G. M Saroori raised number of problems relating to Inderwal constituency with Governor JK



Called for speedy execution for the completion of long lingering projects and pending works

Establish Degree Colleges in Kahara and Bunjwah, start RGGVY, DDUY, Saubhagya schemes, Rattle and Kalnai power projects

Delink SSA teachers salary from central to state budget in order to regularize posts, regularize all casual laborers

DODA, AUGUST 05: - Member of Legislative Assembly from Inderwal, Ghulam Mohammad Saroori presented a chartered of demands to Governor Shri. N. N Vohra here at Doda.

The Governor sought detailed feedback from the Legislator regarding the developmental issues of the district, particularly those relating to Roads, Health, Education, Power and PHE sectors.

Mr. Saroori informed Governor about the development programmes in Doda and Kishtwar districts which were languishing for want of the funds required for their completion. He also raised a number of problems relating to Inderwal constituency and called for speedy execution for the completion of long lingering projects and pending works in the district, in the larger public interest.

The demands which were presented including sanctioning of Govt Degree Colleges for Malanoo Kahara and Bunjwah which will fulfill long standing public demand from these regions. The people of Kahara and Bunjwah are extremely progressive and education-minded. However, due to socio- economic constraints, all the students are not in a position to go to distant places for higher education and therefore, a local Degree College will be able to satisfy the educational needs, aptitude and aspiration of this far-flung area, he added.

Saroori pressed for redressal of genuine demands of Rehbar-e-Taleem teachers recruited under centrally sponsored Sarva Shiksha Abhiyan (SSA) scheme are without their salaries for the past more than three months. He demanded that there is dire need to delink the salary of SSA teachers and Head Teachers from the central budget to state budget in order to regularize posts and salaries putting an end to the existing unjustified problem and thus providing the sigh of relief to the aggrieved employees of Education Department.

He informed Governor that wages of thousands of job card holders against work done for the year 2015-16, 2016-17 and 2017-18 are still pending balance which created deep resentment among the labour section towards administration. He said that the matter has been frequently been discussed on various levels but fruitful isn’t being done in this regards, same is the case with the construction of bathrooms (SBM) under IHHL scheme the beneficiaries have constructed their bathrooms two years back and still awaits for the clearances of their dues.

Saroori stressed for early completion of projects under Tourism and utilization of funds sanctioned by UPA II for raising Tourism infrastructure by Kishtwar development authority which will benefit the general public by facilitation so that they can take the full advantage of this development which will not only encourage the tourism activity but will also generate the livelihood for thousands of unemployed youth of the area. He also said the importance of employee’s welfare and urged Governor to ensure against their being any further delay in the regularisation of casual workers, daily wagers and other employees, a matter which has been pending since April 2016.

He informed the Governor that landholders of 48 mw of lower Kalnai Hydro electric power project at Dunadi are still awaits for release of compensation in favour of them. The companies which were engaged in Kalnai and Rattle power project Drabshalla have left the projects halfway which has created lots of inconveniences. He urged for early start of both the vital power projects which will benefit the region in every way.

MLA Inderwal further urged Governor for early start of RGGVY phase II, DDUGJY and Subhagya schemes which would provide electricity to every un-electrified village, early start of construction of receiving stations at Kahara and Bunjwah which stands already sanctioned. He also demanded early release of funds for clearance of compensation of roads under NABARD, CRF and other district & state sector schemes which have been adversely affected due to non-availability of funds for disbursement of compensation. He also urged Governor to issue directions for issuing of no objection certificate of various roads by the forest department in Kishtwar and Doda district which are lying pending in the secretariat since long. He urged the Governor to fill the vacant posts of HOD’s which are lying vacant since 2015, filling of vacant posts of Doctors, Para medical staff in PHC’s, sub-centres, besides this start of funding to already sanctioned water supply schemes projects which will cater thousands of population thus resolving the issue of drinking water facility.

Governor assured Mr. Saroori to examine and early determine the way forward to ensure the optimization of the investments already made in the incomplete projects. He called upon the Legislator to enlarge awareness about the vital importance of the forthcoming elections to Municipalities and Panchayats for the establishment of grassroots democracy. Mr. Saroori unanimously welcomed the Governor’s decision to hold the long pending elections and stated that Doda and Kishtwar shall provide an overwhelming turnout at both the polls.
