Chatroo, May 30: - Member of Legislative Assembly (MLA) from Inderwal, Mr. G. M. Saroori while meeting with Sarpanches, Panches and general public of Tehsil Chatroo at Dak Bunglow Chatroo said that the road connecting Sinthan of Chatroo in Kishtwar District with Vailoo from Anantnag side will be made operational within two week’s time.

He said road connecting the population of more than fifty thousands of Sub-Division Chatroo stands blocked due to heavy snowfall at Sinthan Top. He said that, he had issued the direction to OC GREF for early clearance of this road and within two week’s time this prestigious road will be made operational.

Tehsildar Chatroo Sheetal Singh, XEEN R&B Chatroo, BMO Chatroo, SHO Chatroo besides officers from RDD, PHE, CAPD, PDD, R&B and Revenue were also present.

Saroori asked the officers to involve the Panchs, Sarpanchs, in making plan of development works under various flagship programmes of the government and called upon them for positive contribution for grassroots development. He also listened to the problems of elected members of Panchayats.

He urged Tehsildar Chatroo, Mugalmaidan and BDOs to hold monthly meetings with departments which had been associated with the panchayats. Saroori also asked sarpanches and Panches to formulate charter of demands in respect of each panchayat and raise the issue during the grievance redressal camps and meetings.

The meeting also discussed the status of the construction of various panchayat ghars and various rural development schemes.

The free medical camp was also inaugurated and organized by Vice President J&K PCC G. M. Saroori-(MLA Inderwal) at Chatroo. He exhorted all patients to utilise the facility of medical camp to identify their problems at an early stage. He underscored the need for organising more such camps in remote and hilly area for ensuring maximum benefits to the people by this type of health care facilities.

The team of doctors including Dr Pandita Physician District Hospital Kishtwar, Dr. Abdul Latief BMO Chatroo, Dr. Syed Tajamul MO Chatroo, Dr. Mudassir MO Chatroo and other paramedical staff of PHC Chatroo did health examination of the inhabitants and provided consultation, counseling to the needy of all age groups including children, women and elders besides free medicines for the smooth functioning of the camp were also distributed to the patients, after their examination by the doctors.

Earlier in the morning Saroori met with Minister for Health and Medical Education, ARI and Trainings Departments, Choudhary Lal Singh and Minister for Public Works (R&B), Syed Mohammed Altaf Bukhari here at helipad Kishtwar and discussed the shortage of Doctors in district Kishtwar and Doda & handing over of Kishtwar-Sinthan road to GREF.

He demanded immediate posting of Surgeon, Anesthesia and Gynecologist in Thathri hospital besides posting of Doctors in PHC Rahal Thal Kuchal, Sigdi, Sarthal, Patnazi and Mugalmaidan so that people of rural areas won’t face any hardship in this regard and in the better interest of the public.

While discussing with Minister for PWD (R&B), Mr. Altaf Bukhari, Saroori demanded immediate handover of road from Kishtwar to Singthan to central agency General Reserve Engineering Force commonly known as GREF.

Saroori said Roads and building department failed in opening and maintenance of prestigious Kishtwar- Sinthan road. He explained the Minister that earlier he has requested Chief Engineer BRO to handover the machinery of BRO to R&B for the completion and maintenance of the road but BRO have shifted their all machinery to other roads.

He also said that over 1300 labourers are into darkness as the R&B department has refused absorb GREF laborers in the department while at the same time despite the fact that many among these poor laborers were working with the organization for over 20 years.

Moreover R&B department do not have enough of machinery for maintenance of this road that leaves no other option left to handover the National Highway from Kishtwar to Sinthan back to GREF for its speedy construction as well as its proper maintenance.

The Ministers assured Mr. Saroori that being general public related matter it would be addressed on priority.

Work on project of RGGVY phase 2nd will be started within a month time: Saroori

Kahra/Mugalmaidan/Chatroo, May 31: - Vice President J&K PCC, Ghulam Mohammad Saroori today launched its memebership drive in Inderwal constituency asking cadre to go on a vigorous campaign to strengthen and expand secular and progressive space in the constituency.


Saroori who is also a MLA from Inderwal constituency, have asked the Congress workers to enroll members who are committed to the ideology and principles of the party and lay special emphasis on youth, women, and other downtrodden sections of the society.


"He urges Congress cadres in the Inderwal constituency to go on a vigorous membership drive of the party in order to strengthen and expand the secular, progressive and democratic space in the constituency," state Congress unit vice Chief Ghulam Mohammad Saroori said.


People of Kahara, Bhalessa, Bhatyas, Jakyas, Bathri and adjoining areas have demanded electricity to the remaining un-electrified villages of the areas and scarcity of water.


Saroori while addressing said that the Power department have issued Notice Inviting Tenders (NITs) at least thrice for award of the Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) phase 2nd but there was no response from any companies while as local companies were found ineligible in the light of the guidelines fixed by the Union Ministry.


“J&K Government had made the request to the Union Ministry of Power for relaxations in the contract conditions in order to facilitate at least local companies to execute the projects’, Saroori said and adding that within a month time some contractors will get the contract or Power department will start this project departmentally. By starting the work on 2nd phase of RGGVY it will cater the leftover un-electrified villages in the whole Erstwhile Doda district.


Saroori also said that two new water supply schemes (WSS) including Kansoo WSS and Indloo-Kahara WSS has been sanctioned for the areas and with this there will no scarcity of water in the area. He further said that the he is committed to the overall development of the constituency and his priority is to complete the ongoing projects so that people get the benefit at the earliest”.


He also listened to the demands of the people of Kahara, Bathri and Bhalessa areas and assured all possible help. Later participated in a seminar organized by Allama Iqbal school Kahara.


People of the Bhalessa area have also thanked Mr. Saroori for replacement and installment of 63 kv transformers at several place in Bhalessa and Kahara areas besides sanctioning of new two water supply schemes.


Prominent among those Congress leaders, workers, Sarpanchs, Panchs, Youth Congress and people in large were present.

Mugalmaidan/Sarthal, May 28: - Medical camp was held at Mugalmaidan in district Kishtwar which was sponsored by Leader of Opposition (LOP) in Rajya Sabha, Ghulam Nabi Azad.


The camp was inaugurated by Vice President J&K PCC G. M. Saroori-(MLA Inderwal).


While addressing the gathering, Saroori hailed the efforts of Mr. Ghulam Nabi Azad for setting up the medical camps in district Kishtwar and also appreciated his efforts of taking care of the health related problem of people in far flung areas. He emphasized on the importance of health and assured the local population that Congress party will reach out to inhospitable terrain coupled with worsening climatic conditions as and when they need their help.


He exhorted all patients to utilise the facility of medical camps organised by him (Saroori) to identify their problems at an early stage. He underscored the need for organising more such camps in remote and hilly area for ensuring maximum benefits to the people by this type of health care facilities.

Mr. Saroori also visited far off areas of Tehsil Sarthal and enquired about the development needs there. He also inspected the pace of Karool-Bahdat road constructed by PMGSY. On the request of people of Upper Bhagran, Saroori announced Rupees fifty thousand for the repairment of Nala Poora Chandali.

Saroori, Wani expressed shock over Desa Doda landslide incident; 7 dead in collapsed house


Asked administration of district Kishtwar and Doda to act swiftly

Jammu, April 04: - Vice President JKPCC, G. M. Saroori-MLA Inderwal and General Secretary JKPCC, Abdul Majid Wani-Former MLA Doda today expressed grief and shock in a tragic incident of landslide in Desa area of district Doda.

A mud house belonging to Jodh Raj was collapsed due to landslides at Dessa area of district Doda in which all seven persons including four children’s, one woman and two men were buried in the depris.

Saroori and Wani have conveyed their heartfelt condolence to the family members of bereaved families and prayed for eternal peace to the departed souls. They also prayed to Almighty Allah to give strength to the family members of the deceased’s to bear irreparable loss.

Congress leaders have appealed to Hon'ble Chief Minister J&K Mufti Mohammad Sayeed to immediately release Rs one Lakhs each as ex-gratia relief in favour of the family members of those who have lost their lives.

MLA Inderwal Ghulam Mohammad Saroori has also asked the administrations of twin district Doda and Kishtwar to act swiftly to offset hardships of the people in the wake of landslides due to heavy rainfall in various parts of Kishtwar and Doda adding that Disaster Management Committees at divisional and district levels need to be operationalized to set the affected public delivery system back on rails.

He said landslides clearance on all the roads should be completed on war footing basis so that movement of people and traffic is restored.

“The landslides is yet to be cleared on many roads and major road network in rural areas across Kishtwar and Doda is yet to see the traffic plying resulting into tremendous inconvenience for the general public,” Saroori added. He also called for immediate clearance of the National Highway Jammu-Kashmir and Jammu-Kishtwar for vehicular movement so that business and trade activities are restored.

In order to meet the challenges of incessant rain vagaries, the district administration of Kishtwar and Doda need to ensure a better coordination between different departments especially those providing essential services, Saroori maintained and called upon the government to take extra measures to ensure minimum curtailments in electricity particularly in erstwhile Doda district including Keshwan, Thakrie, Kuriya, Chingam, Chatroo, Passerkoot, Mugalmaidan, Kuchal, Sigdi, Sarthal, Bhagran, Angara, Karool, Saroor, Tatani, Drabshalla, Kandoth, Thathri, Phigsoo, Bunjwah, Patnazi, Khara, Bhalessa, Jakyas, Bathri, Kandani and its adjoining areas.

The Congress leader urged the government to ensure that there is no chaos or scarcity of essential commodities including LPG, kerosene, drinking water, sugar and ration. “The medical services, especially emergency services, should be monitored besides the damaged power distribution lines should be immediately repaired to ensure a better power supply in the state,” Saroori demanded.

Jammu, April 05: - Vice President JKPCC, Mr. G. M. Saroori-MLA Inderwal along with Salman Nizami (Organisational and Publicity secretary), Bashir Ahmed Sirwal (Congress district Vice President Doda), and congress leaders today visited General Bus Stand Jammu and met with hundreds of stranded passengers from different parts of Kashmir, Chenab Valley and other regions of the State and took stock of the problems of them.

The stranded passengers complained about the shortage of food, drinking water and blankets etc. They criticized that no concrete steps has been taken by the Government so far. Saroori gave a patient hearing to the people and assured them that he will take up this issue with the Government.

Interacting with the stranded passengers, Saroori said that BEACON and R&B are carrying out restoration work and damaged stretch of the road in Khelani, Samroli areas are expected to be cleared by tomorrow.

Saroori said that redressal of the people’s grievances is the prime concern of the Congress party and “the service to humanity is its mission and goal”. He assured the stranded passengers that Congress party is abreast with their problems and will take the issue with Divisional Commissioner Jammu so that he would take requisite steps to redress them.

Saroori took the matter with Divisional Commissioner Jammu, Mr. Pawan Kotwal telephonically and asked him to personally monitor the situation and arrange the basic essential things including free langer for the passengers.

He further asked him to direct the concerned officers to take stringent action against the profiteers especially the hoteliers who are charging exorbitant rates from the stranded passengers.

Saroori urged Div Com Jammu for activating different market checking squads to check black marketing, hoarding and profiteering by unscrupulous shopkeepers and traders who take undue advantage of the weather and road conditions.

Later Congress leaders visited Government Medical College (GMC) and Hospital to enquire about the health of various patients from Erstwhile Doda district who are suffering from various diseases.

They interacted with the patients at GMC&H and assured them all help. He (Saroori) also enquired about the status of patients and instructed the Hospital authorities and Doctors to provide every required medical facility to the patients so that they do not feel any inconvenience.

Jammu, April 09: - Congress MLA Inderwal, G. M. Saroori today said that Pandits should return to their ancestral properties and live under composite culture and environment.

“Only politics have been done on Pandits from ages”, Saroori said and adding that there are still hundreds of Pandits living in Valley and doing business over there. But the government should not divide people in the name of religion or security.

Saroori on the floor of the Assembly called for strengthening the Health Services in rural areas especially district Doda and Kishtwar.

He demanded immediate filling up of vacant posts of doctors in district Kishtwar and Doda beside demanded to post one Dental surgeon and Gynecologist in each PHC of rural areas where there is urgent need for that.

Saroori pressed to the government for immediate posting of medical assistant and para-medical staff for sub-centres and ISM centres so that people of rural areas won’t face any hardship in this regard.

“In order to bring optimum transparency into the functioning of CA&PD Department and to minimize the chances of complaints against the private ration dealers”, Saroori said that government should take new Initiative Policy to convert the existing Private Fair Price shops and Sale Centres working on internal adjustment basis into Government Controlled Depots.

Saroori said that opening of 3234 numbers of additional outlets in the state be on the basis of demand of 200 families if they are drawing the ration items from the depot which is having more than 3 Km distance. He demanded opening of new sale outlets in Inderwal constituency including Kither, Chingam, Passerkote, Poora Chandali, Bhata, Naidgam, Singpora, Bonda, Bhatpura, Burdhar, Sarthal, Mugalmaidan, Kuchal, Chingam, Chatroo, Sigdi, Thakrie, Thathri, Phigsoo, Kahara, Bhalessa and other areas.

“If the government will convert these Sale Outlets into Government Controlled Depots, than there will be vacancy of around 8,000 salesmen and same number of helpers on casual basis. In this way the government will be able to give employment to unemployed youth also”, Saroori suggested.

Saroori said that pending liabilities on account of food grains in District Kishtwar and Doda are around 1800 and 1900 quintals respectively and demanded early clearance of food grains liabilities in the twin districts at the earliest.

On electricity tariff charges; Saroori said charging of Rs. 360 as flat rates from electricity consumers in un-metered areas of district Doda and Kishtwar with ½ KW load is totally un-justified.

“There are thousands number of BPL families in Inderwal Constituency who are not in position to pay such huge tariff, the government should take its decision back so that thousands of BPL families won’t suffer in future time”, said Congress member G. M. Saroori.

He further demanded early electrification of 10,380 BPL Consumers in Inderwal which were identified for electrification under RGGVY and start on RGGVY Phase II work which will cover all the uncovered villages for electrification.

Saroori said that most of the far flung hilly areas have experienced of abnormal disruption of powers during the last couple of years due to natural calamities/inclement weather, so there should be any provision of exemption or any leniency to the people living in such areas in tariff charges.

Cash crunch has badly hit the Treasuries across the State: Saroori

Liability reached thousands of crores; hundreds of crores got lapsed this year

Jammu, April 07: - Congress MLA from Inderwal, G. M. Saroori today on the floor of the house has showed serious concerned that huge funds lapsed under various schemes due to non-spend of the funds before the end of this financial year.

Saroori said cash crunch has badly hit the Treasuries across the State with the result the liability has reached nearly thousands of crores as many bills were pending for the last several months whereas, many development works have either been stalled or affected with the shortage of funds.

“Not only the bills of contractors from R&B, Irrigation & Flood Control, PDD, JMC/ SMC, Housing Board and Local Bodies were pending for the months together, the Treasury bills of the employees and pensioners on account of GP Fund, Gratuity, pension arrears and even salaries to legislators etc are also lying unpaid”, Saroori said

Congress MLA said that the hapless employees, pensioners, daily wagers are being made to take turns of the Treasuries to receive their much needed money. Even many employees have failed to get their own hard earned money (GP Fund), out of their own savings from the Government Treasuries. Many of them needed this money for the marriage of their children while others for construction of houses.

“There should be a change in fiscal year based on the climatic condition in the state. There should be a mechanism where funds are not lapsed so that we can utilize them in next fiscal year”, Saroori said and demanded to change of fiscal year or a lapse fund. He also questioned that why crores of rupees got lapsed?

On daily wagers regularization issue; Saroori alleged that daily wagers in different departments like PHE, Tourism, Agriculture and Horticulture, PDD, Forest, R&B, Floriculture etc who are providing water and other services etc to people in far flung and remote areas, are being paid only twice in a year---Eid or Deepawali—festivals in respect the daily wagers from Kashmir are being paid rupees 4500 per month, he demanded to end this discrimination with Jammu region and treat everyone equally without color, caste and creed and release the wages of all daily wagers monthly and also regularize them who has completed seven years of service.

Saroori also raised the issue of shortage of Doctors in the assembly and said that there is shortage of doctors in Kishtwar District and also in District Hospital Kishtwar and by transferring the doctors without any reason raise the question mark on these transfers.

He said several Doctors were transferred from Kishtwar and no one was posted in their places, adding that the said transfers will create a problem in the District and demanded immediate filling of all vacant posts in the better interest of the public of Kishtwar.

Three Doctors including a reputed Child Specialist Dr. Javed Giri, renowned Gynecologist Dr. Shabnum Laila and Anesthesia Dr. Anjana Parihar were transferred from District Hospital Kishtwar. Saroori also find the support from the MLAS who also objected the transfer of lone doctor from their constituency.

Later Vice president JKPCC, G. M. Saroori also met with President JKPCC, G. A. Mir at Congress office Jammu and discussed with him various issues related to party functionaries and about membership drive in the state.

Jammu, April 06: - Congress MLA from Inderwal, G. M. Saroori along with Naresh Kumar Gupta-MLC and Sham Lal Bhagat-MLC today staged a protest outside the Jammu and Kashmir Assembly against the prevailing conditions of erstwhile Doda district due to incessant rainfall in the region.

The Congress legislators were raising the slogan “Chenab Valley ko bachaou” Save the Chenab Valley. Later Congress legislators party leader (CLP), Nawang Ring Jora also joined the protest and accused the government of not being able to deliver on the ground as the people in Kashmir, Ladakh and Chenab Valley region continue to suffer.

"We are staging this dharna today because of damages being suffered by the areas in Chenab valley due to the ongoing incessant rains’, Saroori said and accused the government of failing to provide succour to the rainfall-hit areas.

"What are they doing there, while people continue to suffer the ministers are busy in photo opportunity and are enjoying in state chopper trips," MLC Naresh Gupta said.

Why are people not getting any relief and rehabilitation from the government? Sham Lal Bhagat questioned and took a dig at the BJP-PDP government for not being able to rehabilitate and to give relief in favour of the victims.

Saroori also carried a placard in the Assembly with Save Chenab Valley written on it and amid protesting.

The noisy scenes continued to rock the House when Congress MLAS urged Speaker Kavinder Gupta to hold an hour-long discussion in the House over the issue of floods caused by incessant rains in the state. Order was restored in the House only after the Speaker accepted the demands of the opposition and agreed to hold a discussion on the issue of floods.

While speaking Congress MLA from Indrwal (Chenab Valley), G. M. Saroori said houses are collapsing, people are dying and the government is in deep slumber. Road links are disconnected, people are dying due to landslides, ration has not distributed for the month of February and March government there is a scarcity of food grains in the area and what is the government doing? Saroori questioned and demanded that the people Chenab Valley should be provided with adequate relief and free rations for three months.

He lambast at government for not doing anything and saying that from the last five days Batote-Kishtwar National highway is closed, he demanded early restoration of the flood damages including road connectivity especially on Batote-Doda-Kishtwar National Highway, Doda-Bhaderwah, Kishtwar-Chatroo and Thathri-Gandoh roads.

Saroori also demanded for providing tents, 30 pieces of CGI sheets to the families, shifting of peoples to the safer places from vulnerable/slide prone areas and provide ration and other essential commodities besides sanctioning of Rs 5 lakhs as compensation whose house have been completely damaged and Rs 2 lakhs to those whose house have been partially damaged.

Later Saroori also met with Chief Minister JK, Mufti Mohamamd Sayeed in his Assembly chamber office and urged him to address the woes of the people who are hit by floods in the state, especially the Chenab valley.

Saroori informed Chief Minister J&K that around 1300 houses in Doda and 1500 houses in Kishtwar districts have damaged due to rains, floods and landslides, while the fruit growers have also faced trouble as their plants were destroyed in the heaving rains.

He said that seven villages including Kuriya Chatroo, Seegad Kontwara, Bagdheyr Kahara, Dugroon Bathri, Ikhala Bunjwah, Kuchal, and Angara Sarthal have been facing threat due to landslides or huge boulders near their residential houses. He urged Mufti for providing immediate relief and compensation for the flood-affected people of Chenab Valley.

Saroori also discussed about the construction of four lanes from Nashri Chennani tunnel to Khelani-Doda-Phigsoo Thathri-Kishtwar upto Anantnag Kashmir Valley via Singpora Vailoo tunnel with CM Mufti. He said this will be best and feasible National highway and will remain open for 12 months.

Mufti Mohammad Sayeed gave patient hearing to Saroori’s demand and assured all possible help for people of Chenab Valley. He said that he will take all possible immediate and steps and will also take the detail reports from the district administrations of the damages and losses in Chenab Valley.
