Government has admitted that the Commission to probe Kishtwar riots has failed to submit the report in stipulated time frame

Demanded regularization of daily wagers in various departments

Jammu, Feb 28: - In a reply to a question of Congress MLA Inderwal Ghulam Mohammad Saroori in the Lower House, the Revenue Minister Ajaz Ahmed Khan said while recommending creation of new administrative units, both the Mushtaq Ganai Committee as well as Cabinet Sub Committee had taken in consideration the topography, terrain, accessibility, distance and population density. He said the recommendations made by the said committees had already been sent to the respective Deputy Commissioners for determining the geographical boundaries of the newly proposed units.

Saroori raising constituency specific supplementary said more than 200 BDOs besides Patwaris, Tehsildars etc were required. All PSC members except one member and the Chairman were retired so when the PSC would make selections and the appointments would be made, he asked the minister.

He demanded regularization of daily wagers in various departments. He attacked the Government for “shelving” a House Committee report which has suggested measures for checking frequent road accidents as pandemonium broke out in the Legislative Assembly over road accident in Banihal in which 13 persons were killed and Kishtwar accident in which 2 people died.

Saroori also said that Government should earmark adequate funding for the development of bad pockets of Chenab Valley, particularly for strengthening the road connectivity, electricity and generating employment for rural youth. He also called for strengthening the PSC/SSRB, enabling these agencies to make recruitment on fast-track basis.

In another reply to a question of Congress MLA from Inderwal constituency, G M Saroori, who was seeking the statue of Commission of Inquiry and payment of compensation to the victims, Chief Minster through written reply in Legislative Assembly has admitted that after the laps of more than six months the Commission of Justice (retd) RC Gandhi has failed to submitted finial report and missed another deadline of February 22. Government has admitted that the one-man Commission of Inquiry (CoI) appointed by it to probe Kishtwar riots has failed to submit the report in stipulated time frame.

“The Commission of Inquiry constituted on August 23, 2013 to enquire into the incidents of violence and arson that took place on August 9, 2013 in Kishtwar has submitted only an interim report in December, 2013 and the date of submission of the final report has been extended upto February 22,” the written reply reads.

In another part, Chief Minister confirmed that government has not received the final report and was considering the interim finding received by the commission.  “As the final report is yet to submitted by the commission, certain interim findings made in the interim report which are under considerations and do not pertain to the victims,” the reply reads.

However in the answer it was also mentioned that an amount of Rs 1, 84,11,563/- has already been sanctioned and disbursed among 75 affected families 45 relief cases are under process for payments.

Pertinently, state government constituted one man Commission of Inquiry to probe into the circumstances that led to large scale rioting in Kishtwar and asked it to submit report within one month.

Later the government appointed Qazi Sarwar, Additional Secretary to Government, Housing and Urban Development Department, as Secretary of the Commission, retired SSP, Reasi, Raghubir Singh and senior prostituting officer, Udhampur, P P Singh to assist CoI.

After taking four months and recording the statements of officials including then Deputy Commissioner Kishtwar and Superintendent of Police besides statements of more than 350 locals of Kishtwar and Padder the Commission had submitted its interim report on December 20, 2013 and give clean chit to Minister of State for Home Sajjad Ahmad Kichloo, who had resigned from the ministry in wake of his allegations of his involvement in riots by the opposition.

Saroori walkout from Assembly over Discrepancies in subsidized ration distribution

Bhashan Nahin Ration Chahiye

Saroori was applauded by the opposition legislators and soon the entire opposition joined the cause with him.

JAMMU, Feb 19: - Cutting across party lines, the state government found itself in the soup facing flak from MLA Inderwal Ghulam Mohammad Saroori during Question Hour in the Legislative Assembly on the issue of discrepancies in the distribution of subsidized ration by CAPD across the state.
Congress MLA from Inderwal G M Saroori, blew the whistle, staged a walkout on this issue besides the entire opposition though separately.

Saroori staged walkout on the issue amid ruckus and sloganeering “Bhashan Nahin Ration Chahiye.”
MLA Inderwal G M Saroori, who targetted his own government for not providing ration in his Inderwal constituency as per census 2011 despite repeated assurances.

Furore started when Saroori, while pointing out incongruity in the answer to his question on ration provision, did not mince words in expressing his anger against the government.

“At one place, they are saying that the government cannot provide ration as per 2011 census as the Centre was not providing the same yet at the same time they are saying that National Food Security Act will be implemented in the state as per 2011 census. If the Act can be implemented in 11 states, why it cannot be implemented in J&K! When will it happen? Kaun Say Aasman Say Khajoor Girengay Aur Hum Baatengay (when it will be available and we’ll distribute),” infuriated Saroori mocked.

Minister of State for CAPD Vikar Rasool, who was at the receiving end of his fury, tried to pacify him stating that National Food Security Act 2013 provided for coverage of 75 percent of the rural and 50 percent of the urban population to receive subsidized food grains under Targeted Public Distribution System, in view of the recent trends in production and procurement of food grains.

He said that accordingly, based on the National Sample Survey Organization (NSSO) data for 2011-12 on consumption expenditure, the coverage determined by the Planning Commission had been calculated as 63.55 percent for rural areas and 47.10 percent for urban areas for the state which worked out to be 74.13 lakh persons.

Rasool said that the implementation got delayed to cover rest of the population as per 2011 census and it would be implemented by July this year, when the stipulated time period of one year would end.

Saroori, dissatisfied by the answer, fumed, “Nine months have passed and their survey has still not been completed. Give us specific time when the survey will be completed. Soi Hui Sarkar Ko Nau Mahinay Ho Gaye (the government has been in deep slumber for past nine months) and the people are suffering. Meri Constituency Mein Ration Ki Ek Boond Bhi Nahin Hai (in my constituency, ration is not available at all).”

His remark hitting his own government was applauded by the opposition legislators mainly those from PDP with thumping of desks and soon the entire opposition joined the cause with him.

Vikar yet again tried to defend the government saying that it was taking time to cover the entire population under the scheme.

However, his defence did not work as by then the legislators of PDP, BJP, JKNPP and JSM too started creating ruckus on the issue and supporting the contention of Saroori.

Mr. Saroori in his reply explained to SAC that allotting the work was not his job it was solely the job of officers concerned besides chief accounts officer of finance department and financial advisor’s responsibility to allot the work or not after following the relevant codal formalities for which they were meant and it was the job of the department whether to allot the formal tender or to take the work at their hands at their own whim or freedom.
