Saroori stage walkout from J&K Assembly over regularization of daily wagers

Expressed concern over the rising water level in Kashmir valley

Jammu, March 31: - Congress Member of legislative Assembly (MLA) from Inderwal, G. M. Saroori today staged a walkout in the Legislative Assembly over the issues of regularization daily wagers.

Saroori raised the issue of daily wagers and causal labourers in the Legislative Assembly. He disrupted the proceedings and said “the departments are utilizing their (daily wagers) services but not ready to regularize or pay them monthly wages and this is grave injustice with them”.

Amid ruckus, he was supported by other legislators, Saroori demanded regularisation of the daily wagers, casual labourers, Adhoc, SPO’s, HR workers and others. Later he staged a walkout.

Earlier, as the session began today, Saroori sought details about preparations of the government to counter the flood situation.

“I want the government to inform the House about the flood situation. The water has touched the danger mark,” said Congress MLA G.M Saroori. Later Deputy Chief Minister, Nirmal Singh responded saying that the government was not non-serious about the issue.

“Chief Minister Mufti Mohammad Sayeed reached the valley yesterday to check the situation personally. Our ministerial team is also camping there and all necessary preparations are done to handle the situation,” Singh told the House.

While taking part in the discussion over the grants Revenue and Rehabilitation, Saroori said in Inderwal constituency over 1500 houses has been damaged and demanded compensation for the poor people who suffered losses due to weather furry.

He demanded early filling of staff for new administrative units created in Inderwal constituencies including at Sarthal, Thakrie, Kilhotran besides postings of Patwari’s, Girdawar’s, Naib Tehsildar’s and Tehsildar’s ion vacant posts.

“Drains in Thathri area are open and are threat to any kind of mishaps,” Saroori demanded that all funds to be provided for covering the drains with slab and for construction of shopping complex and bus stand at Thathri.

On Haj and Auqaf grants Saroori said that arounf 4000 kanals of Wakf land is under illegal occupation of various at Gandhi Nagar, Samba, Kathua, Akhnoor, Kishtwar, Doda. He demanded that Waqf land to be restored to the Waqf department to which it belongs.

“Government should give due attentions towards Ghulam Shah Badshah and Shah Asrar-Ud-Din Ziyarat & Ziarat Shah Farid-Ud-Din Kishtwar,” Saroori demanded.

While taking part in Power department grants, Saroori said that as the Central government’s have refuse to return power projects to the state is a great setback for the state, he said Government should press the GOI for transferring the two vital power projects including Dul Hasti and Uri to J&K state.

Saroori demanded immediate start of construction of several power projects including Keru, Pacal Dul, Kwar, Karthi and Rattle on river Chenab which will be sure to create a remarkable dent towards the realization of self reliance dream. He urged the Chief Minister Mufti Mohammad Sayeed to personally intervene and ensure that the central agencies working in road, railway and power sectors in the state ensure priority of employment to the local youth.

He further demanded construction of four lanes from Sudmahadev to Doda- Kishtwar to Kashmir via Singpora-Vailoo tunnel besides construction of Air strip at Kishtwar which is the need of the hour.

“As many as twelve transformers have been gutted at various places including Kencha, Manoi, Gugara, Trankhal, Chatroo, Keshwan, Karool Sarthal etc in Inderwal constituency while the Power Development Department was not replacing the same,” Saroori said and demanded early replacements of these transformers besides opening of workshops at Thathri and Chatroo.

Saroori said that the Chowdhary Power projects is generating 15 MW but the government is buying only 6 MW out of 15MW, he urged government that PDC should buy all the MW’s from this power projects so that people won’t face any hardship in this regard and there will be no un schedule electric cut in district Kishtwar and Doda besides demanded rescinding of the electricity bill in favour of BPL families from Rs 360 to 108.

While taking part in discussion of Home department, Law and Parliamentary grants, Saroori said that it takes six months in clearance of a file in Civil Secretariat and demanded that recruitment in police be made in Inderwal Constituency. He urged the Government to fulfill the promise of giving a job to one member of every family.

Saroori alleged that Information Department has become defunct in Doda and Kishtwar districts and demanded that the SPOs wages be raised to Rs 15000 per month.

He also alleged that Article 370 has been eroded right from the time of Sheikh Mohammad Abdullah till date.

Saroori said there has been embezzlement in purchase of cars for ministers and officers. The government should buy Scorpios for MLAs. They should be given laptops.”

Saroori’s remarks received applause from other MLAs, including those in treasury benches, who thumped benches. He sought a discretionary amount of Rs 1 lakh at the disposal of every MLA on the pattern of Cabinet ministers and their deputies besides enhancement of CDF from Rs 1.5 crores to Rs 3 crores.

Later Minister for Law and Parliamentary announced the constitution of a five-member committee to work out the modalities for enhancing the constituency development fund amount.
