Cash crunch has badly hit the Treasuries across the State: Saroori

Liability reached thousands of crores; hundreds of crores got lapsed this year

Jammu, April 07: - Congress MLA from Inderwal, G. M. Saroori today on the floor of the house has showed serious concerned that huge funds lapsed under various schemes due to non-spend of the funds before the end of this financial year.

Saroori said cash crunch has badly hit the Treasuries across the State with the result the liability has reached nearly thousands of crores as many bills were pending for the last several months whereas, many development works have either been stalled or affected with the shortage of funds.

“Not only the bills of contractors from R&B, Irrigation & Flood Control, PDD, JMC/ SMC, Housing Board and Local Bodies were pending for the months together, the Treasury bills of the employees and pensioners on account of GP Fund, Gratuity, pension arrears and even salaries to legislators etc are also lying unpaid”, Saroori said

Congress MLA said that the hapless employees, pensioners, daily wagers are being made to take turns of the Treasuries to receive their much needed money. Even many employees have failed to get their own hard earned money (GP Fund), out of their own savings from the Government Treasuries. Many of them needed this money for the marriage of their children while others for construction of houses.

“There should be a change in fiscal year based on the climatic condition in the state. There should be a mechanism where funds are not lapsed so that we can utilize them in next fiscal year”, Saroori said and demanded to change of fiscal year or a lapse fund. He also questioned that why crores of rupees got lapsed?

On daily wagers regularization issue; Saroori alleged that daily wagers in different departments like PHE, Tourism, Agriculture and Horticulture, PDD, Forest, R&B, Floriculture etc who are providing water and other services etc to people in far flung and remote areas, are being paid only twice in a year---Eid or Deepawali—festivals in respect the daily wagers from Kashmir are being paid rupees 4500 per month, he demanded to end this discrimination with Jammu region and treat everyone equally without color, caste and creed and release the wages of all daily wagers monthly and also regularize them who has completed seven years of service.

Saroori also raised the issue of shortage of Doctors in the assembly and said that there is shortage of doctors in Kishtwar District and also in District Hospital Kishtwar and by transferring the doctors without any reason raise the question mark on these transfers.

He said several Doctors were transferred from Kishtwar and no one was posted in their places, adding that the said transfers will create a problem in the District and demanded immediate filling of all vacant posts in the better interest of the public of Kishtwar.

Three Doctors including a reputed Child Specialist Dr. Javed Giri, renowned Gynecologist Dr. Shabnum Laila and Anesthesia Dr. Anjana Parihar were transferred from District Hospital Kishtwar. Saroori also find the support from the MLAS who also objected the transfer of lone doctor from their constituency.

Later Vice president JKPCC, G. M. Saroori also met with President JKPCC, G. A. Mir at Congress office Jammu and discussed with him various issues related to party functionaries and about membership drive in the state.
