Domicile law facilitates outsiders to be eligible for govt jobs: J&K Congress



JAMMU, APRIL 06: Senior Congress leaders have said that domicile law facilitates outside  candidates to be eligible for govt jobs in Jammu and Kashmir and it is against the repeated commitment by the ruling party at the Centre and the govt with the youth of Jammu and Kashmir.

Taking strong exception to the betrayal with the people especially the youth of J and K who were assured time and again by the ruling BJP and the government about complete protection to the jobs and land in the situation the post abrogation of art 370, asking them not to be misled, but they now feel cheated. The domicile law facilitates the outside candidates to qualify and be eligible to govt jobs of all classes and all  categories in Jammu and Kashmir, under different conditions ranging from seven years study in J and K including 10th/12th class exam or their parents having served for ten years in any central govt organization or all India services etc or 15yrs stay in J and K. This amounts to facilitating large number of outside candidates to the govt jobs here, at their cost against the promises and assurances to the youth.

They said that Ruling party leaders and few others are still misleading the youth that their rights have been fully protected and rejoice on the situation,  claiming credit for something, which is a deception and backtracking of the commitment. These people should come out clear and apologize the youth of J and K for having extended fake assurances and creating false hopes amongst them. Our youth are capable intelligent and hard-working enough to complete at any level but they are undergoing a very difficult environment and academic atmosphere for the past several decades,  which are compounded manifold for the past some time for reasons known to everyone here and elsewhere in the country. In such situations, if special protection is sought by the youth in the wake of commitments with them,  there is nothing wrong in it and we fully support their demand.

Appreciate Government for bringing back 369 students from Kota Rajasthan

Jammu, April 29: Vice President, J&K Congress Party, and Former Minister, Ghulam Mohammed Saroori has appealed Government to bring back stranded 40, 000 people from different States across the country.

“These people mostly labourers stuck in the places across the country where they were working,” said Saroori, while appreciating Government for bringing back 369 students from Kota in Rajasthan.

Saroori said that J&K Government under Lt Governor Girish Chander Mumru took good initiative and brought back stranded students from Rajasthan. “Similar, efforts are needed for people who are from Jammu and Kashmir, but they are stranded without food and monitory help in different states,” he said, expressing concern over the plight of the stranded people.

These people had gone to earn bread and butter for their families, said Saroori.
He added that “They work in factories and other fields. They are from poor background. Hence, it is paramount duty of the Union Territory Government to ensure their safe return as early as possible.”

Saroori said that people from Chenab Valley, Reasi, and other districts have made desperate calls to their families and the village heads explaining their condition. “The concerned administration in whichever state they have stuck should be contacted to ensure their safety and provide food and medical help,” he demanded.

He said that a large number of people from Jammu division’s hilly areas especially work in Himachal Pradesh, Uttarakhand, West Bengal in different projects.

At the time when coronavirus has been linked to a community, it becomes alarming situation for which the Government of Jammu and Kashmir most ensure their security of the stranded people in different States of the country.

KISHTWAR, APRIL 24: - Former Member of Legislative Assembly from Inderwal, G. M Saroori today felicitated people on the eve of the holy month of Ramadan, commencement of holy month of Ramadan.

“With the start of the holy month of Ramadan, I extend felicitations to the people of my state,” Saroori said in a message.

He said, ''Ramadan fast teaches us to practice piety, self-discipline, self-control, sacrifice, tolerance, justice and empathy for the less fortunate in society. Let us reflect on these lessons during the 30 days fasting period.”

Saroori urged for heeding the true Islamic teachings of peace, unity and integrity for the larger good of the mankind. “I pray to Almighty Allah to make this sacred month a positively new beginning in our individual and collective lives,” he said, adding “I wish and pray that this month becomes a harbinger of peace and prosperity for Jammu and Kashmir and its people and ends their miseries during this awful situation that arises due to Coronavirus.”

“This is also a time to remember our elders, sisters and brothers in distress and reach out to them with whatever possible way could be done,” Saroori said.

The Former Minister also urged to the Power Development Department (PDD), Public Health Engineering (PHE) department and the Consumer Affairs and Public Distribution (CA&PD) Department to ensure adequate supply of electricity, drinking water and rations during the holy month. He further urged government to ensure release of wages of daily wage labourers posted in different departments.

In his message, Saroori described the occasion as an opportunity to seek Allahs mercy and pray for peace and well-being of the entire humanity in this tough time as awful disease is spreading rapidly in the whole world. Urged centre Government to fulfill the cherish demand of J&K resident in restoration of statehood

JAMMU, APRIL 04: Former Minister J&K and Vice President J&K Congress, G. M Saroori, today welcomed the amendment introduced in reorganization act 2019 to reserve all jobs for the domiciles of Jammu and Kashmir (J&K).

Saroori said after a backlash from everyone irrespective of caste, colour, creed, region and religion that forced the BJP Government to amend the order within 24 hours. He said as it would pave a way for employment generation avenues for the deserving and educated youth of the resident of J&K only, otherwise thousand of talented and deserving educated youths would get opportunity in getting IV class jobs only as per the earlier order issued by Ministry of Home affairs.

He congratulates the people of Jammu and Kashmir for remaining united and forcing the centre to amend the order for the better future of JK. He further asked the people to be vigilant against elements trying to divide the society.

The Former Minister J&K urged the centre Government to fulfill the cherish demand of J&K resident in restoration of statehood status and demanded Constitutional guarantees in land for the people of the erstwhile state.

2 horses and 6 sheep's dies in fire incident




Prepare the compensation cases of the victims: Former Minister to district administration Kishtwar

KISHTWAR, Mar 30: Two horses and six sheep's died in fire incident at Urighad area, falling under the jurisdiction of Chatroo sub-division.

A fire broke out in the cattle shed owned by Farooq Ahmed son of Mohd Shafi of Urighad Chatroo resulting into deaths of 2 horses and 6  sheep's, occurred during the intervening night of 29th and 30th March.

Chatroo police has taken cognisance in this regard.

Meanwhile Former Minister, G. M Saroori expressed his sympathy with the victim.

The Former Minister urged district administration to prepare the compensation case of the victim immediately so that he can construct the cattle shed again. Saroori also urged the authorities to set up a fire service station at Chatroo, Kahara Bhalessa, Sarthal Bunjwah and Drabshalla towns as they are far-flung areas and people suffered from sudden breakout of fire.

Domicile Law: Not the best interest of JK resident: Congress

Jammu, April 01: Jammu and Kashmir Congress, Vice President, G. M Saroori termed the Centre move to provide protection to domicile of Jammu and Kashmir in government jobs, educational institutions and land rights "as most unfortunate" and "not the best interest of the resident of JK".

Saroori said J&K people, their land and resources are not protected under new Domicile law and should be on the pattern Himachal Pradesh, Northeast states.

He said centre had caused the greatest embitterment in the hearts and minds of the people of J&K by not introducing the law of their will's. The new Domicile law is not only unprecedented but amounted to a great insult hurled upon the patriotic people of Jammu and Kashmir. He said that the people feel humiliated, disparaged and offended.

The JK Congress Vice President demanded stringent laws be enforced to safeguard the interests of the state and only JK residents should be entitled to jobs in Union Territory. According to the change in laws, anyone who has resided for 15 years in Jammu and Kashmir or has studied for seven years and appeared in Class 10 and Class 12 examinations in an educational institution located in the union territory is a domicile. Also, those registered as a migrant by the Relief and Rehabilitation Commissioner (Migrants) will also be deemed to be a domicile.

KISHTWAR, MARCH 29: - A policeman died Sunday after a Maruti car bearing no JK02J-1789 skidded off the road on Batote-Kishtwar national highway near Fougmarh some 15 kms away from the district headquarters.

The ill fated vehicle was on its way to Kishtwar from Drabshalla and Special Police Office (SPO) Mushtaq Ahmed son of Dien Mohd and Sajjad Hussain son of Irshad Hussain Lone both resident of Tatani Saroor area of Drabshalla tehsil in Kishtwar district were travelling in the said car.

After receiving information about the accident, police party from police station Kishtwar, Medical team rushed to the spot and shifted both the injured to District Hospital Kishtwar where a policeman Mushtaq Ahmed was declared dead.

Meanwhile Senior Congress Leader and Former Minister J&K, G. M Saroori expressed deep shock and grief on the loss of SPO Mushtaq Ahmed in today's tragic accident.

Saroori called upon the Union Territory Government to take serious note of the underlying causes of the recurrent road accidents. “Current, heart-rending accidents in Chenab Valley have become a matter of deep and abiding concern for all of us, adding that we have to part with precious and quality human resource in these tragic road accidents. “Even in today’s accident, SPO Mushtaq Ahmed was on his way to Kishtwar for performing of duty”, Senior Congress Leader said.

He has conveyed his heart felt condolence to the family member of bereaved family and prayed for eternal peace to the departed soul. He also prayed to Almighty Allah to give strength to the family members of the deceased to bear irreparable loss.

The Former Minister urged the Lieutenant Governor and Director General of J&K Police to provide adequate ex-gratia relief of Rs. 10 lakhs in favour of the deceased SPO family members.

Streamline arrangements for stranded students, labourer's: Saroori

Jammu, March 29- Congress has urged the government to take urgent steps to streamline the arrangements for the stranded students, labourers and others belonging to different districts, who are struck up in Jammu, due to the sudden announcement of lockdown.

In a joint statement JKPCC President G. A Mir and several other senior leaders include Shri Raman Bhalla, G M Saroori, Haji Abdul Rashid, Mula Ram, Mohd Anwar Bhatt, G. N Monga,  Ravinder Sharma, Kanta Bhan, Amreen Bader have urged the UT administration to take further steps to streamline the process of food and shelter and Medicare to those stranded in Jammu, belonging to different  parts of Jammu and Kashmir,  who are struck up.

They should be shifted to their respective areas and till then proper arrangements for their food and shelter be made. The assistance of NGOs and social, religious organizations be also sought but to be managed by the government in order to maintain the standard health advisories.

They said that administration has taken some steps in this direction but large numbers of people are still stranded in Jammu and they are short of resources and shelter. They were waiting at bus stand and Rly station for three - four days. The government should come to their rescue and arrange for shifting them to respective destinations but meanwhile arrange for their food, shelter and Medicare.

J&K Congress Leader Saroori urged the government to evacuate the labourers and students who were unable to return home due to the lockdown

Jammu, Mar 28: Amid the ongoing lockdown to prevent the spread of coronavirus, hundreds of stranded people on Saturday appealed to the Jammu and Kashmir administration to arrange transport facilities, saying they feel more vulnerable in the absence of proper arrangements.

A large number of people, including migrant labourers, from outside are stranded in Jammu after the administration ordered a shutdown of all establishments except those providing essential services and commodities across the Union Territory on March 22.

Hailing from different parts of Jammu and Kashmir, the anxious people said they are shuffling between the bus stand and the deputy commissioner''s office here over the past one week with the hope to attract the attention of the authorities towards their plight.

Mohammad Akram Najar, a resident of Kralgund village of north Kashmir''s Kupwara district, was among dozens of the stranded passengers waiting for a word from the deputy commissioner''s office at Wazarat Road here.

I was in Kot Balwal jail for the last one year and was released only two days ago. I do not have any place to live here and I am desperate to reach my home, Najar said.

Tameshwar Singh, a resident of Tathri village of Doda district, said he had been visiting the bus stand and the DC office for the last three days, but to no avail.

We are not infected with the virus but if the situation continues like this, we are afraid of getting infected, Singh, who was holding his minor child in his arms, said.

The government should take note of our pleas and immediately arrange the bus service so that we are united with our families at this hour of crisis, she said.

Three youths, hailing from Kishtwar district, said they have not eaten proper food for the past four days due to the lockdown and if the situation continues like this, “we will die of starvation rather than coronavirus�.

We had come here for mourning following the death of my brother-in-law at his Indira Nagar residence last week. All the mourners are now holed up here and some running short of medicine, said another resident, hailing from a village along the Line of Control (LoC) in Poonch district.

Ghulam Mohammad Khan, a resident of Kishtwar said, he visited the DC office on Thursday and enrolled himself in the list of stranded passengers with all details, including the phone number.

I am still waiting for the call which will take me to my home,he said. A woman, who was waiting along with her daughter, said they want to return to their home in Poonch.

My daughter is studying here and her hostel was shut; my two other children are in Rajouri and we are very perturbed due to the prevailing situation,she said.

A large group of migrant labourers from different parts of the country is also putting up at Jammu Railway Station and wants the administration to arrange transport facility.

Several government and non-government organizations have arranged food for the stranded people at the bus stand and railway stations over the past few days.

Meanwhile, senior Congress leader and former minister G M Saroori urged the government to evacuate the labourers and students who were unable to return home due to the lockdown.

The stranded labourers and students are making distress calls after getting stuck in different parts. They should be immediately brought back to their homes in view of the alarming spread of COVID-19", Saroori said in a statement here.

He said it was the responsibility of the administration to take up with respective state governments.

Without the government''s help, it is not possible to reach out to the migrant labourers and students affected by the lockdown, he said.
