Srinagar, Oct 08: - The Congress legislators staged walkout during the question hour after the Speaker of the Legislative Assembly rejected their request, seeking discussion on the current security situation and unemployment problem prevailing in the state.
As soon as the Legislative Assembly started its proceeding, the Congress legislators stood up of their chairs and sought discussion on their adjournment motion moved by its party legislator, seeking debate on the recent civilian killings in the Valley.
G M Saroori, the Congress legislator said the skirmishes along the LoC were a serious concern and demanded that these issues must be discussed on the floor of the House and suspend the other proceeding of the Legislative Assembly. He demanded that Government should assure the House of providing relief to people who have suffered during the ceasefire violations on the borders.
“There have been 900 ceasefire violations by Pakistan this year. It is an urgent issue. We request the House to suspend the proceedings and allow discussion on it,” said Saroori and added that the situation in Kashmir was worsening while referring to the mysterious killing in north Kashmir. “This is an important issue but the government is silent on it,” said Saroori.
When the Speaker Kavindar Gupta refused to allow discussion on it in the question hour, the Congress legislators tried to come into the Well but were stopped by the marshals. They were carrying placards which read, “Probe recent civilian killings, stop civilian killings, “protect people, government has responsibility to ensure safety of people.”
"Pointing towards the treasury bench, Congress member GM Saroori said: "We have been crying for the past four days that the government is not serious to run the House, you (treasury bench members) have now proven us right," said Saroori.
The opposition Congress, independent MLA Engineer Rashid, CPI-M member MY Targami and Hakeem Yaseen and some ruling party MLA’s joined the protest and demanded the Speaker should summon the ministers to the House. Both the treasury bench and opposition members created din following which the Speaker ordered for the return of the ministers to the House.
On several BJP MLAs assaulted Independent MLA Sheikh Abdul Rashid in the Jammu and Kashmir Assembly, a day after he had hosted a beef party in Srinagar. Several Congress lawmakers rushed to save Engineer Rashid.
All the Congress MLA’s including G. M Saroori, Ajaz Ahmed Khan, Haji Abdul Rashid Dar, Vikar Rasool, Mohd Amin Bhat, Usman Majeed, Gulzar Ahmed Wani, Asgar Ali Karbalaie, Mumtaz Ahmed Khan and Chowdhary Akram condemned the attack, saying the BJP was bringing a dangerous political culture in J&K state by unleashing its hoodlums and also termed the attack as ‘gunda gardi’ which they said was” condemnable and unacceptable”.
"This is a deliberate attempt of frustrated BJP MLA’s to attack on Engineer Rashid just to divert their failure in the government.”Such attempts would not be tolerated and police should take stern action. All assaulters should be arrested," Saroori demanded.
"It is extremely shocking that the BJP MLA’s into the Assembly beaten/assaulted an Independent MLA in presence of CM J&K, Speaker and MLA’s," the statement said. The BJP-PDP government should make its stand clear about what kind of conduct its MLA’s were preaching, the Congress MLA Saroori demanded.
The entire opposition, including the Congress and National Conference, walked out of the House to condemn the incident. The members came back after they were assured by the government that the BJP would apologise. Later Nirmal Singh, senior BJP leader in the assembly, apologised after he was asked to do so by the chief minister.
Regarding resumption of work on Rattle power project Saroori today on the floor of the Assembly demanded immediate start of work on 850 MW Rattle power Project Drabshallah without further delay. He blamed BJP for forcing the GVK and L&T for closing down the work on the said project. “He also asked from the government about when the government will start the other power projects including PakalDul, Kiru, Kawar, Dool Hasti, Kirthai II, Lower Kalnai, Parnai, Dah, Kirn HEP and others.
On return of Uri and Dulhasti power projects to state government; Saroori said Nirmal Singh who is also the Power Minister of the state has promised on the floor of the house that PDP-BJP government will bring back power projects to the state.
Accusing Nirmal Singh of misleading people on the issue of transfer of power projects to the state, Saroori said that on one side DY CM is saying that it will bring back power projects from the central government and modalities are being worked out, on the other hand side the Centre has revealed that these projects cannot be transferred to the state in view of financial and legal hurdles.
"I want to know why is the government deceiving the people of the state and the government should reply to the people why they are fooling them," Saroori said.
Congress further demanded to remove the discrimination in promotion of the officers who qualified KAS and are inducted in the Police department. He said if an officer gets
Administrative line he gets the early promotion and get the IAS rank during his carrier unlike the officers who are inducted in police department. Initially they both have qualified the same exam i.e KAS but got the different departments. He requested Speaker to intervene and direct the government to remove these two yardsticks with the officers who gets the police department but don’t get the IPS rank like other who are in administrative department gets the IAS rank.
Saroori further said several house committees have also recommended removing discrimination with the KPS officers. Later he submitted all the documents related discrimination with the KPS in promotion to Speaker J&K Kavinder Gupta.
Congress MLA further demanded maintenance of road from Matigouran to Inshan, Inshan to Nowpachi roads keeping in view the deplorable condition of the Marwah road and people of thousands of people from Marwah and Warwan are feeling hardship in this regarding. He also criticized the MOS R&B is from Kishtwar constituency but failed to take any step in improving the said road.
