G.M Saroori condoles demise of Syeda Haneefa

SRINAGAR, AUGUST 28: - Jammu and Pradesh Congress Committee (JKPCC), Vice president and MLA Inderwal, Ghulam Mohammad Saroori has condoled the demise of Syeda Haneefa wife of prominent businessman Syed Muhammad Sulaiman Bukhari.

Syeda Haneefa, who is also paternal aunt of Education minister, Syed Muhammad Altaf Bukhari, passed away at her residence at Sangri Colony, Baramulla on Monday.

In his condolence message, Mr. Saroori recalled the pious and philanthropic nature of the deceased and prayed for solace to her departed soul. He conveyed his heartfelt sympathies to the bereaved family particularly Syed Sulaiman Bukhari and Syed Altaf Bukhari.

State government failed to address problems of the people since last three years: Saroori

CHATROO (KISHTWAR), AUGUST 21: - Accusing the PDP-BJP coalition government in Jammu and Kashmir of having failed to address the problems of the people, the Congress party on Monday held a massive protest march in Chatroo area of district Kishtwar in support of safeguarding of Article 35-A and 370 of the Constitution of India.

Led by JKPCC vice Chief G. M Saroori, a large number of Congress workers on Monday took out a rally from Chatroo bazaar to bus stand this morning and chanted slogans against Peoples Democratic Party (PDP) and Bhartiya Janta Party (BJP). Holding party flags, the Congress protesters also raised slogans against Mehbooba Mufti, Narendra Modi, RSS and other saffron parties.

While addressing the large gathered protestors, Mr. Saroori called for a probe against the role of Rural Development Department and Panchayat Raj Minister, Abdul Haq Khan in purchasing of plants and trees guards supplied in various districts of the state including Kishtwar District without inviting tenders added that the RDD department at behest of Minister’s directions purchased the plants despite the ban order from the government. He demanded that state accountability commission as well as Vigilance department should probe into the embezzlement involving Minister and his close aides. 

Saroori accuses the PDP-BJP coalition government in Jammu and Kashmir off failure to address the problems of the people. "Since they (BJP-PDP) joined hands, the miseries of the people of Jammu and Kashmir have increased manifolds. While the BJP cheated people of Jammu, the people of Kashmir were cheated by the PDP,"Saroori said.

He said that all the promises made to the people prior to the Assembly elections of 2014 remained unfulfilled and has proved to be mere bluffs. People are fed up with the policies and sheer opportunism of two parties and people wanted to teach them lesson. "Three year are about to pass but they have failed to fulfill any of the promises, be it the problems faced by the rural and far-flung residents, be it the problems faced by the farmers, be it the problems of un-employed youths, be it the problems of poor and middle class, be it the problems of MGNREGA jobcard holders, this government has done nothing to address those problems," JKPCC Vice Chief said.

While attacking the Narendra Modi-led NDA government at the centre, Mr. Saroori said that since the change of guard happened in New Delhi, the prices of essential commodities have increased manifold. "The prices of pulses, sugar, LPG gas, Petrol have increased and it has become difficult for not only the poor but also the middle class to afford pulses and other day to day essential commodities. The ever increasing inflation is taking a toll on the common masses of this country," he said and added that instead of ‘Achhe Din’, people now want return of old days.

While taking a dig “at hasty and faulty implementation” of National Food Security Act in the State, accused Coalition Government of implementing the Act in haste without adequate ground work," Saroori said and slammed the CAPD department for unfair allotment of ration cards to the families, as BPL families are placed in APL and vice versa which is a thing that needed to be taken seriously.

Saroori also blamed PDP-BJP coalition for being non serious about  the regularization issue of daily-rated workers working in different departments, problems confronting Rehbar taleem, SSA, RAMSA teachers in absence of monthly pay dues, SRO 105 which has left quarry workers of the state and elsewhere jobless, considerable rise in unemployment in the state and several other issues concerning people. 

Lashing out at People’s Democratic Party (PDP) for misleading people of J&K about Goods and Services Tax (GST), Article 370 and 35-A issues, he (Saroori) said that once they took votes from the people over these issue now are hell bent to erode the special status of the state. He also asked CM J&K Mehbooba Mufti to stop befouling the people of J&K regarding her claim of getting an assurance from PM Naredra Modi for protection of the special status enjoys by the state as a fraud. He said that the files regarding the Article 35-A has been deliberately misplaced with an aim to weaken the case in court added the Agenda of Alliance is mere a piece of document to which centre government is doing nothing. He also reminded CM Mehbooba of her promises about the returns of power projects, opening of roads for trade from Kashmir to Pakistan, improvement of conditions of the backward areas, improvement of Batote-Sinthan road, non starting of of work on  Rattle power project Drabshalla which was shut down by the BJP workers and lashes  at her on daily  killings of innocent civilians in Kashmir, use of pellet guns and delay in execution of UPA II 100 crores RGGVY phase II project which will provide electricity in every nook and corner of Chenab Valley,” Saroori said and added that present coalition government has miserably failed to do anything for the betterment of the common masses.

He later also held a meeting at Dak Bungalow Chatroo wherein Saroori thanked the people for coming in large number to make the protest a successful against the state government keeping in view that majority of population of the Chatroo area is schedule tribe (ST) were on their dhoukhs (migrated to upper areas of mountains).

Saroori condole Brig Lal and Khursheed Ahmed demises



Kishtwar, August 19: - State Congress Vice President and MLA Inderwal, Ghulam Mohammad Saroori has condoled sudden deaths of Senior Congress leader from Ghan Sarthal, Shri Brig Lal and Shri. Khursheed Ahmed son of Mohd Yusuf Raina resident of Kuchal.

“My thoughts and prayers are with the bereaved families”, said Saroori.

Expressing grief and shock over the sad demises of Brig Lal and Khursheed Ahmed, Ghulam Mohammad Saroori said that their death has created a vacuum which cannot be filled so easily. “They were highly learned and committed persons of Ghan and Kuchal areas,” said Saroori.

Conveying condolences to the bereaved families, Saroori prayed for eternal peace to the departed souls and expressed solidarity with the families in his hour of grief to bear the irreparable loss.

ANGARA/PHAGSOO, AUGUST 19: - Jammu and Kashmir Pradesh Congress Committee (JKPCC), Vice President, Ghulam Mohammad Saroori conducted a tour of Sarthal and Phagsoo Thathri areas and has alleged that PDP-BJP Coalition is neglecting people on the political grounds in the State.

Addressing series of public meetings at Moharwari, Angara, Ghan areas of Sarthal and Jagota, Khanpora, Kathawa, Dadyan areas of Phagsoo Thathri, Saroori said despite knowing that they (PDP-BJP) are losing the ground very fast, the Coalition Government is indulging in political victimization. The people of far-flung and Chenab Valley are being neglected in every respect, purely on political grounds and an atmosphere of distress is being created by the coalition partners aiming to get benefitted politically.

Asserting that people are suffering badly in absence of basic facilities in remote areas, Saroori said that government machinery is nowhere visible on ground. The tall claims of PDP led coalition about good governance and development of the State was only to lure the voters for the sake of coming into power, he said.

Describing Coalition government a complete failure, Saroori castigated the coalition partners for victimizing the people on political grounds. He said people in several upper areas like Thathri, Bhalessa, Gandoh, Chilli, Kahara, Marwah, Warwan, Dacchan, Chatroo, Keshwan, Sarthal, Saroor, Bunjwah, Padeyrna, Kishtwar town, Doda town, Marmat, Neel, Banihal and in other areas are being victimized on political grounds. He accused the government of being bias toward multiple problems confronting people and neglecting those areas or people who have not voted for them (PDP) in the elections.

Asserting that Congress Party would not allow any sort of discrimination with any section, group or society, Saroori assured the people that Congress is fully committed for equal development of the people and the regions. He asked the government to shun these anti- people policies as these are fraught with dangerous consequences, Saroori said.

Congress lawmaker from Inderwal further said that party will not compromise on people issues and development of the regions, it (Congress) will fight for equitable development of the regions and people and is committed to address urges and aspiration of the people in all the three regions of the state, Saroori said.

SARTHAL (KISHTWAR), AUGUST 17: - The 71st Independence Day was celebrated in Sarthal area of the Kishtwar district where Member of Legislative from Inderwal, Ghulam Mohammad Saroori delivers his speech.

The principle of Higher Secondary School Sarthal hoisted the tricolor and took salute of the march past contingents in the premises of HSS Sarthal. The school children, government employees and prominent citizens participated in the function.

He congratulated mammoth gathering who had turned up at the venue of Independence Day function and referred various achievements registered by him for Sarthal area during last 15 years five years, Mr. Saroori said that he has worked for equitable development of all areas of Sarthal and initiated various welfare and developmental programmes for the general public of the area besides the infrastructure development was given impetus through network of roads including Rs.1.20 crores sanctioned for blacktopping work from Agral to Dadda, 18 crores for Hasti Sarthal, 70 lakhs for Moharwari road, construction of Karool Bhagra, Doori Ghan, Moharwari to Lava, Poora Chandali, Lower Angara Upper Angara, Gamrah road, widening of road from Agral to Ghan, DPR stands submitted to higher authorities for sanctioning of blacktopping for Bhagra and Ghan roads, opening of schools in all the villages, Rs. 2.50 crores for girls hostel Sarthal, laboratory building for HSS Sarthal, power grid station for Sarthal, PHC Karool, several sub-centres, Aganwaries, Balwaries, sanctioning of various water supply scheme including Rs.3 crores for Leelal Daddal to Mandir, Kumhaar naag to Angara and Moharwari, opening of new five no. fair price shops which will provide ration to the general public at their door steps, proposal stand submitted to JK bank for opening of 3no. new branches in Sarthal area, TRC’s for Agral and Karool. Several other welfare measures for poor and downtrodden were taken to improve the socio-economic status of the people in the area. He said creation of new administrative units including tehsil and block status for Sarthal was sanctioned due to his efforts but the present government has kept the cabinet order pending due to unknown reason, he urged the state government for taking urgent steps in making Tehsil and block functioning in Sarthal, so that people of this area will be benefitted.

Calling upon people of Sarthal to avail maximum assistance from different schemes launched in the area, Saroori said that various initiatives have been taken to address the needs of different sections of the society and people should come forward and get themselves registered to get benefits from Beti Bachaoo Beti Padhao, State marriage assistance scheme, Aadhar card, labour card, NFB, Agriculture, horticulture and many others schemes.

RDD Minister should respect the institution of an MLA

Chairman DDB Kishtwar showed displeasure over the non implementation of decisions

KISHTWAR, AUGUST 18: - To assess sector-wise physical and financial progress besides taking stock of implementation of decisions taken in the Board meeting held in February this year, Member of Legislative Assembly from Inderwal, Ghulam Mohammad Saroori raises various public demands.

Minister for Health & Medical Education, Bali Bhagat, who is also the Chairman of District Development Board (DDB), Kishtwar, chaired the review meeting of the Board which was held in the new DC office complex.

Mr. Saroori raised the issue of misuse of official fund in rural development department (RDD) Kishtwar. He said that there is major embezzlement in purchasing the plants and tree guards in the Kishtwar and rued the spending of more than Rs. 2.5 lacs on the recent visit of RDD Minister added that corruption has taken deep roots in RDD department. He also question the RDD Minister’s action against the local officials who did not toe the line of his party workers and demanded probe into purchase of tree guards despite ban on purchase and plantation of trees.

He said RDD Minister who is also a representative of people should respect the institution of an MLA and question his (RDD Minister’s) intention of conducted the meetings with officials by taking party workers in block offices. He also slam the minister for holding party workers meeting at New DC office complex meeting Hall added that Minister instead of holding a public meeting for taking first hand appraisal of the problems faced by people with regard to the functioning of RDD Department preferred to hold party workers meeting that too in government building which is the violation of the set rules and regulations.

Saroori said that MLA who is the proprietor of his constituency added that being as head of the constituency, he is empowered to monitor the developmental works as well as can call any record. He said that in case officials didn't follow the protocol, he will face action as per ethics Committee report as well as the guidelines of the General Administrative Department.

He also slammed the conversation of BPL to APL added that more than 15000 souls in Kishtwar district are without ration since they have not be enrolled by the CAPD department, on this Chairman directed for taking up the matter with concern Minister. He also rued for curtailment of funds under PHE sector to Kishtwar from Rs. 10 Cr to Rs. 3 Cr. He also raised the issue of widening of Kishtwar Bus Stand on which the chairman slammed the officials for delay in expansion of the Kishtwar Bus Stand and directed the concern to implement the directions in letter and spirit.

Saroori further said that due to non availability of compensation, the work on various road projects under NABARD since last two years has been stopped. He also slammed SE R&B Doda circle for withholding funds and allotments pending for months together. He also question non execution of black topping on Kishtwar roads added that administration fails to follow the CM directions with regard to identification of stone quarries. He also urged Bali Bhagat who is holding health department to fill the vacant posts of Doctors in PHC Rahal, Chingam, Chatroo, Bunjwah, Patnazi and other health centres.

While replying to the demands of Mr. Saroori, Chairman District Development Board (DDB) Kishtwar Bali Baghat showed his displeasure over the non implementation of Board decisions in letter and spirit and asked the Deputy Commissioner Kishtwar to pull the officials so that the developmental projects in Kishtwar District could be completed on time.

Bali Bhagat stress for release of compensation in favour of land owners whose land comes under land alignments for various road project and directed Deputy Commissioner Kishtwar for speedy execution of work on Chatroo Degree College and further directed them to engage the local people in construction who gives the land for the said degree college. He called for black topping of Kishtwar - Chatroo - Sinthan Top-Anantnag NH, beside shows displeasure over non execution of works under RMSA despite availability of funds. He directed the administration to acquire the land for construction of schools under RMSA. He called for removal of encroachment at District Hospital Kishtwar, Tourism building Sarthal, Middle School Moharwari and Middle School Kuchhan.

He also directed the officials to take MLAs on board while finalizing plan added that only approved plan by MLA could be entertained besides this, ask the MLAs and MLCs to submit five water supply schemes for Kishtwar and Inderwal for further taking up of the matter with concern Minister.

Kishtwar August 14: Former Minister and MLA from Inderwal constituency of Kishtwar District Ghulam Mohammad Saroori today said that Congress party is with the aspirations of majority of the people in state of Jammu and Kashmir over the issue of Article 35 A of the Constitution added that some self made people are trying to make this an issue between the Jammu Vs Kashmir by pitching the people of one region against the other.

While addressing the senior party leaders in the Kishtwar, Congress MLA from Inderwal Ghulam Mohammad Saroori said that majority of the people in Jammu Division including people living in Chenab Valley, Pir Panchal and Jammu plans are in support of the Article 35 A along with the whole Kashmir valley added that the Article 35 A not only guaranteed the property rights to a particular community or the area, but the state of Jammu and Kashmir as whole which is irrespective of caste, colour or creed or beyond doubt to any religion. He said that the said Article 35 A is in the interest of the masses while at the same time some Jammu based politicians including some Congress leaders are making wrong statements on the said Article and called those statements as personal views of the said party leaders. He said that Congress party has sacrifices itself many time for strengthening the democratic setup in Jammu and Kashmir. He said that Congress party has faith on the strengthening of the Article 35 A added that party is with the aspirations of over 90% people of Jammu Division who without any doubt are supporting the safeguarding of Article 35 A. He said that ruling BJP and PDP are hell-bent to destabilize the peace and tranquility in the state of Jammu and Kashmir by racking up the non issues like Article 35 A or Article 370 with an aim to cover its failure.

"Congress party always thinks for the nation, s stability and towards promotion of peace, communal harmony and brotherhood - - It was Congress party who despite having the numbers handed over the reign of the state to PDP’s Mufti Mohammad Syed - - with an only aim to help the state of J&K to withstand " said Saroori. He said that that Congress party both at centre and state sacrifices right before and after the independence of India. He said that people belongs to BJP and right wing parties like RSS who played no role in independence of India are now portraying itself as Champions of India and are leaving no stone unturned to divide people on religious and communal lines. He said that even people of Jammu Division are in support of strengthening of Article 35 A as its abrogation will make a direct impact on people of Jammu and the business community will be the first victim in case the Article will be tempered. He said that Jammu plans will be the first target added that "Dogra" identity will be lost in between. He urged upon the people of Jammu Division not to fall prey to divisive politics of ruling BJP and RSS and asks the people to remain united as far as protecting and safeguarding of Article 35 A is concern.

Meanwhile Bhartiya Janta Party and People’s Democratic Party workers from Ghan Sarthal and Gothi Kunda Bunjwah areas of Inderwal constituency today joined Indian National Congress (INC) party. BHALESSA, AUGUST 11: - Annual function day of Madrasa-Ul-Uloom was celebrated at Gali Bhatoli of Tehsil Chilli Pingal in Sub-Division Gandoh was celebrated under the chairmanship of Alhaj Peer Miyan Maqbool sahab (Baji sahab). Eminent Muslim scholars, Management of the Madrasa, thousands of people and other dignitaries were also present in the function.

The program was initiated with the recitation of verses from Holy Quran and Naat.

While addressing the gathering, Alhaj Peer Miyan Maqbool sahab (Baji sahab) enlightened the beauty of Islam and also explained about the dress code that the Islam has permitted for us. MLA Inderwal, Ghulam Mohammad Saroori during his speech, alleged that attempts are being made to “interfere” in Shariat laws through courts due to the pressure of communal parties and warned communal parties to maintain the stand of “non-interference in such matters” as was adopted by the previous governments. He claimed that the Muslim population was feeling insecure, “Muslims are bound to think that today some communal persons have lynch and murdering the innocent person including Mohd Nayeem, Zahid Hussain and others from Jammu and Kashmir, Rajsthan, Gujarat, Jarkhand, UP, tomorrow it could be any one of them.”

Saroori said that an attempt was being made to demonize the Muslim community. He alleged that there was a concerted effort by the BJP government to target Muslim community. Muslim Ummah should be like one body. When one Muslim is in pain in one corner of the world the other in other corner should feel the pain and help him. Loving our country is natural but Nationalism should not overcome the Ummah. Islam is above country. We should also not be divided on basis of Sectarianism. Quran clearly teaches us to not be divided into sects. The solution to overcome sectarianism is following Quran and Sunnah.

Saying in strong words, Saroori said we should also be ready to respond to the conspiracies of our enemies. They want to divide and conquer us. We should start gaining knowledge and make progress in different fields of life including media. We have all types of resources available which are needed to be utilized in right way.

On the occasion Ghulam Mustafa Azad, Chowdhary Ali Mohd, Molvi Mohd Shafi, Mufti Taj Din, Hafiz Mohd Shafi, Chowdhary Abdul Latief Bania also delivered a talk on the importance of the Madaris and Ulamas. They said, "it is only because of the Madaris the faith of the Muslims of the Indian sub continent are more stronger than compared to the people of Middle east because they have neglected the Madaris. They said that such divisions are not endorsed by Islam and Islam believes in fostering unity amongst its followers. They urged all the Ummah to be united and fight against those who wanted to harm our religion Islam. They also highlighted the importance of Parents, giving or taking interest money and other things.

Madrasa students in their speech’s also highlighted the social evils like dowry and told to the audience to eliminate such evils at the earliest. Madrasa children have also presented various Deeni program on the occasion. The program was concluded on the dua of Alhaj Peer Miyan Maqbool sahab (Baji sahab).

Later a strong protest was held against PDP-BJP coalition government at Gali Bhatoli in tehsil Chilli-Pingal here demanding the immediate safeguarding of Article 370, 35A, a day after the state’s ruling parties to tinker with it.

Senior Congress leaders Ghulam Mustafa Azad, Musarat Hussain Naik, Ali Mohd, Mohd Abaas, Zakir Hussain, Mohd Yunus, and all other local party leaders participated in the protest.

Mr. Saroori cautioned the people to understand that tinkering with Article 370 or 35-A could take away the right of state subject certificate, which otherwise was protecting the distinct identity of the state. He advised to BJP leaders who are hell bent to tinkle these important laws should first learn about the importance of Article 35A and the fallouts of its scrapping.

All the speakers including Mr. Sarori, Mr. Ghulam Mustafa Azad and others, accused the PDP-BJP coalition government in Jammu and Kashmir of having failed to address the problems of the people especially of basic the PDP-BJP are responsible for persecution of Gujjars and Bakerwals in Jammu. Since they (BJP-PDP) joined hands, the miseries of the people of Jammu and Kashmir have increased manifolds. While the BJP cheated people of Jammu, the people of Kashmir were cheated by the PDP. Saroori who visited Pahalgwar, Thanna, Kharpura, Butpura, Shangam Chingam, Mattoo Mohallah, Passerkote, Khawjgam, Loidhar and Mugalmaidan areas of sub-division Chatroo.

Lambasting PDP and BJP coalition government for its lust of power by hoodwinking the innocent people of the country and state as well, Saroori said that “the population of Chenab basin that comprises the Inderwal, Doda, Bhaderwah, Kishtwar, Ramban and Banihal belts is a symbol of secularism. “Only secularism can ensure development which is visible that what the communal parties did from 2015 for the general public of Chenab Valley,” he said.

Saroori called upon the people to counter the divisive moves of certain political parties, which are least bothered about the addressing the miseries of the people and instead they (PDP-BJP) have just one hidden agenda i.e. to befool the people on the name of religion and caste and exploit their votes. “Congress has never be-fooled the people; it’s presence was always at grass roots level and will remain in future as well, with its commitment and dedication towards welfare of the people”, said Saroori and added the promises of return of power projects, revocation AFSPA, 15 lakhs in each citizen accounts, safeguarding of Article 370, Article 35-A, drinking water pipeline for Kishtwar, functioning of power projects in Chenab Valley and other every single promises has been abandoned.

He regretted over the callousness of the PDP-BJP coalition towards Rehbar-e-Taleem Teachers and other segments of employees who are not being paid their wages timely. He also expressed concern over scarcity of rations on CAPD outlets saying that the people in far-flung areas were suffering immensely.

During the tour, Saroori announced blacktopping on some vital roads including Thal Kwath, Hurna Durbeel, Seri Balana roads falling in Tehsil Mugalmaidan which were the long pending demands of these areas. The work shall be executed by the R&B department. Mr. Saroori also inspected the ongoing works of CIC building constructed by rural development department (RDD) at a cost of Rs. 50 lakhs. RDD officers lay out plan of the proposed of further construction of CCI building. Saroori directed the executing agency – RDD to redouble their efforts and expedite the pace of work to complete the project within stipulated time frame. He directed RDD officials to personally monitor the execution of works. He has also announced Rs.30 lakhs for the further construction of 1st floor of the CIC building.

Earlier Mr. Saroori visited Chingam, Passerkote and Loidhar areas to personally condole the demises of late shri Krishan Lal ji, late shri Abdul Azeez ji, wife of Bashir Jangoo sahab, Wife of Faqir Chand ji who passed away recently.

Mr. Saroori stayed with the bereaved families and expressed his sympathy and solidarity with them, consoled the family members and prayed to the Almighty Allah for eternal peace to the departed souls. He also prayed to Almighty Allah to give strength to the family members of the deceased to bear irreparable loss.

THAKRIE, AUGUST 06: - To provide basic amenities and fulfill the public aspirations and long pending demands, Member of Legislative Assembly from Inderwal, Ghulam Mohammad Saroori inaugurated 13.35 kms long Shivnagar Sarawan road in Thakrie area of Kishtwar district. A public rally was also organized to celebrate the completion of road.

The stage I road project has been completed by PMGSY department at an estimated cost of over Rs. 6.27 crores which was sanctioned under phase VI in the year 2013. The newly constructed road will provide reliable and all weather connectivity to a huge population living in Thakrie block and towns Butt Pora, Dhar, Rajpur mohalla, Gujjar basti, Hajam Mohalla, Sheikh pura, Nayanpora, Gurssa, Bharthna and other surrounding areas.

While addressing the huge gathering at Sarawan, Sarooori described better road communication vital for economic development and laid stress on speedy completion of other ongoing projects of infrastructure development including bridges and roads. "The timely completion of works is imperative to ensure benefits to the people within the targeted period", he added.

Saroori said that road link to Sarawan is benefitting the people of this area, adding these people were confronting multiple hardships due to inadequate road communication but at present after completion of this prestigious project people won’t face any hardship. He said that I as a MLA of the area am paying special attention to the upgradation and improvement of existing road communication network in Inderwal constituency. "Construction of new roads and linking up of unconnected faroff areas with main highways is my priority concern", he said.

He said that only Congress Government is committed to provide all basic amenities like health care, road connectivity to far flung areas, upgradition of schools, recruitment of staffs to various government schools and other basic necessities. He urged to remain united and foist the evil designs of the forces inimical to the peace and progress of the area as a whole and cooperate with the developmental agencies like PMGSY, JKPCC, R&B, in its endeavour to usher the area into peace and prosperity under the Congress dispensation in Inderwal.

Saroori lambasted at the state government failed to maintain the special status granted to Jammu and Kashmir in the constitution of India. “The phase since 2015 in Jammu and Kashmir should not have happened. He said whether implementation of GST in the state or application of Collection of Statistics (Amendment) Bill, 2017 to Jammu and Kashmir is a big blow to Article 370 and such moves by the PDP and BJP which are aimed to weaken the special status of the state.

He said they (PDP-BJP coalition government) can’t enlist a single step taken for the betterment of rural and far flung areas since coming to power in March 2015. He further said the people of Jammu and Kashmir have a reason to feel deceived, as the PDP-BJP government did not only fail in nearly 3 years but also plunged the state into unprecedented uncertainty. He blamed the duo for steering the state to a political morass due to lust for power and greed to accomplish their respective sinister agendas.

Saroori also expressed concerns related to poor funding in different sectors including NRDW and said during the present regime drastically 70% funding has been reduced for Jammu and Kashmir under National Rural Drinking Water Programme (NRDWP) and this decision has created impediments in timely completion of several water supply schemes mostly in rural areas.

During the tour Saroori also gave on spot directions to officers accompanied with him for early redressal of genuine demands of common masses including early disbursement of compensation of landholders, fruit bearing plants, houses coming under the alignment of various roads, proper distribution of ration, payment to MGNREGA job card holders, preparation of DPR for blacktopping on Sarawan, Keshwan and other PMGSY roads in Thakrie block.

Later Mr. Saroori also visited higher secondary school feller Thakrie and interacted with school students and staff. He said since he became MLA there were only few schools in whole of the constituency. He said at present in all the areas I have sanctioned the schools so that our children’s shall study and become good officers. He said a process of rationalisation has been started to improve the functioning of the schools in Inderwal since 2002. “Our education sector was in a bad shape. I have come from government school, so many officers have studied in government schools. I am focusing on improving the quality of education. Model schools equipped with latest technology and infrastructure will be set up across the state,” he added.

On the demand of students and general public of the area, Saroori announced 100 desks for the school, construction of compound wall, slab and installation of grills for the schools besides this installation of 2 no. 63 kv transformers, installation of 4km long HDEP pipes so that people will get better drinking water facility, blacktopping on 2 kms long Bikna Mangthalla road, 9 lakhs for various developmental activities under CDF and school building for High School Sarawan. He has also announced that 10 kms long Kuriya Keshwan road has been handed over to R&B department and soon balance work will be completed in a time bond manner.

Saroori raised several issue related to public importance in review meeting chaired by CM J&K


SRINAGAR, JULY 26: - Member of Legislative Assembly from Inderwal, Ghulam Mohammad Saroori raises several issues relating to the public importance were raised during a review meeting of key developmental projects of Chenab Valley which was chaired by Chief Minister J&K Mehbooba Mufti.

Mr. Saroori raised the issue of providing pure drinking water in Inderwal constituency by sanctioning new water supply schemes to which the DPR stands submitted to higher authorities of PHE department including Kansoo, Dagroon, Moori Balgra, Doori Bhagra, Keshwan, Deller Chatroo, lift water supply scheme at Dadpeth besides this construction of tube well at Kuriya and installation of 25 new hand pumps in the far flung areas.

He said people of rural and un-electrified villages are facing lots of problems due to non-availability of electricity. He demanded augmentation of power infrastructure in the constituency by allotting the Rs. 100 crores project RGGVY phase II to some contractors so that the un-electrified village may get electricity at an earliest. Also the construction of grid station at Kahara Bhalessa for further improving the electric scenario in the area.

The issue of shortage of doctors in PHC's was also raised by the legislator and said NO are working in the rural and far flung PHC's. He urged for filling the MBBS Doctor post in Rahalthal Mugalmaidan, Chatroo, Patnazi, Malanoo, Jakyas and Trauma/accidental hospital in Thathri.

Mr. Saroori also demanded transferring of ten kanals of land from Sheep husbandry department, five each for the construction of Tourist receipt centre (TRC) and Bus stand at Thathri which is the need of the hour, and will ease the local people and drivers from regular traffic jam on the highway.

He also called for immediate release of funds for construction of Dak Bungalows which have already been sanctioned including Sigdi, Kuriya, Mangthalla Thakrie, Moharwari, Karool Sarthal, Jakyas Bhalessa and Malanoo. He further demanded funds for early construction of foot bridges at Dandwar at Sigdi-Balana road, Khais Nallah near Khawra Chatroo, Haftan and Bhatyas Banoo areas.

Senior member of Legislative Assembly also urged for early starting the construction work on two vital Government degree colleges at Thathri and Chatroo, so that student community may be benefitted with this, which they are facing lots of hardship without the buildings in present time.

PUC for clearing widow pension cases


SRINAGAR, JULY 26: A meeting of the Committee on Public Undertakings (PUC) of Legislative Assembly was held here today under the Chairmanship of legislator Satpaul Sharma to review the functioning of Social Welfare Department.

Threadbare discussions were held on the Action Taken Report (ATR) submitted by the Department on CAGs Audit para reports pertaining to the SC, ST, OBC and Women Development Corporations.

Legislators G M Saroori, Abdul Majeed Larmi, Mohammad Khalil Bandh, Rajesh Gupta, Rajeev Sharma and Vikram Randhawa attended the meeting and gave their suggestions to make the functioning of the Department more viable.

The Committee directed the concerned authorities to conduct a fresh survey to identify the all left out families under the Marriage Assistance Scheme under NFBSS schemes.

The Committee also directed the concerned authorities to aware the people about the various schemes launched by the State and Central Government for the welfare of the people of the State.

During the meeting, the Committee Members directed the Secretary, Social Welfare Department to take necessary steps to provide widow pensions and other financial schemes to the poor people so that they can get relief in this regard. It was also directed to clear all pending widow pension cases.

The meeting also discussed issues regarding the functioning of the Corporations under the Department including deployment of adequate staff, providing timely nutrition to all Anganwadi Centre under ICDS; simplifying the procedure of sanctioning of loans to beneficiaries, submitting proposal of increasing annual budget of the Department.

Secretary, Social Welfare Department, Sajad Ahmed Khan, Managing Director, SC, ST and OBC, R. K. Pandita and Managing Director, Women Development Corporation Naheed Soz briefed the Committee about the action taken by the Department on CAG Audit para report besides functioning of the Corporations.

Accountant General, CAG, H. Abbas briefed the Committee about the observations of the CAGs and action taken report of the Corporations and gave their suggestions regarding the CAGs Audit Paras.

Among others, Secretary, Legislative Assembly M R Singh, besides senior officers of SWD, WDC and SC, ST and OBC and Assembly Secretariat attended the meeting.

CHATROO, JULY 24: - Jammu and Kashmir Pradesh Congress Committee (JKPCC), Vice President and Member of Legislative Assembly from Inderwal, Ghulam Mohammad Saroori today interacted with the people at Kishtwar and Sinthan area of sub-division Chatroo.

The people apprised the MLA Inderwal about their grievances and various other issues. The MLA Inderwal gave patient hearing to the people and passed on spot directions for the redressal of their grievances. He also instructed R&B officers to complete the Dak Bungalows at Chingam and Sinthan and asked RDD department to immediately repair the bathrooms constructed there.

“Highlighting merits of unity and reminding people of the sacrifices made by Congress to strengthen communal harmony, solidarity and unison between various sections of the society in the state in general and Inderwal in particular, Saroori said while interacting with the people and added that dividing people in the name of region or religion can be the handwork of ‘pen and ink pot’ (symbol of PDP) or ‘kamal’ (symbol of BJP), but the Congress has always worked to unite the communities and harmonize in Jammu and Kashmir especially in Inderwal.

“The slogan of Hindu, Muslim Sikh Itihad Zindabad practiced and nurtured by Mahatma Gandhi has remained the governing principal of Congress political policy”, he said and vowed his party’s determination to further strengthen this characteristic.

Advising all the people to live in brotherhood and harmony and reject those who try to wedge them apart on communal lines, Saroori told them to complement each others’ efforts aimed at welfare and development of weaker sections. He said some elements want to divide them for vested interests. He asked them to beware of this conspiracy and exhibit their unity in fighting poverty and injustice. He said Congress symbolizes their aspirations and works for their unity to help their equitable, holistic and all round development.

“While interacted with a deputation from Thathri, Saroori said that people are aware that the preachers and exercisers of ‘divide and rule’ politics after getting your votes have left you alone when you needed during the needy time at the time of devastating cloudburst in Thathri, that too few victims belongs from ruling party. Your so called leaders or organisation like RSS or Shiv Sena, Bajrang Dal did not voice the victims before the Minister for RDD for sanctioning IAY cases for the victims whose houses got totally damaged or for any relief from the state government. He said and advised them to make their leaders who would stand for their cause and plead their demands vehemently with the authority.

Saroori further said that Inderwal constituency has been an abode of peace where people of different faiths have been living in complete harmony and brotherhood since long. He said that few nefarious people want to create communal tension and any sort of discord among different sections of the society does not go well with the time tested unity and glorious traditions of the area that has been a shining and proud symbol of Hindu, Muslim, Sikh brotherhood. "The spirit of amity and tranquillity, despite grave provocations from time to time by RSS, BJP, Shiv Sena and Bajrang Dal, has been high point of the pluralistic ethos that distinguishes the area in the entire state," he maintained.

Saroori distributed solar lights among 120 families

DRABSHALLA, JULY 23: - Under remote village electrification scheme, Jammu and Kashmir Energy Development Agency (JKEDA) distributed 21 solar lights among residents of Sigdi village of Tehsil Mugalmaidan and 100 solar lights to different villages including Patnazi, Nali Bunjwah areas of district Kishtwar.

The solar lights were distributed during a function at Tehsil headquarter Drabshalla and at Sigdi where G. M Saroori MLA Inderwal was the chief guest on the occasion. Prominent among those Officials of JKEDA, RDD, CAPD, Revenue and local Congressmen were present on the occasion.

While speaking on the occasion, Mr. Saroori stated that list of all those habitations which were not covered under RGGV scheme and are located at far off places have been proposed to be benefited by the solar lights and more than 7,000 solar lights have been distributed from the last six years. He said that he (Saroori) is fully aware of the problems being faced by the people of the area and measures have already been taken to mitigate the sufferings of the people.

Saroori said that he has already submitted another list of left over 114 villages of Inderwal constituency to Union Government through JAKEDA for sanctioning of solar lights and only after the sanctioning of same, the other all left over beneficiaries will get solar lights in Inderwal constituency.

Congress lawmaker also visited Balgran, Nagni, Patshalla areas to personally condoles the demise of various persons who died in recent past in the areas. He along with local Congress leaders stayed with the bereaved family and expressed their sympathies and solidarity with them. They prayed to the Almighty Allah for eternal peace to the departed souls.

Saroori also visited high school Balgra and conducted an interactive, innovative and friendly discussion to gather their views, hear their problems and said that he is happy to meet the children and teachers.

While interacting with the children’s, they informed there are 360 students in the schools and till last year there were 18 teachers posted in the school but recently 13 teachers have been attached in the cities.

Without delaying, Saroori took the matter with Director School Education Jammu that take steps on a war footing to fill vacancies in teacher’s posts in various government schools in Kishtwar and Doda districts and detach all the teachers posted in HS Balgra area of Drabshalla education zone so that student community won’t face any hardship in the future.

Taking dig at coalition PDP-BJP government, Saroori said that government transferring the teachers from the schools, should focus on filling the vacant teaching posts in various schools and colleges. He said that recently government order transfer of several teachers from Marwah, Warwan, Padder, Chatroo, Mugalmaidan, Jakyas, Bhatyas, Kahara, Bunjwah, Thathri, Saroor, Sarthal, Thakrie, Kishtwar, Bhalessa and other areas on political base and keeping the student community at lurch at the mercy of the god. He said that the education department shows helplessness in posting of teachers in the rural schools and asked government to take immediate steps to fill up all the vacant posts of teachers under the Education Department so that sufficient number of teachers can be posted to the schools to improve the studies of students.

Saroori also had a group photograph with the childrens and assured their problems will be solved on priority. He also advised the school children’s to focus on education which will help them in bringing success and happiness to their lives in future.

State government (PDP-BJP) response to the cloudburst tragedy as grossly inadequate & tardy

THATHRI, JULY 22: - Jammu and Kashmir Pradesh Congress Committee (JKPCC), Vice President, Ghulam Mohammad Saroori visited the cloudburst-sufferers of Thathri areas of district Doda and announced various relief measures for the rehabilitation and welfare of the victims.

The MLA Inderwal was accompanied by SDM Thathri Mohd Anwar Banday, Executice Engineer PHE Abdul Wahid Zargar, Tehsildar Thathri, SDPO Thathri, BMO Thathri and other sectoral officials of CAPD, Revenue, RDD besides local Congress leaders.

Saroori took stock of the extensive damage caused by the cloudburst in the area. While having a round of the area, he was anguished to see the magnitude of damage to public infrastructure, private properties like houses, business establishments, etc. He was informed by people there about the details of the destruction caused by this. At this juncture, Saroori expressed his deep sympathies with the victims of the fire and assured them of every possible help within the capacity of CDF and MPLAD of Ghulam Nabi Azad (MP),”.

While addressing the local people's and sufferers in Thathri Dak Bungalow, Saroori termed state Government's (PDP-BJP) response to the cloudburst tragedy that struck Thathri as "grossly inadequate", "tardy," and it looks cruelly indifferent, opposition Congress has asked the Government to come out of the "indifferent attitude" toward the people and reach out to the victims.

Saroori said the Centre and state has in the past responded with all urgency and seriousness to the natural calamities that have struck various parts of the state, whether it was earthquakes or floods. "However, in case of Chenab Valley (Thathri, Batyas, Malikpura, Bhalessa) there seems to be a lack of empathy and concern which could result in increasing the trust deficit between the state and rest of the country," State Congress Vice President said.

He demanded from the Centre or state that a minimum compensation of Rs 5 lakhs for every victims, destroyed house and Rs two lakh for repairable house may be announced to the victims immediately. He said government failed to response adequately and extend any help to Thathri cloudburst victims to the "pain and destruction" Thathri has suffered in recent cloudburst.

"People of the Chenab Valley could not be left to their own fate for the inability of ministers to deliver. The Centre and state has a moral and legal obligation to provide immediate relief and ensure proper rehabilitation of the affected people at the earliest and such a responsibility is not limited to the only issuing statements in press or electronic media. We have noted that the democracy is strengthen by the people and not by territory alone. "Government has to reach out to the people at this crucial juncture with adequate relief and ensure proper rehabilitation and reconstruction," Saroori said.

Saroori announced Rs. 50 thousands each to the next kins of the family members who died in the devastating cloudburst under CDF funds and Rs.1.09 lakhs per house as ex-gratia under SDRF. He said few people came here in Thathri to communalise the devastating cloudburst in the area which is shameful for them as they lacks vision, approach towards poor and innocent peoples. He said funds released under SDRF are an act in which the government has to meet the expenses for relief and rehabilitation due to disaster situation, so "koi ehsaan nahin kiya", they didn't favour anything on the victims, Saroori said.

He also gave Rs. 10,000 each to cloudburst sufferers as immediate relief to the people to enable them to construct tin-sheds, distributed two months free rations, 5 no. of blankets and suits to each sufferers. Rs 4000 per family out of Red Cross, tents, kitchen sets and ration kits.

Saroori also praise the Youths of Thathri who mounted rescue operations in the face of ravaging cloudburst water, mud without caring for their own safety and distributed Rs. 1000 each among ten youths for helping the sufferers.

He instructed the officials concerned to restore basic facilities like drinking water on a priority basis. He directed officials to rehabilitate people living in the houses facing the threat of land subsidence.

Saroori further alleged that Minister of state in PMO, Dr. Jitendra Singh who is local MP of the area have released Rs.5 lakhs for the fire victims of Mugalmaidan but failed to announced any relief till now for Thathri cloudburst victims, why the callous attitude for two different areas, he urged him to immediately announced Rs.5 lakhs each for the victims.

"Few miscreant people have the habits to do the politics on the dead and said they should avoid such cheap politics. I have avoided indulging in any blame game and instead have tried to join the rescue and relief operation across the Thathri area without politicizing the issues," he said and urged government that release the compensation in favour of the sufferers as they need adequate compensation in this hour of grief," he added.

Later Mr. Saroori also visited Gugara area of Kahara tehsil to assess the damages caused by incessant rain and flood in the area. He also addresses the gathering in Kahara main bazar and announced Rs. 6 lakhs out of his CDF for construction of Nallah in the Gugara area to avoid any future cause. On the demand of general public, Mr. Saroori also announced Rs.10 lakhs for construction of sanitary bathrooms in Kahara and Rs. 50 thousands for construction of minar at Jamia Masjid Kahara.

KUPWARA, JULY 19: Vice Presidents J&K Congress, Ghulam Mohammad Saroori, Haji Abdul Rashid Dar and other Congress leaders today visited Kupwara and paid obeisance at Darbar-e-Aliya Younisia.

Mr. Saroori, Abdul Rashid participated in the congregation ceremony. The Congress leaders offered prayers seeking for the peace, prosperity, tranquility of state and development of the State besides well being of the people and improvement in the weather.

During the congregation religious scholars threw light on the Islamic ideology and teachings of Islam. The speakers also underscored the importance of Islamic teachings in present day world. They also stressed upon people to put in collective efforts for the eradication of social evils.

Take adequate and stringent measures to check the recurrence of road accidents

KISHTWAR, JULY 18: - Expressing concern over frequency of road mishaps, Jammu and Kashmir Pradesh Congress Committee (JKPCC), Vice President and MLA Inderwal, Ghulam Mohammad Saroori has expressed extreme grief and sorrow over the tragic road accidents in remote areas near Ramnagar area on Jammu-Srinagar highway on Sunday and another accident which took place Thathri-Cheera link road near Jangalwar village on Tuesday, resulting in the loss of more than 16 and 4 lives respectively.

Mr. Saroori, was grieved to know about the accident and has urge Chief Minister J&K, Mehbooba Mufti to take effective steps to check road accidents and pass the directions to the traffic, Police and transport departments to take adequate and stringent measures to check the recurrence of road accidents. He also urged the CM to provide adequate ex-gratia relief to the families of those who lost their lives near Thathri.

He enjoyed upon the district administration Doda to extend all possible assistance to those who got injured in the unfortunate accident. He also conveyed his heartfelt condolences and sympathies to the bereaved families in their hour of grief to the families whose dear ones died in the two different accidents. He prayed for peace to the departed souls. He also wished speedy recovery to those who were injured in the accident.

“Minister of state for transport Sunil Kumar Sharma should resign after the tragic accident of SRTC bus carrying yatris near Ramnagar,” Saroori demanded and asserted that the bus accident was caused by negligence on part of the management and this is not the first time that a terrible accident had occurred. He further accused transport minister for being "callous and politically motivated", and demanded his resignation on the grounds of not being able to improve SRTC in the state which he (Sunil) promised on the floor of the Assembly during budget session.
