LA Committee on Environment reviews sanitation facilities

 
Asks DDC to prepare pilot project for development of municipalities

DODA, NOVEMBER 30: The Committee on Environment on the third day of its tour of Chenab valley today inspected District Hospital Doda, Solid waste management plant and various municipal areas to take stock of cleanliness and sanitation facilities there.

Chairman of the committee MLA Inderwal Mr G. M Saroori was accompanied by Legislators Dr. Krishan Lal, Naresh Gupta, Mr Shyam Lal Bhagat and senior officers during the visit.

While reviewing the sanitation in and around the town the committee appreciated the beautification works taken up by the municipality in the town. Committee inspected old hospital building, Town hall Doda, Construction site of Community hall Doda and new bus Stand and directed the concerned agencies to ensure time bound completion of renovation works of the old hospital building Doda. Directions were also passed to the EO municipality to cover the garbage dumping site near new bus stand to prevent spread of diseases.

During meeting with the officers Committee directed Deputy Commissioner Doda to report the quantum of plantations undertaken during last two years in the Baghilar catchment area within 15 days.

Committee also sought report from the Divisional forest officers regarding the number and type of plantations along with the total area covered and damages to these plantations due to developmental projects so that actual progress of afforestation programme could be assessed. Committee directed DDC to constitute a team of officers to submit a report regarding the plantation by the forest department with the percentage of their survival

Chairman also asked DDC to prepare a pilot project for the development of the municipalities and expressing serious concern over the shortage of staff in Municipal Committee Thatri directed to engage sufficient staff to improve sanitation. ACD Doda was asked to ensure that the sanitation works in the rural areas are taken up on priority and more man days are generated . Chairman also directed to ensure that quality flour is provide to the consumers

Committee members stressed on ensuring proper disposal of bio-medical waste, plugging the leakages in the PHE Pipes and also asked the concerned to check that hotels have proper STP’s.

Saroori chairs Environment Committee meet

Stresses on protection of environment in the state

JAMMU, NOVEMBER 28: The Committee on Environment, of Jammu and Kashmir Legislative Assembly met here under the Chairmanship of MLA, Mr. Ghulam Mohammad Saroori to discuss status of environment management and conservation adopted in widening of National Highways in the state.

Legislators, Mr. Daleep Singh, Dr. Krishan Lal, Mr. Mohammad Abass Wani, Mr. Dina Nath Bhagat, Mr. Devinder Kumar Manyal, Mr. Gulzar Ahmed Wani, Mr. Mumtaz Ahmed and Dr. Gagan Bhagat were present on the occasion and gave their suggestions on protection of environment in the state.

Threadbare discussions were held on measures adopted by the concerned departments in road widening projects including the National Highway.

During the meeting, discussion was also held on issues including dumping of muck directly into hill streams and nallahs, minimizing use of plastic items, encouraging local eco-friendly items like leafy cups and plates, wooden containers and earthenware, protection of wild life sanctuaries in the state.

The Committee discussed present status of pending road works under PMGSY besides asked for clearance of all NOC’s. On the occasion, the Committee was informed that earth works of 366 roads of 2000 km length have been completed without macadamization.

Concerned authorities apprised the Committee about various measures being taken by them to control pollution besides the Committee was also informed about agenda points that were discussed in the last meeting.

Among others, Labour Commissioner, J&K, Ms Vipra Bhal, Regional Officer, NHAI, Mr. R. P. Singh, Chief Wildlife, Mr. Deepak Khanna, Director, Ecology, Environment and Remote Sensing, Mr. Om Parkash Sharma, Member Secretary, JKSPCB, Mr. Vasu Yadav, other senior officers of concerned departments and Assembly Secretariat attended the meeting.

Expressed displeasure over the poor sanitary in the main bazaars

Batote/Thathri, November 29: - On the first leg of its three day inspection programme in the erstwhile Doda District to take stock of cleanliness and other problems being faced by the public, the Legislative Assembly Committee on Environment (LACE) headed by MLA Inderwal, Ghulam Mohammad Saroori conducted an on-the-spot inspection of Sher-e-Kashmir Memorial Emergency Hospital and Bus Stand Market in Batote and Thathri.

The J&K Legislative Assembly (JKLA) empowered Committee headed by, MLA, Inderwal, G. M Saroori and legislators Neelam Langeh, Daleep Singh parihar, Gulzar Ahmed Wani, Mumtaz Ahmed, Naresh Gupta and Sham Lal Bhagat inspected the hospital thoroughly and enquired details concerning its general sanitation, especially the proper garbage disposal and the medical waste disposal management practices being adopted by the administration. It also sought detail about the measures adopted to stock the medicines, expiry and potency.

They (Committee Members) also visited the Ward Room Public Utilities, OPD Room and even inspected the medicines and allied utilities kept in the almirahs. The Chairman, Sarooi hoped that the sanitation in the hospital would be maintained regularly so as to ensure cleanliness in and around hospital area.

The Committee while inspecting the Batote bus stand and the market expressed displeasure over the poor sanitary condition alongside the roads, drains and other services provided to the public. The drains choked with plastics and garbage and ordered for the suspension of the Executive Officer, Municipal Committee, Batote, Mohd. Ashraf Zargar for his failure to get the sanitation maintained in the bazar. The Chairman of the Committee G. M Saroori directed the authorities to take strict action against the concerned.

Later Committee on Environment inspected Accidental, trauma hospital Thathri and main bazaar Thathri area of district Doda. The Committee took a comprehensive account of the sanitation, water supply, electricity, ambulance, wastage disposal, solid waste management and cleanliness.

Various issues like shortage of staff, shortage of medicines, street lights were highlighted on this occasion. G. M Saroori highlighted the need for a comprehensive plan for pollution control, sanitation and solid waste management at the Hospital. He said, “round the clock availability of water supply, incineration plant and efficient disposal and treatment of wastes are the most important aspects to be looked upon”.

Saroori also stressed upon the authorities to check the menace of sub-standard drugs and directed to identify the land in the Thathri area to put the garbage/waste material etc and dumb it underground instead putting it into the Chenab River, if we keep this it open it will be hazardous for human beings.

Saroori condoles death of Roshan Lal Bhandari and Mohd Muzamil




 
Visited GMC to enquire about the health of various patients from Chenab Valley 

Jammu, November 24: - A retired Naib Tehsildar Roshan Lal Bhandari father of Joginder Bhandari a social activists from district Kishtwar and President Chinar Union who passed away few days back due to brief illness.

Vice President JKPCC Ghulam Mohammad Saroori-(MLA Inderwal) expressed profound grief and sorrow over the demise and prayed for eternal peace to the departed soul. He has also expressed his heartfelt condolence and sympathy to the bereaved family.


Saroori said Roshan Lal demise is a huge loss for the Kishtwar area as he was a talented officer who has worked with tremendous zeal and dedication during his service. “I am deeply saddened by the loss of Roshan Lal as he would be truly missed by everyone,” Saroori said and added that words are not enough to express sorrow over the demise of such a human being. 


He has also express grief and sorrow over the unfortunate death of a 4th class student namely Mohd Muzamil son of Bashir Ahmed Dinda resident of Naga Patnazi Bunjwah of district Kishtwar who went to take water from the river but unfortunately he slipped it off and comes under the trap of mighty river. 

Saroori also visited Government Medical College (GMC) and Hospital to enquire about the health of several patients belonging from district Doda and Kishtwar. He interacted with the patients at GMC&H and assured them all possible help. He also enquired about the status of patients and instructed the Hospital authorities and Doctors to provide every required medical facility to the patients so that they do not feel any inconvenience.

JAMMU, NOVEMBER 20: The Committee on Environment of Jammu and Kashmir Legislative Assembly met here under the chairmanship of former Minister and MLA, Mr. Ghulam Mohammad Saroori to discuss environmental impact of the existing Power Projects in the state and steps to be taken in this regard by the concerned departments.

Legislators, Shamima Firdous, Abdul Majeed Larmi, Mohammad Amin Bhat, Daleep Singh, Dr. Krishan Lal, Mohammad Abass Wani, Dina Nath Bhagat, Neelam Kumar Langeh, Gulzar Ahmed Wani and Mumtaz Ahmed attended the meeting and gave their suggestion to improve the functioning of the committee.

The Committee discussed the impact of existing power projects on Environment and Natural Eco-System in terms of change in the micro-climate, loss of vegetal cover, soil erosion, variation in water table, wildlife and enhanced seismic activities and measures being taken by the department to control pollution while carrying out construction on various power projects.

The committee deliberated upon the measures taken to ensure scientific muck/solid waste disposal and whether the vehicles carrying the garbage/muck are being covered with tarpaulin besides disposal of bio-medical waste/sewage in the hospitals/public sanitation units run by the management within the precincts of the projects.

Threadbare discussions were held on measures taken while conducting earthwork/blasting etc. in order to contain effects of the pollution during the said activities proving health hazard for the people living in the vicinity of such projects besides the workers, measures taken for the overall safety of laborers/workers working at various project sites and fulfilment of corporate responsibility by the project managements in terms of plantation, and other allied matters.

Deliberations were also held on the removal of dilapidated/rotten poles and wires which have been spread over trees to some far-flung areas in rural areas.

The Committee sought detailed report on the working of some existing power projects and dumping sites and directed furnishing report in this regard to the members of the committee.
Commissioner Secretary, PDD, Mr. Dheeraj Kumar apprised the Committee about various measures taken by the department to control the impact of pollution besides he also briefed the Committee about the agenda points which were discussed in the meeting.

Among others, Director, Environment, Ecology and Remote Sensing, Jammu, Mr. O. P Sharma, Chief Engineers of various wings of PDD other officers of concerned department besides senior officers and officials of Assembly Secretariat also attended the meeting.

Earlier Mr. Saroori paid rich tributes to the former Prime Minister Smt. Indira Gandhi on her 98th Birth Anniversary here today. In an impressive function was organized here which was presided over by PCC Chief Mr. Ghulam Ahmed Mir at Afsar Guest House, Shakti Nagar Jammu.

While paying floral tributes, Saroori described Late Mrs Gandhi as a dynamic and visionary leader who remained committed to the secular and socialist ideals of the party and worked for the welfare of the poor and the downtrodden in the country. She launched various programmes for the upliftment of the poor and the weaker sections of the society. The country progressed on all fronts under her leadership. She sacrificed her life for the unity and integrity of the country. She was known for her bold decisions and she led the country to victory during the 1971 war, leading to creation of Bangladesh and the surrender of over 90 thousand Pakistani troops before the Indian forces, ignoring the threats of United States.

She brought into existence the historical ‘Shimla Agreement’, which committed Pakistan for settlement of all outstanding issues through bilateral dialogue, Saroori said and added that she successfully handled the foreign policy and remained the Chairperson of Non-Aligned Movement (NAM), leading the country to the newer heights in the community of nations.

Saroori recalled her numerous achievements as Prime Minister and as president of the Congress party who always cared a lot for the workers of the party. Her decision to nationalize the banks and discontinuing privy purses to the former rulers of Indian princely states were revolutionary steps amid at equitable distribution of resources.

Ensure implementation and speed up of rural development schemes

Chatroo, November 18: - PCC Vice President and MLA Inderwal, G. M Saroori directed the officers to speed up the implementation of MGNREGA, so that more and more people living in rural and far-flung areas of sub-division Chatroo get benefitted from it, besides ensuring the asset creation.

MLA Inderwal was addressing the officers, Sarpanches from twin blocks of sub-division Chatroo of district Kishtwar. BDO Chatroo Subuh Shad, BDO Mugalmaidan Mohsin Raza Ahanger, Accountact Masood Mattoo, JE’s, VLW’s, GRS, Sarpanch Association Tariq Wani besides Sarpanches from other panchayats and local Congress leaders were also present in the meeting.

Saroori impressed upon the officers to ensure that the status of implementation of MGNREGA and other rural development schemes be speeded up so that people living in rural and far-flung areas of sub-division Chatroo get benefit from it. He said that due care should be taken so that the benefit of these percolates to the targeted and genuine beneficiaries. He said that the scheme has been instrumental in providing the much needed job opportunities to the people at their door steps besides the creation of infrastructural assets is also done.

He stressed on taking up tangible works like construction of pacca-path, foot bridges, plantation, water harvesting tanks, p-work and other construction works and added that more focus should be laid on taking up such works in convergence with other departments so that a pool of resources is created that could be utilized for creating durable assets.

While asking for dovetailing the implementation of MGNREGA with a scheme of other departments through convergence, Saroori asked the officers to prepare comprehensive Detail Project Reports (DPRs) well in time before the start of the next financial year and all modalities of the expenditure on the labour part would be provided out of the MGNREGA funds. He said that by doing so we would be broadening the ambit of this flagship programme so that more people get benefitted from it. “The quarterly review of the implementation of convergence projects under MGNREGA should be done and officers of different department should work in synergized and coordinated manner so that the bottlenecks if any are removed”, Saroori added.

Underscoring need of proper tracking and monitoring of works under the department and to ensure quality work, Saroori said don’t finalize the payment of newly construction Panchayat Ghars before the BDO’s will inspect the construction works.

Saroori further stressed upon the Sarpanches to take up 60% of plan for the year 2015-16 which will create 83 crores liability in district Kishtwar and asked them to start the work at an earliest.

Holds meeting with Sarpanches from erstwhile Drabshalla block

Kishtwar, November 16: - Vice President JKPCC and MLA Inderwal, G. M Saroori conducted a whirlwind tour of the rural area of his constituting and inspected the pace of progress of works of various road works taken under Prime Minister Grameen Sadak Yojana PMGSY.


To ensure timely completion of ongoing road projects in the Sarthal area, Saroori today visited Angara, Bhagra, Moharwari, Karool areas of Sarthal where road widening and upgradation work is in progress. He said that by connecting various remote and inaccessible villages with the main land, the necessary connectivity is being provided to these which would ensure their socio-economic development, besides ensuring that the pace of development in other spheres of life is also accelerated.


Saroori said this while inspected 12 km long Sarthal-Bhagran road which is being constructed by PMGSY department at an estimated cost of 10 crores and got on the spot feed back of the progress. The construction work of the road will be completed by September 2016. He instructed engineers of PMGSY to intensify the pace of work by employing more labour force and double shifts to ensure early completion of the Bhagra and Chandali roads.


He also enquired about the development needs there. Interacting with the people at these places, Saroori said reaching out to the people, knowing their problems and putting all efforts to give on spot redressal is my priority”. He appealed people to work unitedly for the cause of development, adding the people of Sarthal have always followed the ethos of brotherhood, amity and tolerance. He said that power in a democratic set up lies with the people and it’s they who have to preserve the secular fabric of the state.


Referring to the development works under execution in the Sarthal areas, Saroori said that several projects under different sectors have been sanctioned and on completion of these projects the development scenario of the area will change. Saroori said Congress government during its tenure launched several people friendly schemes like MGNREGA, NRHM and PMGSY etc. And the aim was to bring a qualitative change into the lives of rural people.


Later Saroori hold a meeting of Sarpanches from block Bunjwah, Drabshalla of district Kishtwar in which ACD Kishtwar Akhtar Qazi, BDO’s Nasir Ahmed, Subuh Shad, Sarpanch Association Mohd Iqbal Keen and other sarpanches from Drabshalla and Bunjwah blocks were present.


Saroori laid stress on time bound completion of targets which were assigned to the respective BDO’s and asked BDO’s to monitor the construction works which were taken up in their blocks under Swach Bharat, IAY, MGNREGA and timely submission of utilization certificates of works done under SDRF. 


Further laying stress on time bound completion of targets on top priority. BDO’s were directed to maintain liasioning with people and organize awareness programmes about various schemes launched by the RDD department. Saroori further stressed upon the Sarpanches to take up 80% plan for the year 2015-16 and start the work at an earliest.

Earlier ACD Kishtwar briefed about the works taken up under various components of MGNREGA, IAY and Swach Bharat abhiyan and asked the PRI’s to take cement from the store and start the work for this year. He also informed that for the year 2013-14 MGNREGA payment has been cleared and said Rs 20 crores have been released for MGNREGA work been completed for the year of 2014-15 and assured that by ending December payment to job card holders will be completed for 2014-15.directed for speedy implementation of MGNREGA maintaining that it has been instrumental in speeding up the development of rural and far flung areas besides providing the much needed job opportunities to the people of these areas.
