Saroori, Mumtaz and Shah Mohd visited Samba to express sympathies

Jammu, February 24: - The Jammu and Kashmir Pradesh Congress Committee Wednesday demanded an inquiry by a sitting high court judge into the killing of Muhammad Yaqoob, a protester, was killed in Monday's clashes between the police and the protesters in Sarore area of Samba district.

In a joint statement by state Congress vice President & MLA Inderwal, G. M Saroori, Haji Abdul Rashid, Mohammad Amin Bhat-(MLA), Chowdhary Akram-(MLA), Aijaz Ahmed Khan-(MLA), Usman Majeed-(MLA), Gulzar Ahmed Wani-(MLA), Mumtaz Ahmed Khan-(MLA), Chowdhary Issaq, Chowdhary Ghulam Mohd Kohli, Advocate Shah Mohd termed this incident as unfortunate and uncalled for.

"The killing of one civilian is a political murder and we demand that the government hold a judicial inquiry by a sitting judge of the high court to unravel the truth," Congress leaders said and lamented that the unfortunate incident, which can be avoided, has claimed lives of one civilian and injuring several nomads allegedly in Police firing. They criticised the Administration over displacement of Gujjars from Jammu and have claimed that the BJP was "destroying Jammu Kashmir at the behest of RSS."

“Since PDP-BJP formed the government in the state, the eviction drive and harassment to minorities in Jammu has started. The administration at the behest of BJP has started implementing the RSS agenda in Jammu & Kashmir, especially in Jammu. So-called rulers have started targeting minorities and recent killing of innocent Gujjar and displacing nomads from their homes and bulldozing their small homes are glaring examples of this,'' Saroori said and added that our party (Congress) will never support any harassment to any community or a tribe.

Saroori said people (Gujjars and Bakerwals) have four-decade-old kothas in the forest areas of the Jammu region and their harassment was a "great concern." He has exhorted government to ensure that nomad community feels safe and secure.

Mumtaz Ahmed Khan said that the "harassment" was the mission of PDP-BJP coalition government and administration is following the BJP and RSS dictates. He claimed that BJP MLA through JDA is transferring people on communal lines to facilitate the "eviction."

“This is a very tragic and heartbreaking incident. Governor should ensure the guilty are identified and brought to justice in a time bound manner. Our hearts go out to the families of the one deceased youth and we pray for the smooth and complete recovery of those who have sustained serious injuries in this incident”, the senior Congress leaders said.

Saroori writes to Governor regarding NFSA and functional of 676 health sub-centres in the state

“Provide 35 kg ration to each family at the rate of Rs 2 per kg to the entire population of the state”

Jammu, February 22: - Former J&K Minister and MLA Inderwal, G. M Saroori has shot off two more letters to Governor J&K, N. N Vohra voicing concern over non-functional of 676 health sub-centres and implementation of NFSA in the state.

“Distressed over the pathetic condition of health institute in erstwhile Doda district, Saroori seeks the immediate intervention of Governor J&K N. N Vohra to safeguard the lives of the thousands of the commuters. My heart bleeds seeing with the current health institution we have in total at present in the erstwhile Doda district. It makes my head wonder since 1987-2014 no health sub-centres have been sanctioned at all for erstwhile Doda district, Poonch, Rajouri, Kupwara, Baramullah, Anantanag and Udhampur districts. With more than 30 lakhs of population and couple health sub-centres in the area is a shameful thing for all of us. For the basic health check-ups we would have to travel a long way otherwise there no way around it”, Saroori said

To improve the health facility in the hilliest, remote and backward area around 676 health sub-centres were sanctioned by previous Union Health Minister Ghulam Nabi Azad which was a historical and bold decision. The material for the sanctioned sub-centres, salaries of FMPHW has also been released but yet the government failed in opening the sanctioned sub-centres in the far flung areas of the state especially erstwhile Doda district.

Now making the sanctioned sub-centres functional is a big question mark for the Government. He urged Governor to pass the directions to Commissioner Secretary Health and Director Health’s for immediate opening and making the sanctioned sub-centres functional so that general public won’t face any hardship in regard to health sector.

Saroori also write to Governor regarding implementation of National Food Security Act (NFSA) in the state which has been launched in haste without a proper and perfect ground work in the state.

In a letter, Saroori alleged that discrepancies that surfaced during uploading of the data on the national portal have not been addressed and even more loopholes have detected after the launch of the scheme. "It is beyond comprehension that the Act has been launched without addressing the concerns shown by the masses from time to time, which has resulted in chaos and confusion among the consumers", Saroori said in a letter to Governor.

The Congress leader suggested for a review of the database and categorization of people under priority, non-priority and exclusion category, besides removing the short comings, duplicity and multiple errors. He reiterated his demand for food security for the entire population of the state by providing 35 kg ration to each family at the rate of Rs 2 per kg.

Saroori sought Governor's personal intervention for enhancement of coverage under NFSA from the Central government and suggested the Governor's administration to take note of the protests that have sparked after the implementation of the Act. All measures for making the Act viable, transparent and consumer friendly must be taken at appropriate levels, Saroori said.

Saroori writes to Governor over non-distribution of solar lights in Kishtwar

People of rural areas are desperately waiting for the solar lights as it will hugely benefit them

Beneficiaries watch helplessly; awaits distribution

Kishtwar, February 12: - Chairman on Environment Committee in legislative Assembly and Member of legislative Assembly (MLA) from Inderwal, Ghulam Mohammad Saroori has reiterated his demand for immediate distribution of sanctioned solar lights in Kishtwar district of this State.

In a letter written to Governor J&K N. N Vohra, Saroori invited attention of the Governor for early distribution of solar lights in the district through JKEDA.

It’s a great pity that living in the 21st century we still have to wait for long periods of time till minor issues are taken care of, this is one of our main reasons why we lack from progressing to a better state.

Saroori said in the year 2013-14 UPA II government through New and Renewable Resources Ministry has sanctioned around 19000 solar lights at subsidized rates for bad pocket areas including the partially electrified and un-electrified areas of district Kishtwar but till date only few thousands solar lights have been distributed by the JKEDA.

The remaining solar lights are being worn out as they are placed in the store rooms. These solar lights are yet to be distributed due to delay on the administration side threatening the life of the battery as if these solar light remains unused for long duration can spoil the life of battery supplied by the JKEDA with solar light kit.

We all know solar lights are a necessity for every human being especially for the people living in rural and far-flung areas that don’t have any electricity facility like people have in urban areas.

Saroori said he would also like to make it clear that the entire process of sanctioned solar lights has already been authenticate through Lamberdar, Chowkidar, Panchayat representatives, Village level officers, Block level officers, Assistant Commissioner Development Kishtwar and by the previous District Development Commissioner Kishtwar but on the basis of complaints made by few political leaders regarding irregularities in the distribution of solar lights in Kishtwar, a committee headed by ADDC Kishtwar was announced by the then DDC Kishtwar in July last year to identify undeserving beneficiaries within 15 days. Now seven months have passed away and the committee has already rectified the sanctioned lists thrice. The process level has been appalling, till now the people of rural areas are desperately waiting for the solar lights as it will hugely benefit them.

He further said that he has already submitted the list for additional sanctioning of solar lights for 114 left over villages in the district through JKEDA to Government of India.

It is to mention here that though UPA government has sanctioned Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) phase II scheme and Rs. 100 crores stands released to electrify un-electrified areas of Chenab Valley comprising of Doda, Kishtwar and Ramban but till date no contractors has shown any interest in this contract and also it will take at least 3 years for implementation of this centrally sponsored scheme on ground. By starting the work on 2nd phase of RGGVY it will cater the leftover un-electrified villages in the whole Erstwhile Doda district.

Also as per the agreement of state government with government of India, each beneficiary will have to pay Rs.750 for the each solar kit comprises of one large size battery, solar plate and two bulbs against the cost of approximately Rs.27000/solar kit while the subsidy (Approximately 90%) given by the government.

As more than half winter has already been passed, Saroori demanded intervention of Governor J&K N. N Vohra, so that the remaining solar lights to be distributed at an earliest. As a consequence, thousands and thousands of families across the Kishtwar could take benefits of this centrally sponsored scheme during winter time when people were in more need due to non availability of essentialities.

Naresh, Saroori condoles Pritam Singh’s death

Kishtwar, February 12: - PCC Vice President G. M Saroori and MLC Naresh Kumar Gupta today expressed deep grief over the passing away of Shri Pritam Singh (Duddo Thakur) son of Thakur Ram Singh resident of Karool Sarthal in district Kishtwar. He was 55 years old.

Saroori seek Advisor’s intervention to probe misuse of office by ACD Kishtwar

Misappropriation of funds in clearance of 2013-14, 2014-15 MGNREGA liability in Kishtwar

Kishtwar, February 10: - Congress Member of Legislative Assembly (MLA) from Inderwal, G. M Saroori today urged Khurshid Ahmed Ganai political Advisor to Governor J&K to direct concern authority to probe the misuse of office by Assistant Commissioner Development Kishtwar.

“In December last year the Government has released 30 crores funds in order to clear the liability created by the Rural development department under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) for the year 2013-14 and 2014-15 but ACD Kishtwar instead of using his office judiciously, did favoritism and uses pick & choose policy in releasing funds for petty benefits which is unfortunate. So much so he has even released the funds for some favorite’s blocks for the work taken under 2015-16 but failed to release funds for Inderwal constituency to clear the liabilities for the previous year’s 2013-14 and 2014-15”, Saroori lamented.

Saroori said that ACD Kishtwar has released the funds only for those blocks where the liability was very low and in the past also the RDD department got the funds to clear the liability but Chatroo, Mugalmaidan, Thakrie, Drabshalla, Bunjwah, Thathri blocks of district Kishtwar got very less funds as compare to other block for clearance of liability.

He said we pressed to people for taking part in MGNREGA scheme, so that more and more people living in rural and far-flung areas to get benefit from it, but what ACD Kishtwar is doing is quite shameful and it is by mean of snatching the employment from the poor and needy people who are wholly solely dependent upon the MGNREGA.

‘Dillydallying tactics of the said officer and his abuse of official position is a question mark on his efficiency and public service’ Saroori said and adding that such officers create trust deficit between government and public to malign the image of government. Such lackadaisical approach of officers who do not enjoy good reputation be put in deadwood category. Cadre posts manned by non-cadre officers for extraneous reasons are destined to bring mess in prestigious public schemes. Can such officers ensure public service guarantee’ Saroori alleged.

So much so till date ACD Kishtwar failed to approve the 100% plan for the year 2015-16 whereas in other districts of the state the 100% plan stands sanctioned and work is going on at pace speed. Even Block Development officers and panchayats representatives also approached ACD Kishtwar to sanction 100% plan but he keeps on delaying it and giving lame excuses.

Saroori said that he won’t become a mute spectator and won’t let injustice be done with the people of Inderwal constituency. MLA Inderwal G. M Saroori urged Political Advisor to Governor J&K Khurshid Ahmed Ganai and Commissioner Secretary RDD Khurshid Ahmad Shah to intervene in this matter and direct the concern authority to probe the misappropriation of funds in clearance of MGNREGA liability in district Kishtwar, so that poor people will get justice in this regard.
