Centre government commitment to provide improved facilities to the people living in far-flung: Saroori



Various deputations called upon Saroori

Jammu, 25 January: - Senior Congress Leader and MLA Inderwal, Ghulam Mohammad Saroori reiterated the centre government commitment to provide improved facilities to the people living in far-flung, remote and hilly areas of the Jammu and Kashmir state.

He said during the past ten years the Government has taken several steps in this direction and change can be well acknowledged at the ground level.

Saroori was interacting with a deputation of Chingam, Bunjwah, Thathri and Khara area of district Doda and Kishtwar.

The deputations apprised Mr. Saroori about their day to day problems pertaining to their areas. The problems which were highlighted included improvement in power supply, ITI Colleges for Mugalmaidan Chatroo and Malanoo Khara,  road connectivity, drinking water and health care facilities, in view of the heavy snowfall.

Deputation also thanks Mr. Saroori for construction of link road from Thana to Chingam which was constructed by Rural Development Department (RDD) which benefits 500 souls.
Thathri Deputation also thanks and appreciated the step of Mr. Saroori for approval of ANM school forThathri, Doda under central sponsored scheme.

They hailed the concerted efforts of the Saroori for all round development of the area and hoped that their genuine demands of basic facility besides creation of new administrative units which includes Sub-Divisions for Chatroo, Thathri, Bunjwah and Khara beside creation of new Tehsil and Nayabats including Nali Bunjwah, Drabshallah, Mugalmaidan, Feller, Sarthal, Khara, Jakyas and Figsoo. Nayabats Patnazi, Balgran, Lass, Drabshallah, Keshwan, Mugalmaidan, Chingam, Malanoo, Bathri, Kandhothe and Figsoo. RDD Blocks Nali Bunjwah, Sarthal, Thakrie, Mugalmaidan, Khara and Jakyas in the Constituency would be fulfilled soon by the government.

Responding to the demands of the deputationists, Mr. Saroori said that the un-electrified areas of the erstwhile Doda district will be covered under RGGVY scheme during this financial year under phase-II.

Saroori said that more health sub centers would be established in Inderwal Constituency very soon adding in this regard the Central government has given its nod for setting up of 676 sub health centers in the State beside said that 19 Industrial Training Institutes (ITI’s) will be opened in uncovered areas to impart technical training to rural youth in job oriented trades, other genuine demands will be redressed soon on top priority.

Saroori meet with Divisional Commissioner Jammu

72 year old Ex Serviceman allegedly beaten by Police Sub Inspector in Kishtwar died
 

Jammu, 23 January: - A 72-year-old ex-Armyman died here allegedly after he was thrashed by three policemen, triggering protests in the area, prompting Jammu and Kashmir government to order a probe and suspend a Sub-Inspector.

Deputy Commissioner, Kishtwar, Baseer Ahmad Khan ordered a magisterial enquiry, and directed SP, Kishtwar, to place Sub-Inspector Madan Lal under suspension in connection with the death of Raja Ram in Kishtwar district, officials said.

The ex-Armyman of Bungam Tagood in Chatroo belt of the district was five days ago taken to Dadpath police post for alleged delay in de-boarding from a vehicle in which he was travelling from Kishtwar to his home, and he was allegedly assaulted by a Police Sub-Inspector and two constables, the officials said.

The death of Ram irked the people of the area who brought his dead body to Dadpath police post and held a protest, blocking vehicular movement on Kishtwar-Chatroo road for several hours, demanding suspension of erring police officials and lodging of FIR against them, they said.

Additional Superintendent of Police, Kishtwar, along with other police officers, reached the spot and tried to pacify the people, they said.

Deputy Commissioner, Kishtwar, Baseer Ahmad Khan then ordered magisterial enquiry and directed SP, Kishtwar, to place Sub-Inspector Madan Lal under suspension.

Meanwhile MLA Inderwal Ghulam Mohammad Saroori at Jammu also met with Divisional Commissioner Jammu Shantmanu and demanded necessary action against the erring police officials, besides also demanded registration of FIR against them to meet the ends of justice.

He also shows his resentment with Divisional Commissioner Jammu and Deputy Commissioner Kishtwar over the death of innocent senior citizen in wake of police atrocities.

Both the senior officers assured stern action against the erring police personals in case they were found guilty of committing the heinous crime.

After assurance from District Administration and request made by MLA Inderwal G M Saroori, the protestor called off the protest. After autopsy of the deceased, administration handed over the dead body to family members for last rites.

SP Kishtwar place Sub Inspector under suspension and has also order inquest proceedings U/S 174 Cr.PC. The accuse police officer during preliminary enquiry before the seniors denied all the allegations leveled against him. He also informed the senior that police has also filed "Estagasa" U/S 107 RPC against the deceased before the magistrate for disrupting the police officer from performing his duty.

It is pertinent to mention that the accuse Sub Inspector was earlier accused off demanding money from the family of 23 year old Tanbeer Singh who disappeared mysteriously from a marriage party almost two years ago and is yet to be recovered.

Government should dispatches a team to Punjab to find out the details of death of Doda student: Saroori


Doda student found dead in Punjab College.

Jammu, January 22: - Senior Congress leader and MLA Inderwal, Ghulam Mohammad Saroori on Wednesday shock and anger over the mysterious death of a Doda student in engineering in Rayat & Bahra Institute of Engineering and management Hoshiarpur (Punjab).

Khalid Hussain Mintoo, son of son of Raiz Ahmed Mintoo, a retired lecturer in Doda area of Jammu was found dead under mysterious circumstance and the college authorities and police brought the matter into the notice. He was in his final year.

"In 2013, four such incidents when a Jammu and Kashmir youth has died mysteriously. Expressing “serious concern over the mysterious death of Khalid Mintoo” in Punjab Saroori said that the amalgam had “time and again raised alarm that J&K students and traders working outside the state are not safe have been murdered under mysterious condition,” he said

Saroori asked for the probe so as to ascertain the truth behind these sudden deaths and also to expose any foul play.

“It is the duty of the government to provide security and safety to the traders and students working outside Jammu and Kashmir.” Saroori demanded that “the State Government should dispatches a team to Punjab without any delay or callousness to find out the details of this case.”

“Any non-seriousness shown by the government in this regard could lead to further alienation and sense of fear among Jammu and Kashmiri students in various parts of the country", Saroori added

Saroori also condole the sad demise of Khalid. He expressed his heartfelt condolences to the bereaved family.

He prayed to the Almighty Allah for peace to the departed soul and prayed to give courage of the family to bear this irreparable loss.

Demanded Sub-Centres & Medical College for Kishtwar & Doda.

New Delhi, January 21: - Minister for PWD (R&B) and Mechanical Engineer, Abdul Majid Wani and Senior Congress Leader & MLA Inderwal, Ghulam Mohammad Saroori today called upon Union Health and Family Welfare Minister, Ghulam Nabi Azad in the capital to discuss latest political and development scenario in Jammu and Kashmir especially of Erstwhile district Doda.

They submitted a charter of demands for the twin mountainous and backward districts of Doda-Kishtwar, especially with regard to improving health facilities there.

Congress Leaders told Azad that these two districts have not only suffered on account of natural disaster Earth Quakes but also on account of least development. They asked the health minister to sanction medical colleges for Kishtwar and Doda.

They asked the health minister to sanction medical colleges for Kishtwar & Doda and also setting up of tertiary health centres, which will bring medical relief to the people of two districts.
The Congress leaders also demanded Sub-Centres for Erstwhile Doda district as since 1987 no new sub-centre has been established in the erstwhile district Doda, Poonch, Rajouri, Kupwara, Baramullah, Anantanag and Udhampur districts. To improve the health facility in the hilliest, remote and backward area they demanded at least 60no Sub-centres for each constituency of Erstwhile district Doda.

Saroori highlighted the needs for construction of Singhpura-Vailoo tunnel and Chattar Gallah tunnel which will connect Erstwhile Doda District with Srinagar Valley and help in its holistic development. They said funds are required from Defense Ministry Government of India for final DPR of Chatroo-Singhpora-Vailoo tunnel. They said road has completed from both the side of Singhpura Vailoo Tunnel few years ago and it’s a long pending demand of the people of this area. 

They apprised Minister about the geographical and topographical conditions of Erstwhile District Doda which remains cut off for more than 6 months from Srinagar via Sinthan.

Wani, Saroori also apprised Union Health Minister Azad about Chattar Galla tunnel which will be shortest distance from Lakhanpur, via Bani Basoli via Bhaderwah via Kishtwar Chatroo Singhpura- Vailoo Tunnel to Anantnag Srinagar. They said UPA Chairperson Smt. Sonia Gandhi had already inaugurated the Lakhanpur tunnel last year and it will be shortest distance to reach Srinagar and will be open in all the 12 months.


They requested Azad to use his good office for making necessary efforts for starting construction work on Chatroo-Singhpura-Vailoo and Chattar Gallah tunnel so that all weather transport facilities are ensured for the people of the twin districts of Kishtwar and Doda.


Azad gave patient hearing to both the leaders and assured that the Centre would provide every assistance to the State to ensure all round development besides improving Medicare facilities in Jammu and Kashmir. Regarding tunnels Mr Azad on telephonic conversation with Shri Oscar Fernendes Hon’ble Union Minister for Surface transport and demanded for early release of funds for final DPR of Singhpora-Vailoo tunnel and concern Minister assured that Defense Ministry (GOI) will release funds for feasibility of Singhpora-Vailoo tunnel shortly.



Azad also asked both the leaders to gear up their efforts for developing contact with people with upcoming parliamentary and assembly elections in view. He exhorted upon them to put in their best effort for strengthening the party in the state.



He said that in order to augment the rural health services; he (Azad) has already announced setting up of 600 new health sub-centres in the uncovered areas of the state.

Kishtwar oldest lady passed away.


Kishtwar, 19 January: - A great-grand mother believed to be the Kishtwar's oldest woman has died at the age of 112.

Zunnat Beguma Dev passed away early this morning at 9:00 am at his home Akhyarabad in the Kishtwar district, Jammu.

According to records Zunnat was born on September 28, 1902.

Hundreds of people from Kishtwar and its adjoining area participated in the funeral at Kishtwar Chowgan.

Zunnat was also the neighbor of MLA Inderwal G M Saroori.

Meanwhile Senior Congress Leader and MLA Inderwal Ghulam Mohammad Saroori expressed solidarity with the bereaved family conveyed his sympathy.

He remembered the departed soul as a noble lady who lived a pious life.

Saroori prayed to the Almighty Allah for peace to the departed soul beside a place for her in heaven.
He also prayed to Almighty Allah to give strength to the family members of the deceased to bear irreparable loss.

Stress for release of 710 crores PMGSY compensation, Additional IAY’s, revision of stage II and sanction of 10th phase projects.

New Delhi, 19 January: - Minister for PWD (R&B) Abdul Majid Wani and Senior Congress leader and MLA Inderwal, Ghulam Mohammad Saroori on Sunday met with Union Minister for Rural Development Jai Ram Ramesh to discuss various issues on development front and problem face under PMGSY in Jammu and Kashmir.

Congress leaders informed Mr. Ramesh that J&K Government had already submitted detail project reports of those unconnected villages/habitation with a low population of 250 souls enabling the Centre to sanction for the better road communication.

The leaders requested Minister for early release of Rs. 710 crores as announced by Prime Minister Dr. Manmohan Singh's in Srinagar last year, the Union Cabinet had also given nod to a grant of Rs 710 crore for land acquisition for expansion and upgradation of rural roads network in Jammu and Kashmir.

Congress leader demanded for early release of an annual grant of Rs. 10 Lakh to be given for each panchayats in Jammu and Kashmir as announced by Vice President AICC Rahul Gandhi in the month of November last year.

Saroori demanded sanction of additional Indira Awas Yojana (IAY) 3,145 & 1,423 for district Kishtwar and Doda in which every panchayat of twin district will get additional 50 IAY cases each, as state government had already submitted the proposal enabling the centre to sanction.

Wani, Saroori stressed for sanctioning of Stage II, 119 road projects with new 2012 rates as on these projects department has invited tender for more than 10 times but no one comes to do work on these projects because of very low rates. They demanded revision of rates on these projects for Improvement Shingling/ Metling /  Premixing beside stressed for sanctioning of phase 10th projects for Jammu and Kashmir State.

The Congress leaders said the situation in the state would change only once the 73rd and 74th constitutional amendments were incorporated into the J&K Panchayat Raj Act. The 73rd Amendment deals with empowering panchayati raj institutions.

The Minister gave patient hearing and assured that he will sanction additional IAY’s, special grant for panchayats, revision of stage II projects and projects of 10th phase on priority in strengthening core networks in all the areas of Jammu and Kashmir.

About PMGSY 710 crores payment Mr. Ramesh said compensation will be a special one-time dispensation for Jammu and Kashmir to meet the cost of land acquisition covering compensatory afforestation, forest land, trees, private land and structures for completion of Pradhan Mantri Gram Sadak Yojana (PMGSY) programmes.

Jai Ram Ramesh said that the Union Cabinet, at a meeting chaired by Prime Minister Dr. Manmohan Singh, decided that Rs 710 crores -- at 2013-14 prices -- would be released in two tranches to the state government under the PMGSY.

He said the Congress will take the battle to extend the 73rd amendments to J&K to its logical conclusion.

“I will keep exerting pressure on the state government to extending the 73rd amendments to J&K,” said Jai Ram Ramesh in a meeting with Wani and Saroori.

Congress's commitment for economic development of Jammu and Kashmir: Oscar Fernendes





Saroori called upon Oscar Fernendes; stress for Singhpora- Vailoo tunnel and release of Rs 324 crores for Kishtwar- Sinthan road.

Delhi, January 17: - Senior Congress Leader J&K and MLA Inderwal, Ghulam Mohammad Saroori today called upon Union Road Transport & Highways Minister Oscar Fernandes, to discuss important issues regarding development of Jammu and Kashmir.

Strongly advocating for construction of proposed two tubes of 5-Km each long Chatroo-Singhpora-Vailoo tunnel connecting Kishtwar with Kashmir valley, Saroori informed Union Minister that it will also help to provide a nearest all weather alternate highway between Jammu to Srinagar besides shortening the distance for Shri Amarnath Ji Yatris’.

Saroori informed that Hon’ble Prime Minister of India Dr Manmohan Singh has sanctioned 10no tunnels in the country which include Chatroo-Singhpora-Vailoo tunnel and which finds mention in the President address in the parliament 2012 address.

He informed about the importance of proposed Singhpur-Vailo Tunnel which will shortest alternate By Pass to NH1A from Batote to Srinagar and also facilitate smooth passage of Amarnath Yatra which will be without sliding sinking zone and the same will remain open trough out the year. It will also give impetus to tourism industry of the state as it will be vital link in Tourism Circuit comprising of Lakhanpur, Bani, Basoli, Chatergala, Bhaderwah, Kishtwar, Chatroo and Kashmir Valley thereby bringing socio- economic prosperity in the entire region.

He said that the construction of this tunnel will not only provide alternative road connectivity to valley, but will also give job opportunities to the local unemployed youths of the Kishtwar District.

Saroori said that under the Prime Minister's Reconstruction Plan, Rs.640 crore has already been earmarked for the road that passes through Sinthan.

Saroori also pressed for release of Rupees 324 crores for Kishtwar- Sinthan road so that 1100 labour on Chatroo- Sinthan road will be engaged to expedite the construction work so that project will be completed on time bound period besides stressed for early completion of Batote-Kishtwar road for which Rupees 342 crores have already been released, he demanded speed up and early completion of construction work from Batote to Sinthan.

Fernendes gave patient hearing and said Congress's commitment for economic development of Jammu and Kashmir, and said that the Singhpora- Vailoo project is in advance stage. He said that the within six months of time Border Road Organisation (BRO) will receive funds for preparation of final DPR of the said tunnel as the pre-feasibility report has already been received by Ministry of Surface transport and Defense Ministry through BRO.

He said he has himself written a letter to defense ministry government of India for providing funds for preparing final DPR. He said that as soon as the BRO organization will receive funds for preparation of DPR, the organization will invite the tenders for the same from reputed companies. He said that he is hopeful that all the formalities will be cleared by the end December 2013.

About Singhpora- Vailoo tunnel

Singhpora-Viloo tunnel is among the 11 tunnels to be constructed in the Country on the initiative of GOI which includes construction of 12-km Srinagar-Kargil-Leh tunnel and 21-km Balipara-Charduar Tawang in Arunachal Pradesh.

The tunnel also provides short road connectivity between Himachal Pradesh and Kashmir Valley through Pangi-Padder-Sinthan-Srinagar route.

Pertinently in 2003, MLA Inderwal Ghulam Muhammad Saroori first time raised the issue regarding the construction of Chatroo Singhpora tunnel and Sinthan road in the Assembly. During his tenure as Roads & Buildings Minister, Saroori expedited the paper work and got completed 23-km road stretch from Chatroo to Singhpora, also from Vailoo side in 2010.

Besides former chief minister Ghulam Nabi Azad played an important role of giving final shape to the ambitions project.

However, when the project was stopped on June 13th 2008 when militants killed five GREF personnel, including a Lieutenant Colonel Ajay Verma.

Saroori held public Darbar at Chatroo















Will launch an agitation in case demands of new administrative units could not be full filled: Saroori

Chatroo (Kishtwar), January 16: - In order to review the post snow work and efforts by the administration to mitigate people’s problems in Chatroo area of Inderwal Constituency, Senior Congress Leader and MLA Inderwal, Ghulam Mohammad Saroori held a public darbar at Meeting hall Chatroo, district Kishtwar.

Where people from Chatroo, Kuchal, Pasarkote, Malik Nar, Chingam, Mugalmaidan, Dadpeth, Kakarwagan, Sigdi, Tagood, Hurna, Durbeel, Rahalthal, Filler, Damber and other areas who projected their local demands before the MLA Saroori. People highlighted various demands for consideration and immediate redressal during the darbar.

Saroori directed the officials of Power, CAPD, PHE, R&B, PMGSY, Revenue, Horticulture, Rural development Department and others to attend to the problems on priority beside directed the officials to visit the villages and ensure on the spot redressal of the public issues highlighted by the deputations.

He said that several initiatives have already been taken for development of the area. Highlighting the developmental achievements in Chatroo area, Saroori said that the area has witnessed unprecedented development in core sectors. He added that equitable Development of backward and hilly regions of the area is priority of his (Saroori) and added ‘’he will leave no stone unturned to decrease their sufferings by extending every possible facility”.

Saroori also said that Congress party will contest alone in the upcoming Parliament and Assembly elections and said Congress high command will soon decide not to forge any electoral alliance with National Conference party in the coming elections. He added that the ongoing coalition has proved costly for Congress.

“Our workers are not supporting any pre-poll alliance with National Conference in coming parliament and assembly elections. Congress will not letdown the workers. Congress will respect the sentiments of workers and will contest the coming assembly elections of its own in all the constituencies,” Saroori said.

Lashing out at National Conference party, he said that NC leaders have always worked to weaken the Congress and party has faced tremendous loss after they entered into an alliance with National Conference. Citing an example before the public in an open public Darbar at Chatroo Saroori said NC Chief and Union New and Renewable energy Minister Dr. Farooq Abdullah had sanctioned 10,000 solar home lighting for Kishtwar constituency only as erstwhile district Doda comprising of 6 seats in which 5 are representing of Congress and only one by National Conference and he (Farooq) had sanctioned only 10,000 solar lights only for Kishtwar constituency vide letter no ST/EDA/RVE/17/2009-10/V/3582. Saroori said proposal of Inderwal constituency stands submitted in the New and Renewable office in the year 2012-13 but yet sanction.

Saroori also warn government cum Cabinet Sub-Committee who is constituted to examine the creation of administrative units, if committee fail to give justice to remote and backward constituency like Inderwal with regard to creation of new administrative units, he (Saroori) will launch an agitation against government in case demands could not be full filled.

Saroori kick start on Thathri Cheera and Khara Chanyas roads





Chairs RKS meeting at Thathri

Phigsoo (Thathri), 12 January: - Senior Congress Leader and MLA Inderwal, Ghulam Mohammad Saroori kick start on two important link roads which includes Thathri to Cheera and Khara to Chanyas under the PMGSY scheme. The length of the roads are about 14 and 13kms which would be completed at a cost of 1,445.0 lakhs and 1315.0 lakhs respectively. A population of about 6,000 will be benefited with the construction of these roads.

Addressing a well attended public gathering on the occasion, Saroori said that on completion of this prestigious project a vast population of the area would be benefited, adding these people are presently confronting multiple hardships due to inadequate road communication.

He asked the Tehsildar Thathri Ghulam Nabi Malik and Executive Engineer PMGSY Thathri Isher Lal to monitor the ongoing PMGSY projects and ensure that the works are completed well on time.

He said that only Congress Government is committed to provide all basic amenities like health care, road connectivity to far flung areas, upgradition of schools, recruitment of staffs to various government schools and other basic necessities.

People of the area projected various demands which include Sub-Division for Thathri, Tehsil status to Phigsoo, Nayabat for Premnagar, up-gradation of Schools, building for Government Degree College Thathri, lift irrigation schemes, installation of hand pump, adequate drinking water facilities, uninterrupted electricity and employment of locals to Power projects.

He gave a patient hearing to the grievances of the people and assured that their genuine demands would be redressed soon.

Saroori also announced Rs one lakh from his CDF for Library and equipments for Higher Secondary school Jangalwar beside directed ZEO Thathri to immediately build additional two rooms.

Saroori thanked the central leadership of Sonia Gandhi, Dr. Manmohan Singh and Rahul Gandhi for taking initiatives and sanctioning the Hydel projects for the State, which shall provide ample job avenues for the local educated skilled and semi-skilled youths.

He asked the Rural Development authorities to clear all back long payments of the job card holders and issuing these cards to the left out deserving families at the earliest.

Later Saroori chairs Rogi Kalyan Samiti (RKS) meeting reviewed the progress achieved on the decisions taken in the previous meeting beside approved the proposed work under RKS CHC/PHC/AD for the current financial year.

Member Secretary RKS CHC Thathri (BMO) highlighted the problems of hospital.

Emphasising on providing best medicare facilities to the patients particularly those coming from the remote and inaccessible parts of the erstwhile district Doda, Saroori asked the medicos to work with missionary zeal and ensure timely medical assistance to every sufferer.

During the meeting several issues pertaining to betterment of health care infrastructure were discussed. Saroori assured that the problems would be taken up with the Government so as to strengthen the health care delivery system in the district.

Saroori directed Tehsil Officers, who are members of RKS to provide quality services like Water supply, Electric supply and better sanitation in the hospital.

Prominent among those Tehsil Thathri Officers, Sarpanches, Panches, Local Congress leaders and Workers beside people in large were present on the occasion.

Directs concerned for immediate restoration of public utilities

Chatroo (Kishtwar), 09 January: - Due to inclement weather Senior Congress Leader and MLA Inderwal Ghulam Mohammad Saroori today conducted an extensive tour of Mugalmaidan, Sigdi and Chingam area of Tehsil Chatroo area to know about the situation arising out of the continued snowfall in Chatroo area of district Kishtwar.

Saroori have asked the administration to ensure early restoration of essential supplies including power and water supply in the snow hit areas.

He was informed by the people enroute about their problems faced by them on account of power failure, water and ration scarcity.

Saroori enquired about the post-snowfall situation. He asked the officers to take all measures to ensure that people did not suffer on account of disruption in supplies. He issued instructions to immediate clearance of snow on the link roads for convenience of the people of the area.

Saroori, who is MLA of the area, accompanied by all the officers of Tehsil Chatroo, directed the concerned authorities to ensure early restoration of power and drinking water supply He asked the officers and engineers to ensure quick response in their respective jurisdiction in this hour of need. He said there should be no laxity in this regards.

Congress MLA Saroori during the tour also took stock of the supply of essential commodities and directed CA&PD to ensure supply and distribution of ration to the consumers in time. He asked the concerned Tehsildar to intensify the services of market checking squads to check black marketing and hoarding. He asked the administration to set up price monitoring committees and keep constant vigil on prices of commodities beside asked the administration to watch out against falling of electric poles and transmission lines.

“Power supply which was already bad has worsened after the snow fall. The people complained of being charged huge power bills despite nonexistent power supply. The transformers are not being picked up for repairs with the result many areas have plunged into darkness”, Saroori added.

He said that HT and LT liens have been snapped due to snow fall thus causing a threat to the lives of people. He urged the PDD to take immediate steps in restoring the power supply.

Saroori was assured that the administration was fully geared up to meet the challenge thrown up by the heavy snowfall. Men and machinery have been pressed into service to clear roads of snow and ensure essential supplies. A close watch was also maintained on the market to check profiteering.

En-route, various deputations and individuals called on the MLA Saroori and apprised him about the problems being confronted to them.

Saroori issued on-the-spot directions to the officers accompanied to him, for attending to them on priority and their early redressal. He directed Tehsil Supply Officer Chatroo for ensuring adequate dumping and supply of ration in Sigdi, Kuchal, Passarkote, Mugalmaidan, Chatroo and Chingam area for the convenience of the people of the area.

The locals projected various demands which include electricity for un-electrified villages, better drinking water facility, clearance of snow from link roads, opening of health centre, anganwari centres and solar lights, besides provision of adequate power and water supply.

Responding to the demands, Saroori assured that their genuine demands would be fulfilled.

One person died on Thathri-Kilhotran road.





Saroori express sympathy.

Gandoh (Thathri): - One person was killed after a TATA Sumo vehicle skidded off the road and fell into gorge on Thathri-Kilhotran road near Babmoo in Thathri, yesterday late night.

Tata Sumo bearing registration number JKO6-4724 on its way from Gandoh to Thathri, met with an accident at Babmoo, 10 km away from the headquarters Gandoh at 9PM last evening. The vehicle skidded off the road and fell in at-least 500 meter deep gorge at Babmoo.

One person died in the spot while others were injured. The deceased has been identified as Mohammad Ishaq, 30, son of Kota Kharangal, BMO Gandoh along with medical team rushed to the spot.

Meanwhile Senior Congress leader and MLA Inderwal Ghulam Mohammad Saroori have expressed grief over the loss of precious human lives in a road accident on Doda-Bhadarwah road today.

Saroori expressed his sympathy with the bereaved families and prayed for eternal, peace to the departed souls.

He also prayed for the speedy recovery of all those injured in this accident and hoped that the State Police and Traffic Departments would take emergent steps to ensure against the recurrence of serious accidents in the vulnerable segments of the roads where mishaps continue to take place.

Kishtwar, January 08: - Senior Congress Leader and MLA Inderwal Ghulam Mohammad Saroori demanded creation of the Chenab Valley Hill Development Council for the entire erstwhile Doda district during the visit of Cabinet Sub-Committee on Creation of New Administrative Units to Kishtwar and Doda.

Saroori put forward his demand to the committee headed by Deputy Chief Minister Tara Chand, during its visit to Kishtwar, Doda and Ramban yesterday which include Sub-Divisions for Chatroo, Thathri, Bunjwah, Khara, Jakyas, Paddar and Marwah, beside creation of new Tehsil and Nayabats including Nali Bunjwah, Drabshallah, Mugalmaidan, Feller, Sarthal, Khara, Jakyas, Figsoo, Nagseni, Dacchan, Machail, Nayabats Patnazi, Balgran, Lass, Drabshallah, Keshwan, Mugalmaidan, Sigdi, Chingam, Malanoo, Bathri, Kandothe, Figsoo, Palmar, Doul, Soul and Machail. Stress was also laid on creation of new blocks for Nali Bunjwah, Sarthal, Thakrie, Mugalmaidan, Khara Jakyas, Palmar, Machail and Soul.

While speaking on the occasion, Congress MLA Ghulam Mohammad Saroori said that Kishtwar is among the largest District in state having an area of over 7800 Sq miles and added that it is impossible to deliver on public front in the District without fulfilling all the demands raised by the political representatives of Kishtwar District.

After remaining isolated for over five months in wake of aftermath of August 9 Kishtwar communal riots, Mr. Saroori speak tough over the issue of creation of new administrative units in Kishtwar during a meeting of Cabinet Sub Committee who had arrived at Kishtwar yesterday under the chairmanship of Deputy Chief Minister Tara Chand and warn that in case the government fails to keep its promises over the creation new administrative units in the entire erstwhile Doda district and ignore public aspirations while creating new units.

Saroori speaks in load and clear voice before the committee members and issued stern warning and threatens to launch an agitation in case the issues and demands raised before the committee with regard to creation of new administrative units could not be full filled.

The Congres MLA Saroori get applause from the politicians including from the representatives of BJP, NC, PDP, BSP, NCP and other parties who also joined their voices with Saroori and showed their full support to him in case he (Saroori) decide to launch an agitation over the non fulfillment of the demands put forth by the political parties before the committee.

Saroori also urged the government to give due consideration to the erstwhile Doda district while creating new administrative units in the region keeping in view the topography and population.

The Sub-Committee headed by Tara Chand and its member gave a patient hearing and assured the people that the matter will be discussed and taken into consideration. He also said that the committee will ensure full justice with all the regions in creation of new administrative units.

Review meeting of Rural development schemes in Kishtwar district held





Sagar for maximizing outreach of Rural Dev schemes

Jammu, January 02: - Minister for Rural Development & Panchayats, Ali Muhammad Sagar today asked the officers of Rural Development Department to maximise the outreach of rural development schemes aimed at changing the face of rural society.

Chairing a meeting to review the implementation of various rural development schemes in Kishtwar district here today, the Minister emphasised on the need to ensure transparency and observance of norms while enrolling beneficiaries for these schemes.

Minister of State for Industries & Commerce, Sajad Ahmad Kichloo, who represents Kishtwar, and G. M. Saroori, who represents Inderwal constituency in the Assembly were also present in the meeting.

Sagar directed the officers to ensure that there was no delay in making payments to beneficiaries as per the guidelines of respective schemes.

The Minister said a number of steps have been taken by Rural Development Department to inculcate transparency and accountability in its functioning. He said a toll free number and a grievance cell have already been set up for the purpose. Besides, he said, quality control mechanism has been set up at district level and the creation of ombudsman is in process.

On the availability of ground level staff in the Department, Sagar directed for convening a joint meeting of recruiting agencies and heads of other field agencies to expedite recruitment process.

The meeting was told that 2438 sanitary units were set up in the District under Nirmal Bharat Abhiyan and 5000 such units have been projected for the coming year.

Similarly, under Integrated Watershed Management Programme five projects worth Rs. 35 crore have been taken up for execution for which the entry point activity has already been done.

The meeting was told that 292 cases under Indira Awas Yojna (IAY) were cleared during current year while 592 such cases have been projected for next year.

Omar fails in taking appropriate steps to replace the worn out fire fighting system

Demanded opening of well equipped fire service stations at block level in Erstwhile Doda district

Jammu, January 02: - Senior Congress Leader and MLA Inderwal Ghulam Mohammad Saroori today expressed grief over the damage to property in fire incident at Thathri in Doda District. The unfortunate incident occurred during the intervening night of 2nd January, 2014 in which four houses including Bilal Ahmed Zargar, Ali Jaan, Mohammad Rafi and Majeed Ahmed beside several Jewellery, Cosmetic shops were burnt when a cylinder was blast inside the residential house of Bilal Ahmed.

Expressing sympathies with the victims, Saroori assured every possible help. He also directed the district administration to carry out relief and rehabilitation measures for the fire incidents.

“Putting the blame on present Chief Minister Omar Abdullah for his failure in taking appropriate steps to replace the worn out fire fighting system beside added that the government had failed to protect public property despite being informed on time. He said that Chief Minister Omar Abdullah also made a statement on the floor of the house with regard to up gradation of infrastructure in Fire Services Department. He also promised opening of Fire Service Department in all Tehsil of the states”, Saroori said.

"Opening of new fire service stations at Tehsil level seems to be a distant dream, but CM even fails to upgrade infrastructure at District level," said Saroori.

He said that there is immediate need of opening of well equipped fire service stations at Tehsil level in all parts of the state, but added that in hilly areas like erstwhile District Doda, there is need of opening of such stations at block level. He said that due to rough roads and tuff terrains in eeriest while Doda District, it is not possible for fire department to reach the site of incident quickly as a result of which the public property suffered badly in day to day incidents.

He said that in recent year major incidents like in Thathri, Keshwan, Chatroo, Bunjwah, Warwan, Marwah, Dachhan, Padder, Nagsini, Drabshala and other parts of the District has raised a question mark on preparedness of fire service department and state government in tackling the growing fire incidents in Kishtwar District and other parts of the state.

He also demanded setting up a fire service station at Thathri, Bunjwah, Chatroo, Sarthal and Bhalessa Town to cater to the need of the people in the area. Being a remote and far flung area, people suffer due to sudden break out of fire or man-made follies. He said that many a time human lives were lost, animals charred to death, residential houses and business establishments damaged completely due to non-availability of fire extinguishing equipment's.

Centre sanctioned Baderwah-Baleesa-Thatri tourist Circuit: GA Mir



Saroori, Niaz highlighting the distinct tourism potential of various spots in their constituencies urged for creation of more tourist facilities at these spots.

Jammu, January 01: - Minister for Tourism, Ghulam Ahmad Mir Has said that Centre has approved a project report of Rs 7.83 crore for developing Baderwah-thatari-Baleesa tourist circuit adding that the project works would be taken up after completion of necessary codal formalities. He said under the project Tourist Reception Centers would be constructed at Baleesa and Thatari besides construction of way side amenities, parks. Viewing decks and public conveniences are also the components of the project.

Reviewing the progress and performances of Baderwah Development Authority (BDA) at a high level meeting here today, the Tourism Minister said that maintenance of eco-system and preservation of natural beauty of the tourist places should form necessary ingredient in the facility creation and infrastructural development plans.

The Tourism Minister while giving nod to various proposals put forth in the meetings by the concerned Chief Executive Officer regarding development of eco-tourism and facility creation, asked the Development Authorities to strictly adhere to the provisions of Master Plans and in no way allow any body to tamper with the natural ambiance and beauty of the tourist areas.

The Tourism Minister asked the concerned authorities to formulate the project reports for upgradation of additional accommodation for the tourists at potential spots. He underlined the importance of environment protection for safeguarding natural beauty and tourist potential of the area and emphasized the need for creation of necessary infrastructure without infringing the inherent beauty of health resorts.

Minister of State for Tourism, Sajad Ahmad Kitchloo, Legislators, G.M. Saroori, Mohammad Sharief Niaz and Secretary Tourism and Culture, Zafar Ahmad were present in the meeting.

The meeting threadbare discussed various issues related to the development of tourism potential of Baderwah known as mini Kashmir and reviewed the last years action plan besides also discussed current year action plan of the BDA under State and Centre plans.

The meeting was apprised that since the inception of BDA under Central Financial Assistance 7 tourism development projects worth Rs 23.30 crore has been taken up for creation of varied tourist related infrastructure in the area against which Rs12.65 crore expended on these projects so far and 4 projects have been completed while as work on 3 tourism projects at different spots is in progress.

The meeting was also informed that under State plan Rs 15.59 crore have been incurred on various tourism works by the BDA to upgrade the different tourist facilities in the area. More over to conserve the heritage sites besides to promote adventure tourism in the area Rs 2.41 crore was expended on Conservation of Baderwah fort and construction of Youth hostel at Jai under 12th FC.

Minister of State for Tourism on the occasion said that tourism sector in the State offers wide-ranging economic activities and it has a greater role in the economic development of the State. However, he said that the sustenance of tourism directly depends on the strategy we adopt for preserving our natural wealth and scenic splendour.

Kitchloo said that while efforts have to be made to rope in tourists from all over the world and provide them best hospitality and accommodation, it is the national duty of all us to conserve and preserve our natural resources, bio-diversity, water bodies and diverse tourist attraction God has bestowed on this part of the land.

The legislators, G M Saroori and Mohammad Sharief Niaz while highlighting the distinct tourism potential of various spots in their constituencies urged for creation of more tourist facilities at these spots.

In a PowerPoint presentation the Chief Executive Officer, Baderwah Development Authority presented detailed resume of performance of the Authority and the achievements registered by it during last financial year to upgrade the facilities and protect the rich environs of the area.
