Saroori demanded setting up of Hill Development Council for Chenab Valley



Raises public issues in the District board meetings of Doda and Kishtwar

Doda, July 06: - Congress MLA from Inderwal Ghulam Mohammad Saroori in the Kishtwar DDB raised the demand for setting up of Chenab Valley Hill Development Council for development and betterment of the three districts including Kishtwar, Doda and Ramban.

In responding to Saroori’s demand Chief Minister Mufti Mohammad Sayeed categorically ruled out setting up of Chenab Valley Hill Development Council but announced setting up of exclusive Chenab Valley Development Fund (CVDF) for development and upliftment of the area and generate employment opportunities. “Such a demand can’t be met,’’ Sayeed told Saroori in a DDB meeting.
The following decision’s which was taken in district board meetings of Doda and Kishtwar for Inderwal Assembly segment are as: -
Sanctioning of Bhatyas-Akhyar Pura road under Central road fund (CRF) at an estimate of Rs 5 crores. Rs 50 lakhs sanctioned for completion of High School buildings at Kencha, Jakyas, Dagroon and Tanta. All Rehbar-E-Taleem (Re) teachers panels which are pending in the Directorate office of Education will be approve by the Director within a time bound manner i.e two weeks. All ReT’s who has have completed their five years term are still not been regularized, the decision was taken in the board meeting that whoever has completed the term shall be regularized. The Kandi Canal work which was left in between by the Contractor, now the Irrigation department will pursue the remaining work on Kandi Canal. The two bridges were sanctioned at the cost of Rs 80 lakhs over Sigdi Nalla Chatroo. Rs 1.50 crores were sanctioned for the construction of washed up portion of Circular road Chatroo. The decision was taken for the construction of Model Higher Secondary Chatroo. Rajma and Zeera village will be developed in Kishtwar. Rs 50 lakhs for PHC Rahal Thal Mugalmaidan and Rs 40 lakhs for PHC Nali Bunjwah.

The following are the sector wise demands which were put forth by Mr. Ghulam Mohammad Saroori Hon’ble Member of Legislative Assembly (MLA) Inderwal at District Development Board (DDB) meetings of District Doda and Kishtwar which was held at Doda

In Education sector Saroori raised the demands including the completion of work on various high schools of Inderwal constituency Saroori demanded funds from Hon’ble Chief Minister. In the meeting Saroori demanded early start of work on Government degree colleges falling in Inderwal constituency viz ; Chatroo and Thathri in a time bound manner. He laid emphasis on construction of sanctioned Kasturba Gandhi Balika Vidyalas (KGBV) in Inderwal constituency. He demanded early disposal of ReT panels which are pending from the last more than one year, so that hundreds of aspirants could earn their livelihood. Regularization of ReT teachers who have completed their five years term but yet they haven’t regularized yet. Filling up of lecturers, masters and teachers posts which are lying vacant because of which students of far flung areas have to suffer badly. He said that establishment of Multi-training Institute is the need of hour and it is should be established in Kishtwar district so that local youth could secure their future in upcoming projects of Chenab valley. He demanded compensation and funds for the construction of model higher secondary schools at Thathri and Chatroo so that work could be taken in hands.

In Power Sector Saroori laid strong emphasis for establishment of receiving station at Kahara, and said that it would ensure better electricity supply in the area which is in shambles condition. Early resumption of work on prestigious Rattle hydroelectric project Drabshalla was demanded. Resumption of work on such a prestigious project will significantly put a check on the alarming rate of increasing unemployment in the area and will also cope up the increasing demands of electricity. RR plan of rattle hydroelectric project be finalized at the earliest so that the families who have been rendered landless and homeless be compensated and rehabilitated accordingly. Work on RGGVY phase II should be executed at the earliest .It would ensure electrification of left out far flung areas of Chenab valley and raising the electricity status of area. He demanded rolling back of electricity fare of poor people which are lying below poverty line (BPL) from Rs 360 to Rs 108. Work on Dunadi hydroelectric project should be started on priority so that the local demands could be coped up.
In Health Sector Saroori demanded AIIMS should be established in Chenab Valley, which he called as the “legitimate” demand. He said if the government fails in establishing the AIIMS in Chenab Valley then they should sanction IIM and IIT for Doda and Kishtwar respectively. New PHC’s and sub centers which was sanctioned for far flung areas of Inderwal constituency and the construction of sanctioned PHC’s and Sub-Centres’s should be taken in hands as soon as possible. He demanded filling up of all the posts of doctors which are lying vacant in various health institutions so that people doesn’t suffer anymore on the part of government’s apathy.
In Roads and Building sector Saroori demanded construction of Bus stand at Thathri after taking away 5 kanals of land from sheep husbandry department which is the need of the hour, and will ease the local people and drivers from regular traffic jam on the highway. Relief and Rehabilitation of flood and earthquake victims was demanded so that the people who have been rendered homeless could hide their head in their own houses which have got damaged badly. Construction of circular road Chatroo should be taken under SDRF. Bhatyas-Amritpura road should be taken under CRF so that the work on project could be completed in a time bound manner. Re-alignment of Batote-Kishtwar National highway should be done via Nashri tunnel-Khelani-Phigsoo-Drabshalla-Kishtwar upto Anantnag via Singhpora Vailoo tunnel. As there is higher risk of submerging and sinking of national highway which could lead to an unexpected disaster. The 20 minutes long discussion were held on Singhpora-Vailoo tunnel in which Mr. Saroori gave detailed about the tunnel. Till now Rs 60 crores have been utilized by the BRO in preparing the pre-feasibility report and now the proposal have been submitted to the Union government for releasing the funds for the start of construction of the prestigious tunnel. Feasibility for undertaking work on Sigdhi Foot Bridges be carved out so that the work could be taken in hands. Compensation to the roads which constructed under CRF, NABARD schemes which are pending should be disposed off that too within a stipulated time period. Kishtwar-Sinthan national highway should be maintained and developed as a class of art highway by way of widening, blacktopping etc.

In PHE Sector Saroori demanded funds should be allocated for early start of work on various Water Supply Schemes (WSS) which stand sanctioned. Early start of work on filtration plants at Thathri and Chatroo. The construction of left over work on Kandi canal irrigation should be taken in hands by the department itself and it would prove a great boon to the agriculture sector in the area.

In Tourism Sector Saroori demanded tapping up of vast tourism potential of the area by developing parks, tourist spots, resorts, huts and various amenities. Release of funds for developing Chatroo-Sinthan top as the top tourist destination of state, by making various facilities available there out. Compensation which is lying pending under various tourism works should be given to the affected without any delay. Construction of TRC at Thathri should be started at the earliest after taking 5 kanals of land from sheep husbandry department.

In Agriculture and Horticulture sector Saroori demanded high quality fruit plants be distributed among the farmers in order to yield high grade and resistant fruits. He demanded that at least one village each be declared as walnut village, apple village etc so that the diminishing growth of these sectors could be revived. Saroori demanded a Rajma and a Zeera institute be established at Kishtwar as the quality of Kishtwar Zeera and Rajma is non comparable and is of very high quality.
