joined the Congress party including Shokat Ali, Shah Din, Abdul Latief, Hafiz Akhter Hussain, Mukhtiyar Parray, Zaferullah Hussain and others in presence of state Congress vice President Ghulam Mohammad Saroori.

G. M Saroori condoles demise of Pt. Mangat Ram Sharma

Jammu, November 03: - State Congress Vice President and Member of Legislative Assembly from Inderwal Ghulam Mohammad Saroori today has expressed his deep and heartfelt condolences on hearing the sad demise of senior congress leader and former Deputy Chief Minister Pandit Mangat Ram Sharma who breathed his last at his residence at Jammu on Thursday morning.

Lauding the contribution of Pt. Mangat Ram Sharma in the social and political spheres of Jammu and Kashmir, Saroori said his immense contribution in social and economic uplift of his people would be remembered for long.

"In his death we have lost one of our veteran leader and an ideological sage who always worked for the downtrodden," the Jammu and Kashmir Congress Vice President said.

Offering his heartfelt condolences to the bereaved family Saroori said, “My heart goes out to the family of Mangat Ram Sharma who was a much respected colleague and a very hardworking Congress leader.  I share their grief and sorrow.”


Saroori prayed for the eternal peace to the departed soul and courage to the bereaved family.

G. M Saroori launches LPG scheme Pradhan Mantri Ujjwala Yojana in Kahara Bhalessa


Inaugurated a week long training programme under Seed Capital Fund Scheme organized by JK EDI at Thathri

Kahara/Thathri, November 03: - Member of Legislative Assembly from Inderwal, Ghulam Mohammad Saroori on Thursday launched the Pradhan Mantri Ujjwala Yojana (PMUY) in Kahara Bhalessa to provide free LPG connections to BPL households.

Tehsildar Kahara, Executive Engineer R&B Gandoh division, Officials from Indian oil, HP gas agency, officers from PHE, CAPD, PMGSY, RDD and local Congress leaders besides this large number of locals participated in the function.

Saroori said that the move will benefit 50 thousands households living below the poverty line in Inderwal constituency and PMUY scheme provides subsidy of Rs 1,600 to the women beneficiaries, comprising security deposit of 14.2 kg cylinder, domestic pressure regulator, domestic gas consumer card and administration charges, among others.

He said in rural areas smoke from fire wood, coal, dung cakes etc adversely affect the health of women. “As per a World Health Organisation Report, smoke inhaled by women is equivalent to 400 cigarettes per hour and said that providing LPG connections to BPL households will ensure universal coverage of cooking gas”, Saroori said and added that this measure will empower women and protect their health by reducing the labour and time spent on cooking.

MLA Inderwal, GM Saroori gave away free LPG connections to 20 women from BPL families. The identification of BPL families is done through 2011 census.

Earlier MLA Inderwal Ghulam Mohammad Saroori pitched for focused and coordinated approach to overcome the problem of unemployment in the state.

“There is a need for focused attention with sound institutional arrangements and effective operational strategies for creating employment opportunities and enhancing employability”, the MLA said after inaugurating a week long training programme under Seed Capital Fund Scheme organized by Jammu and Kashmir Entrepreneurship Development Institute (JKEDI) at Thathri area of district Doda.

Underscoring the importance of self employment in J&K economy, Saroori said, “Issues of rampant unemployment and GDP enhancement will find solutions in skill development and self employment both at state and national level”. “Success depends not only on necessity, timely launch and quality of the product but also on post sale services, innovation and the ability to adjust to the changing world, thus making business a continuous process”, Saroori added.

The MLA Inderwal while encouraging the entrepreneurs for future endeavours advised them to foster creativity, innovation and adopt best global practices suitable to Indian scenario to enhance socio-economic and cultural development of the state.

Express grief over Padder fire incident

Kishtwar, November 02: - State congress Vice President and MLA Inderwal, G. M Saroori today expressed shock and grief over the tragic fire incident in Khachroni (General area – Gandhari) of Tehsil Padder in which a large number of houses were gutted.

The tragic fire incident took place in Khachroni (General area – Gandhari) of Tehsil Padder in Kishtwar district in which at least 20 residential houses while some animals have also perished in the said incident which belong to Buddhist community were gutted on Tuesday evening in Kachroni hamlet of village Ghandari, some 60 KM from Gulabgard Padder.

Expressing sympathy towards the affected family, Saroori instructed the administration to provide immediate help and support to all those affected due the devastating blaze.

Saroori said that there is an immediate need of opening of well equipped fire service stations at tehsil level across the State, adding that in hilly areas like erstwhile district Doda, such stations should be opened at block level.

He said that in recent years major incidents in Thathri, Keshwan, Chatroo, Mugalmaidan, Bunjwah, Warwan, Marwah, Dachhan, Padder, Nagsini, Drabshalla, Bhalessa and other parts of the District have raised a question mark on preparedness of Fire Service Department and government in tackling the increasing fire incidents in Kishtwar and Doda districts and other parts of the State.

Saroori urged government for early setting up of fire service stations at Thathri, Bunjwah, Chatroo, Sarthal, Thakrie, Drabshalla, Kahara Bhalessa, Warawan, Nagseni Towns to cater the need of the people in the area.
