PDP-BJP Government has “failed” to implement equitable development

CHATROO, DECEMBER 04: - Underlining the huge development deficit faced by Chenab Valley region, Indian National Congress (INC) Vice President Ghulam Mohammad Saroori today said the present coalition has only worsened the situation for the residents of the mountainous areas over the past one year.

Saroori was addressing a well attended public meeting at Guri Nallah area of sub-division Chatroo in district Kishtwar here today he claimed that people of the State were looking towards the party to replace the PDP-BJP Coalition Government, which it claimed has “failed” to implement equitable development agenda.

Alleging that PDP-BJP coalition has failed to carry forward the equitable development agenda, Saroori said Congress will formulate a comprehensive policy for inclusive growth of the State. “It is the desire of all the Congressmen to establish a system where every section of the society would get justice and equal opportunities for development and economic growth,” he said.

“Miserable condition at the district hospital Kishtwar it was easy to imagine how people in distant and inaccessible areas could be facing disease and ailments” Saroori said and added that the area being prone to road accidents and natural calamities needed state of the art medical facilities but unfortunately those who are in power with the strength drawn from this region would reappear only at the time of next elections with another bundle of promises and go back to their own world.

Calling upon party workers to launch a war against PDP-BJP coalition for its failure to solve basic problems of the common masses, Saroori said that the present dispensation has failed on all fronts and woes of commoners have been mounting due to anti-people policies being propagated by this regime. He said that coalition government was nothing but an arrangement between two parties to brazenly enjoy the power. He said that under development in this belt was a clear indication that this Government was non-serious towards solving problems of the people. He called upon his party workers to educate the masses to about the revolutionary steps which was taken by Ghulam Nabi Azad during his tenure as Chief Minister of the State.

Saroori also took stock of people’s problems of Guri Nalla and Singpore areas of Chatroo, besides developmental needs. The MLA Inderwal was accompanied by BDO Chatroo Subuh Shad, DFO Marwah Vikay Kumar, TSO Chatroo Tariq Munshi and a team of senior officers of PDD, PHE, RDD departments. Several deputations met Saroori during his visit and apprised him about their individual and collective problems. The main demands raised by the locals included repairs and renovation of link roads, lanes, drains, replacing of damaged electric poles, transformers, MGNREGA payment on time, early completion of Guri Nallah road, bridge over the river and others problems. Many issues were solved by the MLA Inderwal on the spot by directing the concerned authorities to redress the problem immediately.

Saroori nurturing spirit of camaraderie, moral values among children

Chatroo (Kishtwar), December 03: - Member of Legislative Assembly from Inderwal, Ghulam Mohammad Saroori, Thursday observed that the educational institutions are granaries where future leaders of society are nurtured to shoulder the responsibilities of nation building in varied fields of human endeavour.

Saroori, as Chief Guest, was addressing the Annual Day Function of the Green land public school Chatroo in district Kishtwar here today sought better synergy and frequent interaction between teachers and parents for achieving the common objective of shaping the destiny of children and making them useful citizens for the society. “Without active cooperation of parents, the schools cannot succeed in moulding the younger generation in a better way”, Saroori said and stressed the need for periodical meetings to take appraisal of the progress achieved.

Describing the Annual Day Function as an important event for every educational institution, Saroori observed that it is an occasion for the management to look back at its achievements and failures in the year past and identify measures required for bringing about improvements in the future; it is an occasion of joyous celebration for the students who successfully complete their studies and also for their proud parents.

Saroori said that Green land public School is doing its best in nurturing the talent of the student and said he will leave no stone un-turned for the up gradation of this school besides various special programmes being organized by the school deserve appreciation. He also spoke high of the management of the school for extending all basic facilities to the students in the field of teaching and learning process. He congratulated the Chairman of the School, Mohammad Saleem Wani, the School Management, teachers, staff, students and their parents on the Annual Day Function of the institution.

“Expressed concern over non availability of medicines at District Hospital Kishtwar and dilapidated condition of Kishtwar-Batote road”

KISHTWAR, DECEMBER 01: Taking serious note of continuous soil erosion in many parts of the Kishtwar district despite plantation of whopping 16 lakh trees, Chairman of the committee on Environment of J&K Legislative Assembly, Mr. G. M Saroori has constituted a panel headed by Deputy Commissioner Kishtwar to dig out the truth.

The J&K Legislative Assembly (JKLA) empowered Committee headed by, MLA, Inderwal, G. M Saroori and Legislators Dr. Krishan Lal, Mumtaz Khan, Gulzar Ahmed Wani, Naresh Gupta, Shyam Lal Bhagat and Firdous Ahmed Tak took the meeting with district administration at new DC complex Kishtwar.

During its visit to different parts of Kishtwar and inspection of various power projects has come across several complaints vis-à-vis continuous soil erosion in the areas in the vicinity of Dul Hasti project reservoir. The Committee has also received complaints regarding soil erosion in those areas which were provided road connectivity under Pradhan Mantri Gram Sadak Yojana (PMGSY).

While taking meeting of district officers at Kishtwar, the Committee on Environment came to know that Social Forestry Department planted around 16 lakh trees to stabilize soil in the vicinity of Dul Hasti power project and in numerous other areas where rural roads were constructed under Union Government’s flagship scheme of PMGSY, Committee wondered as to how soil erosion can continue despite plantation of such a large number of trees.

Saroori, who is MLA from Inderwal constituency said that there are laid down guidelines for compulsory afforestation to compensate the loss of the trees during execution of any major project and funds were earmarked for this exercise in the areas in the vicinity of Dul Hasti project. Even sufficient funds were kept at the disposal of the Social Forestry Department to compensate the loss of trees during construction of rural roads in the Kishtwar district. But we have not seen such a large number of trees having been planted by the Social Forestry Department. There are apprehensions about mis-utilization of funds meant for compulsory afforestation as such there is a need to look into this aspect”, adding “since numerous power projects are coming up in the district there is a dire need to go in for compulsory afforestation at large scale to check adverse impact of the developmental activities on the environment”.

Noting that ground situation was not in consonance with the plantation figures provided by the officers, the Chairman of the Committee on Environment, Ghulam Mohammad Saroori constituted a committee headed by Deputy Commissioner Kishtwar to dig out the truth and submit report within next 15 days, adding the Chairman of the Committee has also decided to seek information from the Chief Conservator of Forests to ascertain the results yielded by compulsory afforestation in Kishtwar district and the funds actually utilized for the purpose.

The Committee while talking tough against the NHPC for their failure in preserving and conserving the environment in Chenab valley directed the state Pollution Control Board (PCB) not to issue any No Objection Certificates (NOCs) in favour of NHPC and JKPCC till both the companies fulfill their commitment towards safe guarding the environment.

While deliberating over the issue, Chairman of the committee Ghulam Mohammad Saroori said that NHPC fails to fulfill its commitment under corporate sector added that even after several years, NHPC fails to construct safety tanks within its premises as a result of which the dirty water and other hazardous waste material flooded on the streets of Kishtwar town threatening the health of masses. He said that NHPC also fails to carry out any major welfare initiative which gives boost to the environment, added that company is eying to tap waste power potential on river Chenab, but at the same time fails to spend a single penny on the preservation of environment.

The committee further directed DC Kishtwar to constitute the committee of Geological experts to verify the claims made by MLC Firdous Tak regarding sinking of adjoining villages around Dool Dam and directed the NHPC to take all measures to safe guard the interest of the people living in villages around power projects.

Saroori also directed NHPC officials and Municipal Committee Kishtwar to clear its position with regard to construction of solid waste management plant within two weeks and warned of action in case of failure. The Chairman also showed its concern over non availability of medicines at District Hospital Kishtwar, beside also shows concern over the dilapidated condition of Kishtwar-Batote National Highway that sinks at many places due to impact of Baglihar power project.

LA Committee on Environment reviews sanitation facilities

 

Asks DDC to prepare pilot project for development of municipalities

DODA, NOVEMBER 30: The Committee on Environment on the third day of its tour of Chenab valley today inspected District Hospital Doda, Solid waste management plant and various municipal areas to take stock of cleanliness and sanitation facilities there.

Chairman of the committee MLA Inderwal Mr G. M Saroori was accompanied by Legislators Dr. Krishan Lal, Naresh Gupta, Mr Shyam Lal Bhagat and senior officers during the visit.

While reviewing the sanitation in and around the town the committee appreciated the beautification works taken up by the municipality in the town. Committee inspected old hospital building, Town hall Doda, Construction site of Community hall Doda and new bus Stand and directed the concerned agencies to ensure time bound completion of renovation works of the old hospital building Doda. Directions were also passed to the EO municipality to cover the garbage dumping site near new bus stand to prevent spread of diseases.

During meeting with the officers Committee directed Deputy Commissioner Doda to report the quantum of plantations undertaken during last two years in the Baghilar catchment area within 15 days.

Committee also sought report from the Divisional forest officers regarding the number and type of plantations along with the total area covered and damages to these plantations due to developmental projects so that actual progress of afforestation programme could be assessed. Committee directed DDC to constitute a team of officers to submit a report regarding the plantation by the forest department with the percentage of their survival

Chairman also asked DDC to prepare a pilot project for the development of the municipalities and expressing serious concern over the shortage of staff in Municipal Committee Thatri directed to engage sufficient staff to improve sanitation. ACD Doda was asked to ensure that the sanitation works in the rural areas are taken up on priority and more man days are generated . Chairman also directed to ensure that quality flour is provide to the consumers

Committee members stressed on ensuring proper disposal of bio-medical waste, plugging the leakages in the PHE Pipes and also asked the concerned to check that hotels have proper STP’s.
